U.S. Chamber Announces Jessica Boulanger as Senior Vice President, Communications for Policy and Political

WASHINGTON, D.C. – Today, the U.S. Chamber of Commerce announced the hiring of veteran communicator Jessica Boulanger as Senior Vice president of Communications for Policy and Political. Boulanger joins the Chamber from Amazon where she led executive communications. She brings more than two decades of experience in advocacy, policy, political, and corporate communications to the role, previously leading external relations for Business Roundtable, serving as a press secretary on Capitol Hill, and as the National Republican Congressional Committee Communications Director.“Jessica joins the Chamber at a very important time for our organization and the American business community, with public policy risks on the rise and government overreach threatening to undermine our free enterprise system. Under the leadership of President and CEO Suzanne P. Clark, the Chamber has been engaged in a multiyear effort to strengthen our organization for the future, and we are thrilled to have Jessica join the talented Chamber team to bolster the impact of our advocacy and communications,” said Michelle Russo, EVP and Chief Communications Officer, to whom Boulanger will report. “With significant experience in government, with associations, and in-house at one of the world’s most innovative companies, Jessica brings a track record of building best-in-class communication capabilities and a passion for advocating for American businesses of all sizes and sectors. Her accomplished government and private sector background will make her a tremendous asset as the Chamber continues to wage and win the most consequential fights for American business—on Capitol Hill, in the courts, in statehouses, and in markets around the world.”“I'm excited to work alongside the Chamber team in serving small, medium, and large businesses to advance an agenda that will create jobs and opportunities for millions of American workers,” said Boulanger. “Over the past two decades, I’ve had a front-row seat to some of the most critical political and policy issues of our time. I’ve also had the honor of partnering with hundreds of companies of all sizes and sectors and working directly with business leaders and employees. I look forward to helping them tell their stories and continue to be effective advocates in Washington.”At Amazon, Boulanger managed executive communications for several of the company’s senior leaders and led the development of executive communications programs across internal communications, earned media, and owned content.Prior to Amazon, Boulanger spent nine years at Business Roundtable where she led communications, advocacy, and government relations for the Association of Chief Executive Officers of leading U.S. companies. Boulanger helped America’s largest and most innovative companies achieve important legislative victories, including historic tax reform legislation, TPA, USMCA, and infrastructure investment in partnership with the Chamber.Earlier in her career, Boulanger served as press secretary for three members of the U.S. House of Representatives, including then-House Majority Whips Tom DeLay (R-TX) and Roy Blunt (R-MO) and then-GOP Conference Chairwoman Deborah Pryce (R-OH). Boulanger was also the communications director at the National Republican Congressional Committee, a regional Press Secretary at the Republican National Committee, and led communications for Progress for America, a group supporting then-Supreme Court nominees John Roberts and Samuel Alito.Boulanger also led the public affairs practice at New Media Strategies and served as a consultant to leading companies through her work at Prism Public Affairs in D.C. and Robinson Lerer & Montgomery in New York. Four out of the seven Republicans running for governor in Virginia met Sunday in their first debate, covering topics ranging from education to law enforcement to the economy, with each promising to turn back liberal Democratic policies and end a GOP losing streak.
