I wanted to make sure we were on the right track and i didnt mess anything up. Wanted to welcome secretary. I dont think anybody who had a better unanimous vote. It was extraordinary and the way we got to the decision working together and was extraordinary. I commend the Ranking Member on his help doing the same. We have some thing to talk about budget wise. We can keep the same tempo and same commitment to make sure we all know what happens before it happens and well be better off. I appreciate all they have done in our meeting to explain where they are going. It is upward and outward and further ahead all along. I will make a long statement except to say a couple of things. I dont want to make this today but one thing i have to brag about, the certainer decision in getting our electronic after years of unwillingness is extraordinary. There are signs people were coming together in the past and makes sure it happens and works for ....

There are an array of options and that is certainly one that is there. We are going to turn to membership for questions. Im told to remind you it is on the record. We ask you wait for a microphone. It will bring it to you. Speak directly into the microphone, stand stand up, tell us your name, affiliation and limit yourself to one question. Lets start over here with this gentleman. Hello. My memory on this may be hazy, but i was on the defense policy board at the time of the earliest crises. Somehow or another at the time the cold war was ending they made it possible for some of their records to be made available to us. One of the things i was surprised, for those of us who saw the records, where it took about a year to persuade the russian and chinese to get into this. They were very much afraid of the american response and they didnt want to go to war with america again. That was certainly an opening. I should back up and say, it was my opinion then that we simply had to send a person ....

This is the third point of significance of collaboration in order to get this done. And its not even the subject of this hearing. And im wondering if you could just spend less than a minute talking about where you are and where you think that we are headed. I will be brief. Thank you for the kind words. Theres essentially two problems. And one is that we need relief from liability with the clean water act and we are making progress and then second of all we need more funding to clean that up. Thank you. I am from colorado. I am on the western end of the planes. The smoke is building and we know that we have a problem. All right, mr. Chairman. Thank you for holding this hearing. It is good to hear from stakeholders on this issue and its a really important issue which deals with budgetary impacts on threats to the National Resources on federal and state and private land. So i am pleased to have these wildlife communities who rec ....

Radical impact. On the issue of accountability, do you have legislation . I think they have the ability to do it and they simply arent enforcing it. Jeff does it. I dont question him. Its to get the best care possible. I think it wont have the same effe effect. And ive seen that where you couldnt get rid of a bad teacher. Of c you k bcan, but you have to doe work. They want to get rid of this, and we differ there. I think jeff thinks they need more protection. And what ive told the secretary is that they may need to theres a lot of risk analysis thats done in what they do, is it less expensive to just reach a settlement with this individual than it would be to take them all the way through, let them appeal to the protection board and then they end up back at the va and were paying for their Attorney Fees . I get that. But i think were going to have to take one of the most egregious cases. Even if it gets reversed. The
