middle of the day, that's staggering. hadas gold, thank you so much. the epa is ordering norfolk southern rail to cover all cleanup costs for the train derailment that spilled those toxic chemicals in east palestine, ohio. here's what the chief of the epa told cnn this morning. >> they have to design a very specific work plan that's approved by epa. so we're going to make sure that every single step is included. no stone is left unturned. because the fact of the matter is, they caused this trauma to the community, and we're going to make sure that they pay for it. >> contaminated soil at the site of the derailment is the next hurdle in the cleanup. norfolk southern is already operating on the tracks again, but ohio's governor says that will need to stop so the tracks can be removed and the contaminated soil underneath can be taken out. cnn's miguel marquez joins us live from east palestine, ohio. miguel, give us an update on when we can expect this preliminary report on the wreck

approach this investigation? >> he's going to approach it very diligently. rob was the u.s. attorney in maryland. he sat in the seat i succeeded him into, within the deputy attorney general's office with regard to special counsel mueller's investigation. he's just a very thoughtful prosecutor with extreme integrity. what he's going to do, frankly, is follow a similar path. again, there was some investigation that was conducted before rob was named special counsel here. he will evaluate that and then make decisions as to, again, what stones have not yet been unturned, where he thinks avenues of evidence still lie and pursue that. he'll have to get a team assembled as well which i know he is likely doing, and they will ask questions of people around the current president, just like jack smith is asking about officials from the former president. so we may see indeed some

republican party is resigning. i think that might mean on the heels or, you know, anticipating an indictment. so it's two kind of big rosters, the d.c. roster and the georgia roster. so i think she's really sweeping a lot into her net, and that's what, you know, it's been two years, 75 witnesses, and kind of nothing left unturned. >> garrett haake, you're at mar-a-lago. the second this thing drops, of course, we're going to be looking to you to get reaction from trump camp. what are you going to be looking out for? >> reporter: what we're going to find out i think in the sections of this report whether donald trump and his attorneys' theory of the case holds any water. trump has argued on social media that the call he made to the secretary of state in georgia that has been so central to this investigation was perfect. he has said it was even more perfect than the phone call he made to the president of ukraine that got him impeached.

how do you think about the effect that, pressure that attention, on this process going forward? >> i think, again finally is a seasoned professional. -- without fear, favor, or infection. and that means that i think it should be able to withstand, whatever sort of external pressure, because she is focused on her case, their team is focused on our case. it left no stone unturned, i think that's your focus. she's not one to get caught up in what's happening outside of her charging decision, she was obviously aware, as made some decisions in the past, again, to protect the integrity of our case.

political weap weaponization ofe federal government. witnesses from both sides. is this to talk about agencies, government agencies who particularly targeted conservatives? >> it's great question, ainsley. so i think this will be some of the most important work of the house republican majority. this is about transparency and shining a spotlight. so this first open hearing is to set the tables. if you talk to elder americans, they are deeply concerned that federal agencies are targeting hard-working americans. and that there is two sets of rules. if you happen to have the last name clinton or biden, crimes are brushed under the rug. we have seen how the fbi and the department of justice have not addressed hunter biden's clear crimes and yet, at the same time, they are targeting conservatives and republicans because of your political beliefs. we see that in their targeting of parents. we see that in their targeting of whistleblowers in their own agencies who raise concerns. so, this is going to set the tables that this is an issue, this is important to address. and we are going to leave no stone unturned. i believe this is going to lead
