Biden signs foreign policy memo putting U.S. at forefront of global LGBTQ rights

President Joe Biden has issued a historic memorandum committing the United States to promoting LGBTQ rights on the international stage.
It calls for agencies to combat criminalization of LGBTQ identity or conduct, protect LGBTQ refugees and asylum-seekers, address human rights abuses affecting LGBTQ people and work with like-minded nations and international organizations to combat discrimination. There are approximately 70 countries around the world that currently have laws criminalizing same-sex relations between consenting adults, according to the Human Rights Watch.
Barack Obama issued the first presidential memorandum directing U.S. agencies abroad to promote LGBTQ rights globally in 2011. Biden indicated his order “builds upon that historic legacy.” ....

Sen. Edward J. Markey, D-Mass., and Congressman Alan Lowenthal, D-Calif., announced Wednesday Feb. 3, that they will re-introduce the International Human Rights Defense Act, a “bicameral effort to reaffirm the United States’ role as a world leader in the promotion of LGBTQI equality.”
In a press release announcing their effort, the two lawmakers noted that nearly 70 nations around the world have enacted laws that criminalize homosexuality, adding that “abuses in Russia, Tanzania, Uganda, Indonesia, Central America and elsewhere demonstrate a continued threat to the fundamental rights of LGBTQI communities in every region of the world.” ....

Scottish government approves new Monklands hospital site

The Scottish government has approved Wester Moffat as the site for a new Monklands Hospital.
It has now confirmed that the board s recommendation has been approved by Health Secretary Jeane Freeman.
The next stage of the Monklands Replacement Project (MRP) will be the outline business case before construction of the hospital can begin.

Gartcosh and Glenmavis were already being considered when Wester Moffat was identified through a public site nominations process run by the health board.
Neena Mahal, chairwoman of NHS Lanarkshire, welcomed the decision and hailed the involvement of staff and the public during the selection process. ....
