The South Korean government appears to be out of sync with the new U.S. administration in regard to issues involving North Korea and other diplomatic priorities.
Diplomatic observers attribute the seemingly ongoing diplomatic disagreement to the lack of communication channels between the allies, expressing concerns that it may adversely affect next month's summit between President Moon Jae-in and U.S. President Joe Biden.
On the occasion of the third anniversary of the inter-Korean summit, Tuesday, Moon said the time was approaching again for the two Koreas to resume dialogue. On April 27, 2018, Moon and North Korean leader Kim Jong-un agreed in their Panmunjeom Declaration on making joint efforts to achieve co-prosperity, establish lasting peace and reunite the two Koreas.

The previous administration made many missteps when it came to fostering the US' relationships with its allies, but the resurrection of the "Quad"—a loose alliance between Australia, India, Japan and the United States—was not one of them.
The Quad, short for Quadrilateral Security Dialogue, formed in the aftermath of the 2004 Indian Ocean tsunami, but the alliance did not take off until it reconvened in November 2017. That began a series of regular meetings focusing on everything from ensuring quality infrastructure development to enhancing collective maritime security in the Indo-Pacific.

Rep. Chris Smith (R-NJ) announced that he intends to hold a hearing in March on South Korean legislation that bans leafletting into North Korea. A member of the GOP minority in the House, Smith no longer can direct committee action. However, he still co-chairs the Tom Lantos Human Rights Commission, which shames rather than legislates.

United States and Vietnam Convene 17 Friends of Mekong in Support of a Secure, Prosperous, and Open Mekong Region
On January 12, the United States and Vietnam co-hosted the first Friends of the Mekong Policy Dialogue under the new Mekong-U.S. Partnership. In his remarks, Principal Deputy Assistant Secretary of State for East Asian and Pacific Affairs Ambassador Atul Keshap emphasized that the United States is committed to a secure, open, and prosperous Mekong region, highlighting the importance of this region to ASEAN centrality and to the ASEAN Outlook on the Indo-Pacific. The 17 participating countries and institutions under the Mekong-U.S. Partnership and the Friends of the Mekong offered recommendations on sustainable infrastructure development and connectivity; human resource development and building the foundations for a Mekong digital economy; sustainable water, natural resource management, and environmental protection; and COVID response and regional collaboration on health security.

SEOUL (Reuters) - Washington’s top North Korea envoy arrived in South Korea on Tuesday for what is expected to be his last visit, with little prospect for restarting talks with Pyongyang before incoming U.S. President Joe Biden takes office next month.
U.S. Deputy Secretary of State Stephen Biegun, who helped lead unsuccessful efforts to turn U.S. President Donald Trump’s personal outreach to North Korea into progress in denuclearisation talks, arrived at a U.S. military air base south of Seoul at the start of a four-day visit.
