worldwide exchange on cnbc i m wilfred frost. we will get to the markets they are pointing higher yesterday we had a triple digit decline for the dow, down more than 130 points. we are bouncing back this morning. not quite triple digits. up 92 points for the dow 10 points for the s&p. the nasdaq up 30 points. energy the worst sector yesterday. oil prices continued their recent two or three-day slide. energy sector down 1.2%. the best sector was financials up 0.2%. in part getting a boost when richard cadre, the cfpb chief announced he would go eight months before the end of his term he was one of the last few remaining obama pro regulation i appointments in powerful positions. his departure helped some of the consuming lending banks in particular let s look at why we re higher in part because of the rest of the world was higher yesterday the rests of the world was lower and that fed into a generally risk-off tone by the time we opened bouncing back. the nikkei up 1.5% ....

for napa. venado got over 3 inches of rain. so the wider view here on our hi-def doppler now showing you san francisco is getting most of the rain, highway 101, a little calmer for the south bay. but as i push in close, san rafael, mill valley, lagunitas, you re seeing a lot. tiburon is next, as well. same with richmond as the system moves east. san bruno, san mateo, look at the strong amounts of rain coming down right off of interstate 280. so it s going to be slick on all roads. the totals will go up throughout the morning. for the next couple of hours at least, things are not going to wind down. later on this afternoon they will wind down. we ll see most of this system move south so santa cruz mountains will get a lot of rain today. we ll continue to track this all morning long. hopefully you will have plenty of time before you leave today. what s happening on the roads? definitely give yourself some extra time as you are heading out the door to work this morning. ....
the past hour or so getting more and more intense. it looks like downtown san francisco, marina district, it s soak outing there. a lot of it moved further east, danville, moraga, orinda, heavy rain, oakland as well saw 1.5 of rain so far overnight into these early-morning hours. so the rain right now is probably the most intense especially across the south. we go to fremont there. you can see about a half inch to three-quarters inch of rain per hour there. just going to stay this way for the next couple of hours until noon. we ll see continued rainfall across the south and then we ll see rain totals increase over the next few hours. then scattered showers this afternoon. a lot of moisture coming in off the water and moving towards the land and that s why we are seeing intense numbers. to the north bay now, it s calmed down a lot for st. helena, santa rosa, you know, not seeing intense rainfall. over 3 inches for venado. santa rosa 1.9 inches. this is totals so far. je ....
higher after several days of declines and following the string of declines we have seen around the world. also strong because of technology earnings. take a look at what s going on. walmart is up 7%. comparable sales of 2.7%. the strongest it has seen in eight years. it s having its best single session in a year and half and trading at a record high. cisco shares are also rising expressedcompany optimism that its transition to more software services is going well. its current quarter will have twofirst sales gain in years. that s helping propel those shares higher. we ve got walmart again. rockwell automation. rockwell shares have been rising. also taking a look at paypal and synchrony financial. it is buying a loan portfolio of 6.8 billion dollars from paypal. it s also getting an exclusive contract for paypal consumer lending and paypal is also at a new high today. mark: getting some breaking news on siemens planning to cut jobs. it is closing at least two sites . eur ....
