Bill would allow fees for commenting on state environmental reviews

Montana state agencies would be allowed to charge members of the public or groups for commenting on environmental reviews under a law passed by a House committee this week.
Rep. Denley Loge, R-St. Regis, said he brought House Bill 695 to the House Natural Resources Committee on Wednesday in part to discourage submission of form letters as public comment on environmental impact statements, or EISs. The bill would allow an agency while conducting public comment for an EIS to charge a fee for any written or emailed public comment, but would not charge a fee for commenting during a public hearing. ....

Forced Patriotism: Unlawful and Un-American

Following high-profile national anthem protests, lawmakers passed a local ordinance requiring citizens to “stand solemnly and deport themselves with dignity” while the anthem is played.

More than 8,000 miles away, Republican legislators in Tennessee and Texas have similar designs on forced patriotism.
While Hong Kong soccer fans booing the Chinese national anthem prompted the law in China’s semi-autonomous region, our domestic discord stems from athletes kneeling to protest racial injustice while “The Star-Spangled Banner” is played. ....

Carter Highway Committee wants adopt a county road program

ELIZABETHTON — Volunteer groups and service organizations may soon have a chance to adopt a Carter County road to help keep them clean and free of litter.
Carter County Highway Superintendent Roger Colbaugh discussed the plan with members of the Highway Committee of the Carter County Commission on Thursday night. Colbaugh said the program would be similar to the one already in operation by the Tennessee Department of Trans-portation. Colbaugh is a former TDOT employee and said he once managed the Adopt a Highway program for five counties for the department.
The committee agreed the program could be helpful for the county. Committee Chairman Mark Blevins said county high school students need volunteer hours and this could benefit them as well as the county. Committee member Nancy Brown said that as bad as the litter problem is in Carter County, “this could be a win-win.” ....
