For the tension that might exist between the need to deliver humanitarian care when there is an outbreak as serious as the recent Ebola Outbreak in the need to actually learn, learn what works to address that and where the outbreak is of a disease which is emerging that is therapeutic, does not exist and even the vaccine does not exist.
