So why in the world would anybody then want to leave discretion of releasing them to the police?" McNeill was a primary sponsor of House Bill 972 which now requires a court order to release body camera footage in North Carolina. "Put it in the hands of an impartial judge who is going to look at all the facts and make a decision — is there a compelling public interest as to whether he thinks the video should be released?" McNeill said.
