Environment and Budget 2021: Preserving India's ecosystem or business as usual? – COUNTERVIEW.ORG

By Amita Bhaduri, Ritika Gupta
The Union Budget 2021 is touted to be the mother of all budgets since it comes when the country is grappling its way out of the pandemic. In pursuit of tackling the immediate emergency posed by Covid-19, the actions to address the growing climate emergency took a backseat. With the Conference of Parties – COP 26 rescheduled for later this year and India’s Biennial Annual Report – BUR 3 on the anvil, the Budget is riding on a lot of expectations to deliver on the environment front.
Dr Simi Mehta, CEO at IMPRI Impact and Policy Research Institute, while formally inaugurating the panel discussion titled, ‘Environment & Budget 2021: Business as Usual?‘, organized by Impact and Policy Research Institute – IMPRI and India Water Portal, coined a few pertinent questions to be addressed during the ensuing discussion. She questioned whether there is anything remarkable in the Budget 2021, whether it yields anything substantial for the country’s fight against climate change and environmental excesses. And whether it proposes any measures for the restoration, conservation, and preservation of India’s ecosystem, or is it business as usual?

We’re behind the technology curve on lithium batteries, but we could try grabbing a lead someday with hydrogen fuel cells, seen as the next big thing for EVs. The budget’s outlay for a Hydrogen Energy Mission might help. But we also need big scientific breakthroughs

Our government has confirmed the discovery of lithium reserves estimated at 1,600 tonnes in Mandya district of Karnataka. Although small in global comparison, this find holds importance from the perspective of its enablement of local battery production. Right now, we import our entire requirement of this metal, a key input for the power-storage units that go into smartphones, laptops and electric vehicles (EVs).

Honourable Speaker, the preparation of this Budget was undertaken in circumstances like never before. We knew of calamities that have affected a country or a region within a country, but what we have endured with COVID-19 through 2020 is sui generis.

When I presented the Budget 2020-21, we could not have imagined that the global economy, already in throes of a slowdown, would be pushed into an unprecedented contraction.
We could not have also imagined then that our people as those in other countries would have to endure the loss of near and dear ones and suffer hardships brought about due to a health crisis.
