Transcripts For CSPAN2 Biosecurity Experts And Medical Professionals Discuss Biological Terrorism 20170828

Ladies and gentlemen, landseer of the Potomac Institute and it is my privilege to welcome you here today with the seminar on combating biological terrorism. I am proud to report for now almost exactly 20 years the Potomac Institute has been involved in the study of this issue of bio terrorism has only grown worse over time and is more threatening and more imminent and certainly those tools for dealing with this is inadequate today is 20 years ago the most political people are distracted from the threats which ships running over each other the pacific that the threats are more as long wolf driving cars to open spaces in your opinion United States and they forget the potential of a lone wolf with the biological realm is still quite possible in some would say likely in the future. The newsletter for eating less and ter ....

I am in favor of one but i have to say i probably dont need to be as delicate as mr. Cicconi may need to be. I think the fcc has been a little more slow i would say. So i would like to see them move quickly. And id think they would yield useful information but i dont want to see them used over a long time of watching the fcc. Sometimes i know when you see things like this they can be used in ways that he lay the ultimate decision making. That shouldnt be allowed to happen in these projects. You started by mentioning the interconnection of transition and i said this in my testimony with regard to vip interconnection. I dont think and im just assuming we will have the trial or not. Ultimately i dont think the fcc should presume that its going to regulate these interconnection agreements in the same way that it did. Its likely that there wont be any interconnection problem that hasnt been the case with your ip to ip connection to read theyve been very rare that theres been disputes that t ....

We all want competition, but what we want to have really is an environment, and, in fact, the digital revolution is enabling more competition. Thats why we have these, we have cable and wireless and fiber and all of these things are part of the digital revolution. But ultimately in a new act what would like to have, in my view, would be a standard that ties the regulatory activity of the agency closely to an analysis of the competitive marketplace. And then only if theres a market failure or consumer harm, and i recognize that if theres consumer harm theres a place for regulation. Im not, like mr. Cicconi, im not advocating no regulation. But we need in a new act to i to tie regulatory activity much more closely to an analysis of the marketplace. That really gets away from all this discussion about this technology and that technology and that type of thing. But the fact that technology is changing, and it enables competition, that is a reason for policy changes. Its not a reason to do ....

Copper Communications Network and significant plans to deploy new fiber infrastructure how will the new Fiber Networks handle natural disasters like hurricanes . We know that the copper continue to operate but what happens now with the new Fiber Networks and you know dealing with that issue . How are you going to deal with them . There is unfortunately no Ip Technology congressman that allows you to power the line. You cannot put power over a fiber connection. Fiber has many other advantages in addition to its internet capacity and one of them i think is relevant in a hurricane or a flood zone or a sandy type situation is that seawater will destroy copper and make it unrepairable. Fiber is very resilient in that type of situation frank desoer our wireless net ....

New technology in better ways, even with the current regular tory environment. Some would say that the fact that you invest in these billions of dollars approves thats of dollars proves you dont mind or regulation. The way the markets are set up today, we will have by the end of this year three quarters of americans using either wireless only or voice providers as opposed to the circuits which provider. 214 millione have switch phone customers at at t, which is a small fraction of the numbers that any other provider has out there in these competitive markets. That would be the first point i would make. The second point is the investment that has occurred over the last few years in wireless and ip technology, of course, i think is related to the fact that these are the least regulated areas in technology. It is not accurate that the 96 is accuracy neutral. Extraoses a lot of requirements on them and that is one of the reasons why google has offered has decided not to offer wireless. Doe ....
