Civilian Cyber Reserve Program Proposed

A bipartisan group of lawmakers is backing a legislative proposal that would create a program, similar to the National Guard, to deploy those with tech and security skills during significant cyberthreats, such as the recent SolarWinds supply chain attack and exploits of vulnerabilities in on-premises Microsoft Exchange servers.
The Civilian Cyber Security Reserve Act would create a pilot program that would provide the departments of Defense and Homeland Security with additional skilled personnel during large-scale cyberthreats.

Under the bill, the two departments could call up these cybersecurity reservists to serve in temporary positions as federal civil service employees.

Mimecast Update: SolarWinds Hackers Stole Source Code

Email security vendor Mimecast, which was targeted by the SolarWinds supply chain hack in January, reports in a Tuesday update that the hackers used the "Sunburst" backdoor as an initial attack vector to steal source code. But Mimecast says it "found no evidence of any modifications to our source code nor do we believe there was any impact on our products."
Mimecast reports that the hackers used the backdoor installed in SolarWinds' Orion network monitoring tool to gain partial access to its production environment.
The Tuesday update also notes: "The threat actor accessed certain Mimecast-issued certificates and related customer server connection information. The threat actor also accessed a subset of email addresses and other contact information, as well as encrypted and/or hashed and salted credentials."

As the Biden administration makes final preparations over the next several weeks to respond to the attacks that targeted SolarWinds last year, the White House finds itself confronted by a second major cyberthreat: the hacking of Microsoft Exchange servers throughout the U.S.
The unfolding attacks against Exchange email servers, which Microsoft and other security researchers announced this month, appear to number in the thousands and involve multiple hacking groups. Security analysts warn that these cyberthreats might continue for some time, forcing organizations and their security teams to scramble to patch systems against four distinct vulnerabilities.

Researchers Disclose More Malware Used in SolarWinds Hack

Researchers with Microsoft and FireEye are disclosing additional malware used by the hacking group that targeted SolarWinds in December 2020, according to a pair of reports released Thursday.
The newly discovered malware appears to be second-stage payloads deployed by the hacking group after victimized organizations downloaded a Trojanized software update to SolarWind's Orion network monitoring platform, which contained a backdoor dubbed "Sunburst," the reports note. While about 18,000 of the company's customers downloaded the compromised software update, the attackers only deployed additional malware against certain organizations.
Both Microsoft and FireEye found these newly discovered second-stage malware variants were likely deployed in the later stages of the supply chain attack, most likely around August or September 2020. The attackers appear to have first compromised the SolarWinds network in September 2019 and then inserted the Sunburst backdoor in the software update between March and June 2020, according to earlier reports analyzing the attack (see:
