I talk to colleagues, friends and customers. Most of whom are ineligible. So we have a huge they have a great deal of trouble managing services for their parents, finding services for the parents, deciding about services for the parents and themselves. The largest share of the demographic is not eligible for anything. We need much Better Services between ccrcs and medicaid. There is a Huge Population that has a great deal of trouble. I want to encourage us to use the private sector or use encouragement to the private sector to better use private individual funds which is all we have for most people to improve Services Available to most agencies. Really to work at making it possible for people with just some money to age in place easily and well. I think it will make a difference hopefully in individual lives, neigh ....

Sponsoring this. Great to have this debate at the first territorial capital in burlington. My mother was born here, and proud to have my wife, my stepmother here. And i love this state. I grew up on a farm, learned to work hard at an early age. And i worked every day. Kim reynolds and i go all over the state, every county every year. We work to bring more good jobs to iowa to make iowa the best in the nation in terms of education, to reduce the tax and regulatory burden. We have reduced the size of government by over 1400, and were not done yet. Were focused on College Affordability and reducing student debt. Two years, no increase in resident state tuition, and were going to do more to reduce that and make college more affordable. We have proposed the center for Human Capital enrichment, and a goal to connect every acre so we have highspeed internet every in area. I wo ....

And i think the section 215 program is one that the government has made the argument that they need bruce force collection, they need the retention to identify previously unknown links in information. Have we given thoughts to whether there are technological options available to limit correction for a program like section 215, if you havent been more generally, you can be more specific about correction options. With respect to section 215 the data is collected initially by the phone company. The question is whether the information needs to be transferred in bulk to the Intelligence Community in order for them to do their analysis and it is pretty clear that as a technical matter, the kinds of linking, looking for multi hot links that the intelligence agencies want to do, can be done technically while the information is held to a third party such as the phone companies. This requires a modest amount of technical coordinatio ....

Thanks for the question. I think that the appropriate way to do this is pretty much whats being done right now actually, and such using airstrikes to limit the freedom of movement and the ability to move oil and smuggle it as easily as isil was able to be for the airstrikes started. Meanwhile, buying time for an advice and assist effort and Capacity Building effort to try to stand up in some cases local Security Forces or the iraqi army to conduct effective operations is insulated to push isil back from the territory is controlling. I appreciate that, i dont mean to cut you off but from 20032011 we spent 24 billion, the United States taxpayer spent 24 billion training 938,000 iraqis how to fight. And to equip them, train them. And who we have 30,000 sunni that are over running the country. As isis gets stronger and st ....

Because there were not looking for evidence of a legislative intent to create a right to judicial review. Your position is thats already there under the apa. Unless there is evidence of a judicial intent, of a congressional intention to preclude judicial review . Thats exactly right. Thats the presumption created by the apa. The way that your honor articulated it is the way the Supreme Court has articulated it time and again. Thats the governments burden to show by clear and convincing evidence that congress intended to preclude our claims, not our burden to demonstrate that congress intended to create them. If i may, ill move on to the merits of our statutory claim. As i said before, our first claim is that section 215 simply does not apply to call records. In the same statute that congress enacted section 215, in 2001, it added a provision to the stored Communications Act
