英、北アイルランド問題で新たな取り決めをＥＵに要求

［ロンドン　２１日　ロイター］ - 英国は２１日、英国の欧州連合（ＥＵ）離脱後の英領北アイルランドとの貿易に関して、ＥＵに新たな取り決めを求めた。ＥＵ側は英国の要求を受け入れない考えを示した。
ジョンソン英首相が支持した北アイルランド議定書は、英国が国民投票で離脱を決めてから４年後に締結した協定に盛り込まれた。議定書は実質的に、英国本土と英領北アイルランド間のモノの検査を規定。ただ、これは企業にとって負担となっている。
英国側の交渉責任者を務めるデービッド・フロスト氏は、議定書第１６条（セーフガード条項）を発動することに正当な理由があるものの、「発動するべき時ではないとの結論に至った」と表明。第１６条は、議定書が予想外に有害であることが判明した場合に、双方が適用を免除することができると定めている。
同時に「全ての人々が恩恵を受けるように、北アイルランドに関する取り決めの新たなバランスに向け、交渉を通じてＥＵとの合意を模索するという、これまでとは異なる方法で前進する機会があると考える」とし、「大きな変化」を生み出すための交渉を求めた。
英国の度重なる要求にもかかわらずＥＵは議定書の改正を拒否。取り締まりが難しいアイルランドとの国境で、規制基準を満たさないモノがＥＵの単一市場に入ることを懸念している。
その上で「きょうの提案も含め、英国とのやり取りを続ける」と発言。「議定書の枠組みの中で、北アイルランドの全コミュニティーの利益になるよう、創造的な解決策を引き続き模索する用意がある」と述べた。
