It has been more than a decade since Georgia was promised eventual membership in the North Atlantic Treaty Organization (NATO) at the 2008 Bucharest Summit. Russia invaded Georgia later that year and continues to occupy Abkhazia and the Tskhinvali region (more commonly known as South Ossetia).REF After years of economic, governance, and military reforms, this partial occupation remains the primary roadblock to meaningful progress on Georgia’s NATO aspirations. Other NATO members do not want to risk a confrontation with Russia by inviting Georgia to join the alliance.
Russia has perfected a formula to block the Euro-Atlantic aspirations of its neighbors: invasion and partial occupation. Moscow applied this formula to Georgia in 2008 and Ukraine in 2014 on the eve of that country signing an Association Agreement with the European Union (EU). Moldova shares a similar situation over Transnistria. ....

Ukrainian President Volodymyr Zelensky today opened the All-Ukrainian Forum “Ukraine 30. National Security,” which will continue to May 13. A statement issued beforehand included discussion of “what steps it will take for NATO membership” among other matters.
Interfax-Ukraine reported that Zelensky instructed his cabinet ministers to approve this year’s iteration of the Annual National Program which NATO first granted it in 2008 to prepare the nation for full membership. The program is under the authority of the NATO-Ukraine Commission, established in 1997. The president stated that approval would expedite the achievement of one of the priority goals of his administration: “Ukraine’s integration into the North Atlantic Treaty Organization.” The new annual program, he affirmed, would guarantee Ukraine’s “strategic course for the acquisition of Ukraine’s full membership in NATO, enshrined in the Constitution of Ukraine.” ....

Ukrainian President Volodymyr Zelensky has approved the regulation on annual national programs under the auspices of the Ukraine-NATO Commission.
The regulation determines the procedure for the development, monitoring, and evaluation of progress in the implementation of the Annual National Program, according to Presidential Decree No. 72/2021 of February 24.
The regulation also notes that The annual national program is a systemic document that is developed annually, defining the reforms that need to be implemented in Ukraine to achieve the criteria for NATO membership determined by the NATO Membership Action Plan (MAP), adopted at the meeting of heads of state - members of the North Atlantic Council of t ....
