New rules that would impact Medicaid payments could be on the way, as state reporting changes could lead to bigger base payments and reduced supplemental payments, according to experts.
Improved state data could shed light on whether Medicaid base payments are high enough. Policymakers are looking to better understand whether supplemental payments benefit safety-net providers and, if that s true, make a case for boosting Medicaid s base payment rates. States wouldn t have to make large supplement payments to providers if base payments were high enough, experts said. ....

Government Will Fully Cover Laid-Off Workers' COBRA Premiums Through September


How many Americans will benefit remains unclear.
That s because, to stay on their workplace plan, a laid-off worker typically must continue to pay their monthly premiums, as well as their employer s usual contribution and then another 2% administrative fee on top of that.
The typical annual premium for job-based coverage in 2020 was $7,470 for individuals and $21,342 for family coverage, according to the Kaiser Family Foundation.
Now, the government will fully cover these pricey premiums for the next seven months. COBRA subsidies have occurred before, including during the Great Recession and in 2002 for people who lost their jobs to international trade conflict.
By one count, around 130,000 unemployed working-age adults had health insurance coverage through COBRA in 2017. But that was, of course, before the pandemic caused unemployment to soar. And again, many people don t opt for the coverage because of its cost. ....

President Joe Biden’s $1.9 trillion package will sail through the House when it takes up the bill on Tuesday, according to Democratic lawmakers and aides, even after proposals progressives championed were scaled back.
The Senate’s changes to the House-passed bill, made to appease moderates and comply with parliamentary rules, included dropping a proposed minimum wage increase but are unlikely to prove enough to make progressive Democrats vote against it.
House Speaker Nancy Pelosi (D-Calif.) can only afford to have four Democrats oppose a bill for it to pass, if all members are voting and Republicans are lined up in opposition, given her party’s thin majority. Two Democrats joined a united GOP in voting against the initial version of the stimulus. ....

President Biden will direct federal agencies this week to reopen the ObamaCare marketplaces and roll back the Trump administration s changes to Medicaid in a repudiation of his predecessor s health care policies.
Biden s executive orders are expected to set the stage for his presidency by reinforcing his belief that the federal government should make it easier - not harder - for people to get health care.
According to documents obtained by The Hill, Biden will sign executive orders Thursday that take steps to strengthen Medicaid and initiate an open enrollment period under the ACA. ....
