WASHINGTON — U.S. President Joe Biden will nominate Mark Gitenstein, a former ambassador to Romania, to be Washington’s envoy to the European Union, the White House announced Tuesday. Biden also announced his intent to nominate four other people to ambassador positions, including Julissa Reynoso Pantaleón to represent the U.S. in Spain.
