Ranking CPP member, companion nabbed in Cavite

MANILA -A ranking member of the Communist Party of the Philippines (CPP) identified as Evangeline Rapanut alias "Chat/Ines" was arrested Tuesday by military and police operatives in a joint operation in Dasmarinas City, Cavite. Rapanut was arrested based on warrant of arrests for murder and frustrated murder she and her accomplices committed in the Cagayan Valley region. The suspect was cornered in Greenwood Heights Subdivision, Barangay Paliparan 1, Dasmarinas City, 5th Infantry Division spokesperson Capt. Rigor Pamittan said. Rapanut was the former Secretary of Komiteng Rehiyon-Cagayan Valley (KR-CV), and a current CPP Central Committee member; 2nd Deputy Secretary for Organization and Deputy Secretary, National Education Department (NED) of the CPP-New People's Army-National Democratic Front (NPA-NDF). Pamittan said the suspect has been in the underground movement since the 1970s until she became a full-time NPA member in the mid-1970s. Randy Belen Tamayo alias Deng, communication staff of the NED of the CPP-NPA-NDF was also arrested during the operation. Seized from the suspects were an M-16 "Blackwater Bushmaster" assault rifle, one magazine assembly with 18 rounds of 5.56mm ammunition, one 9mm Armscor pistol, one magazine assembly for 9mm with six rounds of ammunition, one hand grenade, four detonating cords, one blasting cap, one Kingston USB flash drive with 8Gb memory, and several cellular phones and electronic devices. "Rapanut is responsible for mass orientations to radicalize especially the youth, students, and vulnerable sectors such as indigenous people, trade unions, urban poor, and farmers purposely to recruit additional political and military cadres in support of the recovery of Komiteng Probinsya (KOMPROB) Batangas under Southern Tagalog Regional Party Committee (STRPC) and expansion into parts of Cavite and Central Quezon as the center of manufacturing and industrial establishments in Southern Tagalog," Pamittan said. As this developed, 5th Infantry Division commander Maj. Gen. Laurence E. Mina congratulated the combined government forces on the successful neutralization of high-ranking CPP members. "The apprehension of Evangeline Rapanut and Randy Tamayo will lead to the exposure of the CTG's (communist terrorist group) nationwide extortion operations, infiltration into the different sectors of society, the conduct of terroristic activities, and their international and local political works, particularly their use of front organizations. Their arrest will further weaken the CTG which is now on the verge of collapse due to the successive government operations that resulted in the neutralization and apprehension of its Party leadership," he said. Mina also said that the arrest of Rapanut and Tamayo could not have been made possible without the professionalism and competence of the government forces involved, and the strong support of the people. Earlier, Department of National Defense (DND) Secretary Delfin Lorenzana said the Armed Forces of the Philippines (AFP) has successfully cleared or dismantled 56 New People's Army (NPA) guerrilla fronts. This took place in 2016 when President Rodrigo R. Duterte assumed the helm of the country up to April this year, Lorenzana said during Day 1 of the Duterte Legacy Summit held at the Philippine International Convention Center in Pasay "Sa dako naman ng AFP, tayo ay nagsasagawa ng mga operasyon laban sa NPA at ibang local terrorists, nalinis natin ang limampu't anim guerrilla fronts (ng) NPA (On the AFP, we have conducted operations against the NPA and other local terrorist groups, we have so far cleared 56 guerrilla fronts of the NPA)," he said. Lorenzana, who is Security Justice and Peace Cabinet Cluster chair, also said that 314 key and ranking leaders of the communist terrorist group have been neutralized so far. Neutralized refers to terrorist members who were surrendered, captured or killed by security forces. He also maintained the AFP has been very active against other local terrorist groups as security forces have neutralized 1,544 Abu Sayyaf Group along with 971 Bangsamoro Islamic Freedom Fighters and 1,427 Dawlah Islamiya members from 2016 up to 2021. Lorenzana added that the largest effort probably conducted by the AFP against local terrorist group took place during the Siege of Marawi City in 2017 which lasted for five months. 'I will leave my office with a strong military': Duterte

Duterte made this comment in response to Defense Secretary Delfin Lorenzana's report on the Armed Forces of the Philippines (AFP) modernization program and the doubling of the salaries of all military personnel and pensioners. Lorenzana said Duterte's strong support has inspired the AFP personnel to work better because they know they can adequately support their families with their salaries and do their mandated duty with the newly acquired military equipment. "Napalaking tulong po ang ginagawa niyong pagdodoble ng salaries, ang sweldo ng mga active personnel (Doubling the salaries active personnel is a huge help to them)," Lorenzana told Duterte. Lorenzana also said Duterte's support encouraged soldiers to work harder in fighting the enemies of the state, citing numerous successes of the military in combating terrorist groups in the country. He added that even the retired soldiers and other uniformed personnel also get adequate pensions from the government. He said he is happy to see soldiers being promoted and getting what they deserve for protecting the nation and its people under his administration. "'Yung buhay na ito wala naman kasiguruhan (This life has no assurance), let it be a policy that you care for people who die for you. 'Yun talaga totoo dyan (That's the truth). It leaves a -- not really a bad taste in the mouth to say it but, 'yung bigyan mo ng (to give a) special treatment, aside 'yung tao na (from the people that) at a given time, they are called upon to fight, and sadly, sometimes to die," he said. "So, I made it promise to - I said that 'I would double your salary'," Duterte said. Duterte said though there will be one or even five scalawags in a big organization, "but in the end, you are always rewarded" and "there is still a room for improvement for the organization to prosper." In his report, Lorenzana said the AFP has dismantled 47 guerrilla fronts (GFs) and "weakened" 15 other GFs, killing 1,032 New People's Army (NPA) fighters and capturing 1,348 rebels from 2016 to 2021. The military, he said, has also neutralized 1,544 Abu Sayyaf Group members, 971 Bangsamoro Islamic Freedom Fighters members, and 1,427 Dawlah Islamiya terrorists. Meanwhile, Lorenzana said there are only 41 remaining NPA fronts in the country. Another 22,468 rebels and their supporters have surrendered while the number of confiscated and surrendered firearms reached 9,377, he added. Around 6,418 former rebels and their dependents have also received financial assistance from the government. The number of NPA-cleared barangays has reached 4,148 while those that were cleared of Bangsamoro Islamic Freedom Fighters' influence are at 223. "Ito po 'yung barangays na gustong bigyan ng NTF ELCAC (National Task Force to End Local Communist Armed Conflict) ng PHP20 million per year na Barangay Development Fund. Ang hinihingi po namin ay PHP28 billion pero ibinaba ng Senate to only PHP11 billion. Okay lang po 'yun kasi imbes na PHP20 million per barangay ay magkakaroon sila ng PHP5 million per barangay. Sabi po ng mga probinsiya, 'okay na 'yun kaysa wala' (These are the villages the NTF ELCAC wants to give funds worth PHP20 million per year under the Barangay Development Fund. We asked for PHP28 billion but it was cut by the Senate to just PHP11 billion. It's okay, instead of PHP20 million per barangay, we only PHP5 million per barangay. The provinces said, 'that's okay, it's better than nothing')," Lorenzana added. He said the military assets that "started and completed" under Duterte's term are two frigates, 16 Blackhawk helicopters, six Super Tucano aircraft, unmanned aerial system, one C-29s medium-lift aircraft, one G28 command, and control aircraft, one Pohang class corvette, two AH-1 Cobra helicopters, three multi-purpose attack crafts, 310 truck troop carrier (light), 215 track troop carrier (medium), and engineering equipment worth PHP427 billion. 42 NPAs killed, 53 arrested in series of military operations since January- AFP

A total of 42 communist rebels were killed while 53 more were arrested in an aggressive military campaign against the Communist Party of the Philippines-New People’s Army (CPP-NPA) since January this year.
The Armed Forces of the Philippines (AFP) also reported that a total of 277 communist rebels have surrendered and 728 supporters have also withdrawn their support from January to June this year.
“The AFP gained substantial accomplishments for the past months. Despite this, we must endeavour to continue our momentum to achieve more meaningful milestones,” said AFP chief of staff General Cirilito Sobejana after a command conference which will be his last as he is set to retire on July 31.
