Volusia County's new surge in development raising concerns


DAYTONA BEACH — Less than a decade ago, the local economy here was still in the grips of the Great Recession with real estate development activity practically at a standstill. New development was largely viewed as a sign of hope and optimism.
Not anymore.
Today, a flurry of new home construction, apartment projects and commercial development throughout Volusia County has some citizens and elected officials alarmed that area is quickly becoming over-developed.
Volusia County Chair Jeff Brower is one of them.
"The flood gates have come open," said Brower while standing on a grassy field along LPGA Boulevard that is set to become the site of a retail center called Tymber Creek Village. "The pendulum has swung the other way. Now, it's at the point where people daily are telling me 'Stop all growth.' We can't stop all growth, but what we could do is try to slow things down. It's like we've been on a sprint."

Short-term rental pause in Volusia County Florida enforcement draws suit


A 2011 Florida law prohibits cities and counties from regulating the length or frequency of stay in short-term rentals, but grandfathered in regulations already codified. Volusia County's rules haven't changed since 2004, so it was allowed to remain in effect.
Rentals of less than 30 days are regulated under Volusia County’s hotel/motel zoning rule. Hotels and motels (and, therefore, short-term rentals) are only allowed in areas zoned for tourism or some types of commercial activity.
"The problem is that any action amending the current ordinance on short-term rentals may trigger the state pre-emption," Thomson said. "The state does not have a 30-day minimum. If the state law applied, it would be one day. And that's the concern."

The Casa Centinela Tequila family bought a waterfront spec mansion in North Miami for $9.9 million.
Records show Centinela Group LLC, a Florida company linked to the Centinela family, bought the home at 2095 Northeast 121st Road from Samer El-Fashny and Nada Nisevic.
Casa Centinela Tequila is a family-owned business based in Mexico. The business was started in Jalisco, Mexico in 1904, according to its website.
El-Fashny and Nisevic bought the property in 2014 for $2.5 million, records show. Raydel Cabale, a real estate agent with Florida Realty of Miami Corp, began co-developing the mansion with the married couple in 2016. The home was completed in 2020. According to Cabale, El-Fashny and Nisevic are business partners of his and own the company Waterfront Development USA, LLC.
