(Contributed photo) MANILA - Department of National Defense (DND) Secretary Carlito Galvez Jr. expressed his appreciation to the US government for honoring the Filipino World War II veterans which was highlighted by the 22nd United States Congressional Gold Medal (CGM) Awarding Ceremony last Tuesday. The event, which served as a testament to the shared history and enduring partnership between the Philippines and the US, was held at Camp Aguinaldo, Quezon City. "The DND expresses its deepest gratitude to the US government for honoring our war veterans. They are living symbols of the shared history and strong bond between our nations," Galvez said in a statement Wednesday night. He also added that Filipino World War II veterans deserved the highest recognition possible for their gallantry and service. "Our veterans are heroes in the truest sense. They deserve the highest form of recognition for serving in various capacities and fighting shoulder-to-shoulder with our American soldiers during the Second World War," Galvez said. A total of 38 Filipino World War II veterans were awarded during the ceremony. Of the awardees, 23 of them personally received their medals, while 15 were awarded posthumously. Four of the awardees were also centenarians. "It is remarkable and even more inspiring that despite their advanced age, some even stood up and walked to receive their CGM, including Private Arturo F. Coronel of the Mariano Ponce's Regiment, who is now 100 years old," the DND chief said. Galvez also thanked Philippine Veterans Affairs Office (PVAO), led by its administrator Undersecretary Reynaldo B. Mapagu, for its outstanding work, as he called on the agency to continue protecting and promoting our veterans' welfare. Since 2018, the PVAO has conducted 22 awarding ceremonies not only in Metro Manila but in other provinces. A total of 628 veterans have been recipients of the US CGM awards. "Congratulations on today's (Jan. 31) successful and heartwarming recognition ceremony," he said. "I also thank the hardworking team in PVAO for continuously and excellently serving our veterans and their beneficiaries by delivering the benefits, healthcare assistance, and scholarships they rightfully deserve. Your dedication to your duties shall ensure that our nation will never forget the lessons from our history," he added. Galvez, likewise, recognized the legacy of veterans, many of whom have children and grandchildren who chose to pay it forward by becoming public servants. "I have no doubt that our veterans ignited their desire to become part of the government to serve our people and our communities across the country. Looking back, the stories of selfless service and sacrifices of our forebears inspired me and ultimately influenced my decision to join the Philippine military and later on, help push forward the comprehensive Philippine peace process," he added. Meanwhile, Mapagu underscored the importance of conferring the awards to as many of the country's living veterans as possible. "We, in the PVAO, along with our partners in the Filipino veterans community, various veterans organizations and local government units, will continue to work hard to make this happen," the PVAO administrator said. Mapagu said they have fought for the rightful recognition of Filipino veterans for many years. He added that they continue to do so because this is the least they can do for these heroes. Galvez also thanked former DND Secretary Delfin N. Lorenzana and the people behind the Filipino Veterans Recognition and Education Project, who initiated the legislation that provided for the US CGM awards to Filipino veterans. "Its success is a testament to what the Filipino-American Veterans' Community can achieve when united for a noble purpose," he added. Deputy Chief of Mission of the US Embassy in the Philippines, Heather Variava, also paid tribute to the Filipino veterans. "The Congressional Gold Medal ceremony takes us back in time to remember the contributions of our soldiers and how they overcame the adversities of war," she said. "Your stories are true testaments of lasting patriotism and bravery. And they are an indelible marker of an enduring relationship between our countries." Galvez noted that the CGM awarding ceremony is timely considering the arrival of US Secretary of Defense Lloyd J. Austin III in the Philippines. Their scheduled bilateral meeting, he said, is a testament of the strong and enduring ties between the two nations. "As a fellow product of the United States Army Infantry School at Fort Benning in Georgia, I look forward to meeting with Secretary Austin and discussing how our respective defense departments can further strengthen our collaboration," Galvez said. "The United States has long been our country's partner during crises, especially in providing humanitarian assistance and disaster relief to Filipinos during calamities," he added. He is hopeful that the meeting will open up more avenues for the two countries to pursue stronger and more strategic joint defense capabilities. "We are looking at expanding our training and activities with our allies through exercises such as the Balikatan," Galvez said. This, as the 12 cluster heads of the body on Wednesday signed and filed their counter affidavits on the various Omnibus Election Code complaints filed against them by the Makabayan Bloc and its allies last March 25. "Ladies and gentlemen, the 1987 Constitution entrusts the state the maintenance of peace and order, the protection of life, liberty and property, and the promotion of the general welfare, an election period neither suspends the operation of a legitimate arm of government like the National Task Force-ELCAC, nor the government function in carrying out the whole-of-nation-approach and whole-of-government approach in combating the communist-terrorist group which is the CPP-NPA-NDF (Communist Party of the Philippines-New People's Army-National Democratic Front) especially when President (Rodrigo) Duterte) himself, announces that some parties have links with the CTGs (communist terrorist groups)," he said in a press conference after the filing of the counter affidavits. Esperon, who is also the National Security Adviser, said an election season does not suspend the state's function nor render its public officials inutile in carrying out and espousing the President's opinion, stand, and direction. "The performance of public officers of their duty to relay the official stand of the President and the administration subsists more so, during an election season," he added. Esperon also said the Omnibus Election Code is "neither a ban on public officers' right to freely express their opinions and views nor a refuge for candidate or parties and groups to be shielded from any expression, statement or action of a public officer especially if done by them in the performance of their duty under the orders and mandate from the President of the Philippines." The NTF-ELCAC vice chair added the Omnibus Election Code is to be harmonized with other new and relevant laws and should not be used to penalize public officers who merely implement or comply or reiterate the policy and statements of the President. "Most importantly, it is the height of irony and injustice when persons or groups cry red-tagging as an election offense, when in fact the complaint that they filed is in itself based on imaginative speculation that all public officers of NTF-ELCAC are automatically guilty of partisan political activity by their mere association with the NTF-ELCAC," he added. Esperon also said the complainants' selective handpicking of public officers of NTF-ELCAC as respondents herein, all without basis and without any allegation and proof of the respondents' participation as to the overt act alleged, conveys not their sense of justice but rather betrays their biased prejudice and harassment against the duly constituted authorities of the state. "Beyond mere media hype and trumped up charges, the complainants' bucket of shallow complaint affidavit, deserves to be junked and dismissed outright by the Honorable Commission on Elections, the Law Department thereof," he added. Esperon earlier expressed his support to the 12 cluster heads of the anti-insurgency body who were earlier sued by the Makabayan Bloc and its allies for allegedly violating various provisions of the Omnibus Election Code. These NTF-ELCAC cluster heads are: *Strategic Communication (StratCom) Cluster Head Undersecretary Lorraine Marie T. Badoy; *Sectoral Unification, Capacity Building and Empowerment (SUCBEM), Localized Peace Engagement (LPE), Basic Services (BS) and Local Government Empowerment (LGE) Clusters Head Undersecretary Marlo L. Iringan; *Situational Awareness and Knowledge Management (SAKM) Cluster Head Director General Alex Paul I. Monteagudo; *Poverty Reduction, Livelihood and Employment (PRLE) Cluster Head Deputy Director General Gabriel Luis R. Quisumbing; *Infrastructure and Resource Management (IRM) Cluster Head Undersecretary Maximo L. Carvajal and Assistant Secretary Nonita S. Caguioa; *Peace, Law Enforcement and Development Support (PLEDS) Cluster Head Undersecretary Cesar B. Yano; *E-CLIP and Amnesty Program (EAP) Cluster Head Undersecretary Reynaldo B. Mapagu; *International Engagement (IE) Cluster Head Undersecretary Brigido J. Dulay; and; *Legal Cooperation (LC) Cluster Head Justice Angelita V. Miranda. The officials were charged by Makabayan Bloc and its party-lists allegedly with violations of Section 261 paragraphs E, I, and O of the Omnibus Election Code. Some of the party-lists include Bayan Muna, Kabataan Party, Gabriela Women's Party, Anakpawis, and Act Teachers Party-lists. The specific provisions state the following: "Prohibited Acts. - The following shall be guilty of an election offense: e. Threats, intimidation, terrorism, use of fraudulent device or other forms of coercion... i. Intervention of public officers and employee... o. Use of public funds, money deposited in trust, equipment, facilities owned or controlled by the government for an election campaign." The CPP-NPA is listed as a terrorist organization by the United States, the European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines. While the NDF has been formally designated as a terrorist organization by the Anti-Terrorism Council on June 23, 2021, citing it as "an integral and inseparable part" of the CPP-NPA created in April 1973. Remaining terrorists should surrender after leaders' deaths

Mapagu on Tuesday called on the remaining members of these groups to immediately surrender and avail of the government's reintegration assistance. The appeal came after the deaths of Jorge "Ka Oris" Madlos of the New People's Army (NPA) and Salahuddin Hassan of Dawlah Islamiyah (DI) in separate military operations in Mindanao last week. "The deaths of NPA leader Jorge 'Ka Oris' Madlos and the so-called 'emir' of DI, Salahuddin Hassan, point to the diminishing capability of these terror groups, especially in Mindanao. As these groups lose their key officers, we fully expect their terror operations to fall apart," said Mapagu, who is also Department of National Defense (DND) undersecretary. He added that the remaining active members of the terrorist groups should take the present opportunity to surrender, lest they also suffer the same fate in encounters with the military and police. "This is the most opportune time for our brothers and sisters to desert the life of violence they were indoctrinated into by these insurgents. While the promises of these terror groups to their members amount to nothing, our reintegration assistance and benefits for former rebels and former violent extremists are real and tangible," Mapagu said. He also urged these individuals not to waste their lives and used the opportunity to surrender and reintegrate to live peacefully with their families and loved ones. Madlos was killed along with an NPA medic, Eighfel Dela Pena (alias Pika/Maui), in Sitio Gabunan, Barangay Dumalaguing, Impasugong town, Bukidnon in an encounter with combined troops from the 8th and 88th Infantry Battalions and 1st Special Forces Battalion last Oct. 30. Reports said there were anti-personnel mines in the area, prompting soldiers to call for air support. Government troops engaged around 30 communist terrorists in the firefight. Madlos is the spokesperson of the National Operations Command (NOC) of the Communist Party of the Philippines-NPA (CPP-NPA) Komiteng Mindanao and National Democratic Front (NDF)-Mindanao. The CPP-NPA is listed as a terrorist organization by the United States, the European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines. On the other hand, the NDF has been formally designated as a terrorist organization by the Anti-Terrorism Council on June 23, 2021, citing it as "an integral and separate part" of the CPP-NPA created in April 1973. Meanwhile, Hassan and his wife were killed in remote Barangay Damablac, Talayan town by troops of the 6th Infantry Division last Oct. 29. Hassan who has aliases of "Orak," "Salah," "Tulea," and "Abu Salman" was the emir of the DI terror group operating in south-central Mindanao. He had a PHP1.3-million bounty on his head. The Anti-Terrorism Council has named Hassan as among the top terrorists operating in Mindanao. (PNA) }
