this procedure vote that would then get things moving on the s.t.a.r.t. treaty, the nuclear arms agreement that slashes russia s nukes as well as our own. the debate has been multiple times delayed here. in california, we are all over the washout. have you seen those? some of the imaging of the flash flooding? obviously this is not the stuff you want to get stuck driving in. we ll be tackling all those stories. first i want to begin in washington. let s take a live shot of the u.s. senate. i want to tell you what s happening this hour. our u.s. senators are moving toward a vote on this house turkey international treaty, the test vote, a procedural vote. it should happen any moment now, and the treaty would trigger deep reductions in america s nuclear arsenals and the russians nuclear arsenal. there has been this bloc of senate reps who have continued to try to fight this. and it s clear with this treaty that they re trying to cram something else down the throats of the american people under the cover of christmas with a congress that s just been changed by the american people. and people are rightly outraged. now, we also, though, have some polls that shows americans want this treaty to happen. i want to bring in dana bash, who been following this for us. bring it up to speed. where does this stand right now? right now we re waiting for a very important test vote that would effectively cut off debate and begin the end game. the white house actually now has more than enough republicans to get the two-thirds majority needed to approve this treaty that ultimately probably won t happen until tomorrow. you mentioned the fact that there s a bloc of republicans who oppose this. it s been easier to count the number of reps who are supporting it than opposing it. that just gives you a sense of where republicans might end up. in fact, a perfect segue. i d like to tick off some of the names who want this treaty approve, many of whom are former secretary of state george schultz republican, former secretary of state henry kissinger, senator lamar alexander on the floor of the senate today. here he was. i will vote to ratify the new s.t.a.r.t. treaty between the united states and russia, because it leaves our country with enough nuclear warheads to blow any attacker to kingdom come, and because the president has committed to an $85 billion ten-year plan to make sure that those weapons work. so, dana, given this list that he just ticked off, why are the other republicans still holding out? what s the rationale? a couple reasons. first on substance, there are lots of republicans that i have talked to in the hallway, heard on the senate. who say they have lots of substantive issue with his this treaty. some of them say they simply don t trust that russia, according to the terms of this treaty will live up to it on the various things it s required to do. but also, and even more importantly, hearing it s more of the atmospherics, people like lindsey graham from south carolina, appear opresident-electic i think is fair to use, in talking about he is very upset about the democrats pushing this in the waning hours, hours of this congress when he felt that it needed more time, but also ritz wrapped up in what republicans call other democratic partisan issues that frankly they have been pretty successful at getting through this congress. it s irksome for reps. let me bring that point up. you and i were just, there are reports that say some of these republicans don t want him to have this victory, so would it be possible, dana, that some of them are just playing politics with national security? well, you know, obviously democrats are make that pretty clear in terms of the theme. mitch mcconnell was on the senate floor yesterday saying he doesn t want to do this to give a politician a press conference to declare victory, so take that for what you will. i just want to mention one other thing with regard to s.t.a.r.t., something i was just witnessing. that is about john mccain. he s a leader on national security, he s been upset about the timing of this, but get this. he is in feverish talks with some fellow republicans and it looks lie democrats to try to come up with language for an amendment that perhaps put on the senate floor after this key test vote that might, might, might get the vote of john mccain, which would be pretty remarkable for the white house. they re talking about some kind of language. his biggest issues is that he s concerned this treaty with russia would hurt america s missile defense capabilities in america and elsewhere. so he s looking for language that would simply state u.s. policy. if they can come up with that, that would be something very interesting to get john mccain s vote. dana bash, we are watching the action there. as soon as we start learning of the procedural vote, definitely flag us, and we will bring that to our viewers live. dana bash on the new s.t.a.r.t. treaty, thank you. thank you. also this story, a lot of people talking about this one today. this 31-year-old las vegas dancer, she goes missing for over a week, and police are out there combing the streets, trying to find her. i m going to be speaking with her sister who is out there in vegas. also, police find a device with wires under a training seat in italy. was it a terror attempt? there were bloggers, some members of congress warning about citizens don t respond. americans did respond and today the numbers are out. you esome of states highlighted experiencing population growth. you see them in blue. look at texas, see the plus 4? that means texas has grown enough to game as many as four congressional seats. now, switching the graphic, here s some of the states where the population is shrinking. this is important because these states will lose representation in the house of representatives, states in the north, in the midwest, plus louisiana which lost population due to hurricane katrina. i want to bring in kate bolduan. this looks like at least based on the shading, that it helps republicans. the states growing tend to be ones that vote republican. generalitily speaking, and that s pretty much all we can do. you re see gains in the congressional seats. those including traditionally republican-leaning states. you just mentioned it can it can. they re getting the they re gaining the most congressional seats. on the flip side, states who have seat a drop in population here centering in the midwest and the north and they include traditional strongholds like new york, michigan, massachusetts, so you could generally say who is the big winner? republicans seem to have an advantage when you re looking at the political landscape. and given this information, we know they have to redraw these stricts, and sometimes it even involves the courts, so my question is, kate, looking ahead to 2012, will the electoral map be redrawn? it needs to be redrawn in time for that. we know from the census bureau itself needs to get the information to the states they they d that to them by april 1st 2011, so beyond that, it needs to be done by 201. it s a big year. so those are the first races affected by the numb numbers in 2012. what kind of implications might there become come 2012? quite a bit. 4 inches into san diego, as we watch this event unfold. this is some good news, depends on how you look at it. the storm system will eventually start to dry out. we have sunshine in the forecast for thursday. but then it pulls offshore by the end of the weekend. it may mean a white christmas for many folks. the probably is sunday is a busy travel day, so we ll likely get strong wind and substantial snow, and then wind, of course, bringing down colder temperatures for the great lakes and maybe once again here in the south. we ll be monitoring that. one last mention for temperatures, you have to see these highs, yesterday in texas you ll see wichita falls climbed up to 84 degrees. dallas, texas, not listed here was 79 today, brooke, the average is 56, down to 47 christmas day. big changes. how about that? reporter: that s right. what s important about that 67 number is that is the number that s a frankly strong number, from what we expected based on the discussions, at least ten republican senators to vote yes. that appears to have happened. that s why this vote occurred. we ll have more debate potential some amendments, nonbinding amendments, ades that won t change the treaty, in the next 24 hours with a final vote expected tomorrow. dana bash, that s the two thirds they would need to pass this thing. dana, thank you. moving on to this story. she s beautiful, she s brilliant, she s a rising star as a dancer in the las vegas strip, and she simply vanished. in just a moment, i m going to ask the sister of debcembe debb norare has three college degrees, and debbie chased her dream of becoming a dancer. she spent two years as a washington redskins cheerleader after that she landed a spot in the fantasy show at the luxor. then it was december 12th debbie disappeared without a trace. she just didn t show up to work. so now, i want to bring in celeste, her sister. she s in las vegas to help get the word out, help cooperate with police in the search. as debbie s sister, in your gut, do you think your sister is okay, or do you think something is very, very wrong here? um, i have to believe that she s okay. i have to believe that. i have to believe that she s okay. i have to mentally believe that she is okay. to continue on. here is what please said a couple hours ago. she may have left on her own. however we re treating this seriously. at this point we re going to look at every aspect of the investigation aspect into this investigation as if there was foul play, but a this point we haven t found any indication of foul play. so at this point, celeste, no indication of foul play, they re scratching their heads over what happened to debbie. she has multiple college degrees, leaves her career behind in baltimore, moving to las vegas, follows her dream, but suddenly isn t showing up at her shows. is this typical or atypical of your sister? no. no. she she was dedicated, and she loved her job. this was a step higher. she got a solo act in this particular production, which was definitely a step higher towards a dancer s career. she wouldn t have left this for the world. she was doing well, moving along in the show. we have to take here about her ex-boyfriend. his name apparently some aspire rapper. she appeared in this music video with him for one of his songs. i know you were in court today, apparently he was not. here s the music video today regarding this arrest from a couple months ago, where she was charged with battery, domestic violence coercion, apparently this stems from where he tossed her cell phone. here s what the police officer wrote after she picked it up, the iphone she stated griffith ran towards her push her down on the ground, while on the floor he ticked her, pulled her hair and attempted to take the iphone again. did debbie ever tell you about that, celeste, that incident? no, she didn t. i didn t find that out until i got here to vegas. i wasn t aware. did she ever talk to you about blue, about any of his tendencies to act like that? no. when me and my sister talked, it was more about my kids and my family. she knew how i felt about domestic violence and things like that, so i think it was more of she was ashamed if speaking was going on. i m not sure if there was or not. she didn t talk about it. i went to court. she didn t talk to me about it. it was more my mother, and my mother didn t really foe about it, either. this arrest report says she told the police officer she was pregnant with her ex-boyfriend s child. is that true? um, apparently she was pregnant. i found out about that when i got here, too. how close are you with your sister? close. um, we try to talk as much as possible. there s definitely an hour three hours difference between atlanta and here in vegas, and she works evenings and i work daytime, and of course my kids. so as much as we can, when we do talk, it s briefly, but we do talk, and we talk about the kids and things that are really important. you talk, you also text. apparently she texted your mother earlier this month, and she wrote this in case there s ever an emergency with me, contact blue griffin, mott my best friend. celeste, what does that mean? that s not exactly what the text message said. there was more to that text message. to me that text message is irrelevant. i m letting the investigators handle that. they re following all possible leads and things of that nature. that text message, the way it was technically written could mean various things. so, you know, they re working hard, following leads, talking to the people they need to talk to, to get more information to her whereabouts and bringing her home. did she write more is it you re you re just saying the text should not be relevant in this case? there was more to that text message. the text message just didn t make any sense. it was more of a it felt as though, i guess, she was in a quick hurry, and she texted really quickly, as some of us do. tlmp more words in there. it just wasn t that. where it doesn t make any sense. it could be like, you know, just contact if something happens out here, in case of an emergency, in a good way or not. the investigators are handling that. i won t press you on that. we ll move on. here s another question. your sister s car was found in this parking lot not too far from her apartment on the las vegas strip in this abandoned parking lot. were there any clues, anything found in her car, celeste? i ve been to the area. it wasn t a parking lot. it was an abandoned lot, with what seemed to be an abandoned home and buildings of that sort. it s not a very good area. the car was strategically, to my knowledge, and to my gut placed there so that it wouldn t be found. there was a small makeup bag apparently found in the car, but that s about it. what do you mean by that, that it was placed there? you don t think your sister drove the car there? no. no. it was placed behind a wall so you couldn t see it if you were driving by. you say you want to believe your sister is okay. do you think someone else may be involved in her disappearance? it s not that i want to believe. i have to believe. right now i don t know if someone is involved in the case or in what s going on. i don t know. i have to believe she s okay, i have to believe she will be found. i have to believe in the investigators. they re doing a great job with what they re doing. they re gathering as much as possible, working with me and everybody else that is handling the case to bring her home to her family and bring her home, period. we wish you well. we hope, we ll stay positive that that happens. still so many questions here in this investigation. celeste, you re a good sister to be out there to try to help police. celeste flores-narvaez, thank you. thank you. c-sections are hitting a record in this country? [ screaming ] okay. you can just barely see what happens. it s difficult to see, but the actor, there he is being wheeled away. the actor playing spider man dove to the stage only to have his safety heartness fail. 31-year-old christopher tierney hit the stage. the show stopped immediately. ambulance took him away. he listed in serious condition. the guy who shot this video says that tierney free fell about 20 feet. show is not even officially open. last night s performance was a preview. i don t want to say this spider man musical is cursed, but it s not the first injury or technical problem to get in the way of the show s broadway opening. the company did discuss new safety protocols with the appropriate organizations. those protocols will be enacted. the show has been approved to continue tomorrow evening. how about that i saw the 60 minutes piece. it looks amazing, but still that many accidents? we re talking restaurants, buffets. we ll get a live report. that s ahead. also gloria borger has all the political news making headlines. we ll be right back. well welcome back too the newsroom. gloria borger joins us from the cnn political ticker. gloria, we talked a lot about the potential redistricting here in the midterms. we know there are political consequences of the new system. there are huge political consequences. let me show you this map, brooke. there are eight states that will gain seats in the house. they are the states of arizona, florida, georgia, nevada, south carolina, texas, and washington state. now, obama won three of those states in 2008 florida, washington, nevada. those states are very much still going to be in play in 2012. but if you look at the rest of the states, you would have to say those trend republican. so if you look at the news, you say, okay, this was a very good census for republicans, particularly since they re the ones that have to determine redistricting. they ve made a lot of gains in governorships. they ve made a lot of gains in state legislatures. that s good. there s one big butt here. and that is that these states that made gains are because of minority largely hispanic populations. and so the question really is, going to 2012, could that turn out the be a plus for the democrats given immigration reform. don t forget, they did bring the dream act to a vote in the lame duck session. they didn t get it. a lot of republicans on the record voting against it. i guarantee you that immigration is going to be a huge wedge issue as we head to the presidential. another huge issue also today s big, big story out of capitol hill. the starr treaty. not only did they get the 60 votes. they got the 67. they got to 67. i m waiting to see. i know dana bash is doing great reporting on this. i m waiting to see whether in the end they cut a deal waiting to get john mccain. there are a lot of people going to the lame duck session that said barack obama wasn t going to get much. turns out he got a lot more than many people in the white house thought he was going to get. you have to say, out of this lame duck session, barack obama was a huge winner. he got democrats in his liberal base very upset. people voted for bipartisanship and working things out in washington in the midterm elections. it s very clear that obama did not take a lot of time in listening to them and saying, you know what? contemplated an unconventional but deadly tactic to attack the u.s. that is spreading poison on salad bars and buffets an american hotels and restaurants. now, u.s. officials have south to downplay the threat. they said it was more a discussion about tactics than an actual plot. they say associates contemplating putting liasin and sigh unite in to food supplies. u.s. officials did meet through regular channels with representatives of the hotel and restaurant industries to discuss the possibility that those industries might be a target. and to discuss ways to possibly counter the threat. now in a statement, a spokesman said, quote, we re not going to comment on specific terrorist planning. al qaeda has demonstrated the willingness to carry out attacks in well over a decade. propaganda in the last year have made similar reference. he said we get reports of the kinds of attacks that terrorists like to carry out that frequently are beyond their means. terrorism experts are saying it wouldn t be that hard to basically spray some of the cyanide an other poisons in to salad bars and buffets in the united states. important to note that al qaeda and the arabian peninsula is in the same group that provides two toner cartridge bombs in an attempt to throw below up two cargo planes. they re behind the group behind the failed attempt to blow up a flight from amsterdam to detroit last christmas. those are the other other attempted plots as well. and, you know, they have targeted our commercial planes? now we ve seen cargo. an now, the potential, as you say, for our food. they said this is a threat. this is not an imminent threat. this is information. it was a discussion of a tactic they say came into the threat screen months ago. not too recently, months ago. restaurant to figures. next on this date 22 years ago, the word the lockerbie became synonymous with terrorism and grief. 259 people died aboard pan am flight 103. most of them americans when a bomb exploded onboard. in addition to that number, 11 people in the town of lockerbie died when the wreckage smashed the there on to the ground. one man has been convicted of a crime related to that bombing. areleased from prison last year on humanitarian grounds. he wasn t expected to survive more than three months because he has end stage cancer. well, that man is still very much so alive. 16 months later, his name is abdel mused el-meghrati. joining me now, senator robert menend menendez. the whole report, justice undone: the release of the lockerbie bomber. and he was released on compassionate grounds. he had cancer. wasn t expected to live past three months. based upon this report at least today, do you think he was as sick as scottish doctors said he feel fee fee feels. he was convicted and his appeal was denied and the bottom line is is that as our report listed medical cancer experts that there s no way that a three-month progress know sils cou prognosis that could have been given. he would only live three months. even the scottish experts that were used would not commit to a three-month period. that s what was necessary to get a release. it was unjustified, manipulated, in order to have him freed to qaddafi who made it his number one priority. libya and can dhaqaddafi used pl pressure to get him released. instead of sitting in jail, he sits in a villa in manila. it s justice undone. scottish doctors who determined he had three months to live. and that s all the part of his release because he had prostate cancer. part of the report you say these were doctors who were, quote, clearly involved in political intergovernmental discussions and cnn has been doing our digging on this as well. what written evidence do you have that says doctors were link in those political talks? there are a series of interviews that my investigator who went to scotland as well as great britain and other documents that came out in some of the discovery that was had that had the prison doctor who is a general doctor. and el megrahi s assigned doctor from the prison, a practitioner, not a cancer expert. who sat in meetings in which libyan officials made it very clear to scottish officials that, in fact, having el megrahi die in a scottish prison would be real problems for great britain and for scotland. so that had nothing to do with the medical progress know sils. that had everything to do with sending a clear message that libya, which has a history of retaliating against countries who don t do what they want them to do, use the commercial interests to ultimately force the issue. and to get their way. senator since the british government had a big contract pending with bp, they use that at their leverage. i want to let you know and let everyone know, cnn, we did our own reporting where we reached out to the uk and the scottish government. i m curious since you heard from the report today, have you heard back from either government? we have not. and, of course, we don t expect them to agree with our report. but i think if you look at the facts in the report, the fact that all of the medical testimony said no way could he be expected to live three months, he s lived 16 months. all of the commercial transactions with bp for a $900 million deal was on the road to being executed and hit a land mine with that release. once he was released, it was ultimately approved. the british government had powers even as he was in a xotdish jail because they have power still with scotland on any international relations question, on any that s not what the text message said. more to the text message. i m letting the investigators handle that. they re following all possible leads and things of that nature. that message the way it was written could mean various things. so they re working hard, following leads to talk to the people they need to talk to to get more information as to her whereabouts and bringing her home. you say you want to believe your cyster is okay. could someone else be involve in the disappearance? not that i want to believe, i have to believe. i have an idea that someone else is involve in the case or knows what s going on. i don t know. i have to believe she s okay. i have to believe that she will be found. just to follow up here, las vegas police did meet with reporters this afternoon. they say right now there s no indication of foul play in the disappearance of debbie flores. but you can imagine that i ear out there, following every possible lead in that case. here s one for you. talk about worlds colliding. what would prompt senate majority leader harry reid to conjure up images of lady gaga in that meat dress? i had trouble interviewing him, asking him questions at news conferences. you know, you would suddenly find yourself being interrogated even if you thought you asked a straightforward question. and it was. it was the prosecutor in him. he never gave that up. you flew past one piece of information. i want to ayetal size it. he s been on the hill since under the kennedy administration go ahead. in the kennedy administration, he was abc actually a staffer on the warren commission. that s different from being a senator. on the hill in recent semirecent years, he s switched par tis. how was that receive? who will be bringing these challenges. i think we ll see various groups from public interest groups. but most importantly from the internet service providers that don t want the government involved in their field. don t want the government involved in their industry. i mean, interestingly enough, you know, i ve been speaking to a couple of people in the telecom industry and lawyers have been retained to take part in this legal battle. so no question in my mind that the internet service provider will be the first to the courthouse steps. what may happen, sonny, in congress with this? well, i will say some republican members of congress right away cried the new rule. an excessive display of governmental regulation. the republican leader mitch mcconnell said his colleague will push back next year. so we know the house is a republican house going forward. we re going to see some pushing back from the republicans certainlily on this. okay, sonny. i want to move on to this case. i got a lot of us talking here. a case out of idaho. the case out of hazing at a high school there. this goes way beyond a student saying mean things to another student smacking someone around trying to get to a club. these allegations, look at the charges, rough stuff. for people who don t know the story, sonny, what are the charges we re talking about. this is a terrible story. the term hazing doesn t do it jus tils. the allegations that are five teen basketball players and they forcibly allegedly penetrated fellow members of their basketball team, battered them, and restrained the victims, not only in the school locker room, but over the school bus over a three-month period. they re looking at a range of charges, brooke, from false imprisonment to battery. but i think most importantly, a felony charge of the forcible sexual penetration using a foreign object. these are serious charges. hazing, i don t think the term does it justice. i agree. what could they fail in idaho specifically? talking a couple of years in prison if convicted or way beyond that? sure, as some of these are misdemeanors, certainly. but the felony charge carries a life sentence. again, that is that forcible sexual penetration with a foreign object. in idaho, life sentence. these kids could very well spend their lives in prison. now, the school says and i spoke with the superintendent yesterday, all of this came to light, i think september when you know the schools were going over the anti-bullying policies with students. i ll read you what the school said. in the kourms of the review and the emphasis of these policies, the students came forward to report incidents of harassment, intimidati intimidation, and bullying. police say some of these young people are still coming forward, some of the alleged victims. might this turn out the be bigger than the school thought? i think there s no question it could even be bigger. the investigation is ongoing. these victims are coming forward. that s typical in a case like this when a victim learns that he or she is not the only one. there s strength in num
