The levee system is working. they spent $14 billion upgrading it after katrina. there has been localized flooding, loss of power in new orleans. there are problems, however, with levees in plaquemines parish. those are earthen levees, nothing like the concrete ones here. some of them have been overtopped, meaning the storm surge was above the level of those levees, leaving some homes in nine feet of water, a number of people needed rescue. the storm right now, about 40 miles from new orleans. it's a minimal category 1 hurricane now with winds at about 75 miles an hour, but it is as advertised....
