ALBUQUERQUE, N.M. — The track record of global energy giant Iberdrola’s U.S. subsidiary Avangrid has sparked concerns among utility regulators and others as the company seeks approval for a multibillion-dollar merger with New Mexico’s largest electric provider.
Ashley Schannauer, a hearing examiner with the New Mexico Public Regulation Commission, said during a meeting Tuesday that utilities owned by Avangrid have been assessed a total of $25 million in penalties and disallowances in the past 16 months for poor performance and customer service issues in Maine, Connecticut and New York.

SANTA FE – The New Mexico Children, Youth and Families Department has stopped using a secure messaging app that raised concerns that material might not be preserved for investigations and for disclosure under the state’s public records law.
CYFD Secretary Brian Blalock said Thursday the department stopped using the Signal app in late April, the Santa Fe New Mexican reported.
The department started using Signal early in the pandemic after child welfare officials realized they lacked a safe and secure platform allowing employees to work remotely, Blalock said.
The agency liked the free service because it offered encryption and complied with a federal medical privacy law, he added.

New Mexico Gas Co. wants to recover costs associated with dramatic spikes in natural gas prices over the winter.
The utility said Tuesday it has filed an application with the state Public Regulation Commission. The proposal calls for spreading the recovery of the costs through December 2023 in order to minimize the effects on customers' monthly bills.
If approved by regulators, the average increase for customers would be about $5.70 per month, or about 10%.
Utility officials say the costs faced in February were unprecedented and the market conditions forced the company to pay higher prices.

First lady Jill Biden plans to visit an Albuquerque health care facility as part of a three-day, two-state visit to the U.S. Southwest this week.
The White House announced that Biden will be accompanied by New Mexico Gov. Michelle Lujan Grisham when she visits the First Choice Community Healthcare clinic in Albuquerque's South Valley on Wednesday afternoon.
Biden also will travel to the Navajo Nation where she will meet Thursday with Navajo President Jonathan Nez and First Lady Phefelia Nez in Window Rock, Arizona, before delivering a radio address.

ALBUQUERQUE, N.M. — New Mexico Gas Co. has filed an application with state regulators to recover costs associated with dramatic spikes in natural gas prices that were prompted by a deep freeze earlier this year, utility officials announced.
The proposal calls for spreading the recovery of the costs through December 2023 in order to minimize the effects on customers’ monthly bills. If the state Public Regulation Commission approves, customers could see their bills increase by an average of about $5.70 per month, or roughly 10%.
Even by spreading out the costs over a longer period of time, utility officials acknowledged that it will be tough for some customers to absorb the astronomical price increases that upended the natural gas market in February.
