New health facility groundbreaking VIENNA, Ill (WSIL) -- It's been in the works for more than 6 years. But, the city of Vienna will soon have a new health facility. Officials with the Human Services Provider, Arrowleaf, held a groundbreaking for the building Thursday. The 7.600 square foot facility will be right off Interstate 24 -- and will provide psychiatric services for substance abuse and mental well-being.
