Prior to his application the man had been arrested for forgery, received approximately ten moving violations, received three vehicle related summons and had been the subject of at least four Domestic Violence complaints including one in which he was accused of threatening to kill someone. It was found after the recent legislation was passed after the outbreak in the bronx that killed a dozen and left over 100 sick.
