德芳教養院生遭虐致死 苗縣府令8/27起停辦1年 - 生活

苗栗縣私立德芳教養院員工涉虐待院生致死案，引發各界關注；苗栗縣政府社會處今天邀集中央官員及專家學者，召開重大社會福利事件檢討會議，會議決議依身心障礙者權益保障法第92條令德芳教養院自今年8月27日起停辦一年，並將協助院內11名院生轉安置。德芳教養院28歲李姓男院生，於上個月28日遭院內林姓社工、賴姓行政助理持按摩板、金屬管痛毆昏迷，送醫不治；檢警相驗發現，李男四肢和腹部有多處瘀青，且被打到疑患橫紋肌溶解症，但兩人辯稱只有打屁股管教。檢方依傷害致死罪諭令2人各10萬元交保，並已解剖查明死因。

自由開講》不要讓弱勢成為真的偏鄉

有個地方，不管你流浪到天涯海角都會心繫著，那是從小長大的家鄉。苗栗就是那個永遠的牽掛，但每當純樸的客家聚落成為社會焦點時，總讓人膽戰心驚。三天前一則教養涉虐自閉院生死亡消息，讓身處異鄉的每雙眼睛，堅難讀著新聞裡每一個字句。
苗栗縣造橋鄉私立德芳教養院，日前發生院生疑似遭虐打致死案件。（圖由民眾提供）
事件已進入司法調查，被裁罰並勒令停業，這樣心痛的故事讓人不禁懷疑，還會重複輪迴多少次才能停止。遭受良心譴責的社工終究是要受到法律制裁，但社工是那個真正殺手嗎？潛藏在每個社福機構的社工危機就像是一顆未爆彈，在等待高工作時間、高情緒負荷、高募款壓力從身上被點燃自動引爆。

社福機構常在社會工作者人力大量流動情況下，夾帶經費短缺雙重問題。新聞事件發生地點教養院，去年曾因院區空間汰舊，在增設計畫案期間遭主管機構駁回，迫使社工人員帶著院生走上街頭進行募款，背負素行不良的冠名。社會工作者與社福機構像是環環相扣般，當機構在為募款煩惱，早為身心障礙者生活教養費煞力氣的他們，只好蠟燭兩頭燒，一肩扛起所有危機與責任，當心中的熱情燃燒殆盡，就像最後一根稻草壓倒駱駝，連帶讓教養院與院生家庭一同被壓倒。
在追究這個國家是否有回頭尋找跟著下墜的結構幫兇，並檢視社會安全網破洞之處時；我們每個人，是否也有真實的認識過自閉症等發展障礙的弱勢族群，他們是一群長期被社會忽視甚至難以相容的人，沒有經歷生活細節，很難透過簡短文字理解到實際與社會連結的困難和岐視。
《背離親緣》作者曾說：「珍貴的並不是苦難本身，而是我們對苦難如同珍珠般的包容。」衷心期盼，生活周遭的每個人，都有機會從認識裡去同理他人，讓這個社會擁有更多包容力，而不是徒增多餘對立與仇視。
