天津人社局回应"煎饼馃子制作职业标准"：作参考非硬性要求|天津人社局|煎饼馃子-社会新闻_华商网新闻

7月30日，天津市人力资源和社会保障局一名工作人员告诉澎湃新闻，该专项职业能力标准并非是对煎饼馃子从业人员的硬性要求，而是为煎饼馃子制作行业提供制作规范的参考。
该名工作人员介绍，在天津，标准出台后，一些专营煎饼馃子的连锁店在招聘时可以要求员工按照标准掌握必要的技能，而不是凭个人经验去摊煎饼馃子。该职业标准的出台会让整个流程更标准化。
《专项职业能力职业标准——天津煎饼馃子制作》显示，天津煎饼馃子制作的职业领域是烤烙类食品制作，职业能力定义为“运用研磨、加热摊制等工艺，将以绿豆为主料制成的煎饼，包裹棒槌馃子或馃箅儿，并配以加工后的天津面酱、腐乳汁、辣椒油、葱花等小料进行操作的能力”。该标准适用于在法定劳动年龄内，有劳动能力和就业（培训）愿望的，身体健康并且符合申报条件的社会各类人员，培训期限为80标准学时。
该专项职业能力职业标准的能力标准与鉴定内容包括干磨粉的加工、水磨粉的加工、干磨粉糊的调制、水磨煎饼馃子制作绿豆浆、棒槌馃子的制作、馃箅儿的制作、主要调料（面酱、腐乳汁、辣椒油）的加工、天津煎饼馃子的成型等。其中提及，棒槌馃子成品长度为30～33cm，色泽金黄，口感酥香，微咸，不能分叉；馃箅儿成品尺寸为23*33cm，色泽金黄，口感酥脆，不能散碎；煎饼馃子（馃箅）折叠后成品尺寸一般为20～22cm，口味软糯、酥脆，色泽金黄。
该技能操作考核采取现场实际操作方式。考核实行百分制，成绩达60分及以上者为合格。技能操作考核时间为60分钟，学员需完成素皮5份、天津煎饼馃子2份（其中煎饼棒槌馃子1份，煎饼馃箅儿1份）。
天津市人力资源和社会保障局前述工作人员介绍，学员通过考核后会获得相应的专项职业能力证书。
