Hearing. I appreciate all the witnesses who have come here today. Mr. Secretary, the floor is yours. Thank you. Mr. Chairman, Ranking Member corker, members of the committee, thanks very much for welcoming me here to talk about the disabilities treaty, which i am very anxious to do. Mindful of the comments of the Ranking Member just now, i would just start off by saying we are 100 prepared as we have been to work through what are known as ruds reservations, understandings, and declarations in order to pass this treaty. That is our goal. As we begin with a place that makes it clear that we do not believe this has impact among but we are happy to restate and reassert the law in ways that makes senators feel comfortable, obviously. We want to pass this. It is not lost on any of us that only 11 months ago the senate fell just five votes short of approving this treaty. So more tha ....

Senator quayle, that if you give any of us 200 billion worth of hot checks a year, we can create an illusion of prosperity. But sooner or later that credit card mentality isnt going to work. And i want to bring to the white house a sense of strength and fiscal responsibility which will build a good Strong Foundation under which this country, or above which country can move, grow, invest, and build the best america for its people and for our kids and our grandkids. Mr. Vice president , your response. The governor has to balance the budget in his state he is required to by law. He has raised taxes several times. I wish he would join me, as a matter of fact, in appealing to the American People for the balanced Budget Amendment for the federal government and for the lineitem veto. [applause] id like to have that lineit ....

Resort well do it. And you supported legislation this year thats involved tax increases not once, but twice. So that pledge isnt realistic, and i think the Vice President knows it. I think the people of this country know it. The fact of the matter is that the next president of the United States is going to have to go to the white house seriously, he is going to have to work with the congress seriously. He cant turn to the congress and blame them for the fact that we dont have a balanced budget and that we have billions and billions of dollars in red ink. And i am going to be a president who is serious, i hope and expect will be liked by the American People. But more than that, to do the kind of job that im elected to do, will do it with as much good humor as i can, but at the same time will do it in a way which will achi ....

Repealing, but keeping the entitlements how is that sustainable . The Congressional Budget Office score, once they receive that theyll be working through that to make sure it is fiscally responsible. Imagine if you would however a system where the incentives within the system are all to drive down costs to provide greater choices in competition for folks and respond to the specific needs of patients and in so doing, what you actually do is get a much more efficient system for provision and delivery of health care, the Previous Administration felt the federal government ought to do all of this and we seen what came about when the federal government does all that, that is increasing presumes, increasing deductibles, decreasing choices, you walk in and you cant afford for the doctor thats trying to take care of you, so this is not a system working for folks ....
