Governor Whitmer Announces Steps to Fight Payroll Fraud and Prioritize Michigan Jobs in State Purchasing Decisions
LANSING, Mich. - Today, Governor Gretchen Whitmer announced changes to protocols for state contract bids to implement the Michigan Jobs First Executive Directive 2019-15. These new protections will level the playing field for companies that play by the rules, allowing companies to compete fairly while protecting workers' wages and health care. The new processes also account for the overall economic impact of a state contract on Michigan's economy.
Whitmer to tighten state contracting policies to curb payroll fraud Gov. Gretchen Whitmer is tightening state contracting policy to prevent businesses that commit payroll fraud from earning Michigan contracts. Whitmer's plan would zero in on the misclassification of workers, which occurs when a contractor classifies an employee as an independent contractor in order to avoid paying health benefits, workers compensation, payroll taxes or overtime — an occurrence that some contractors say has increased since the Legislature repealed the state's prevailing wage law in 2018. Whitmer's new policy would require the state's contracting agency, the Department of Technology Management and Budget, to mandate bidders complete a vendor question worksheet. The worksheet will include disclosures of a bidder's environmental and labor compliance record and Michigan-specific economic impact as well as a certification that a business has properly classified its employees.

LANSING, Mich.- A third-year union carpenter apprentice, Karmyn Valentine, 40 of Pompeii, Michigan, took a passion for forestry, residential masonry and furniture making, and turned it into a career in a good-paying, high-demand Professional Trade. "Initially, carpentry was just sort of a hobby for me but with training, I was able to turn my hobby into a career," Karmyn Valentine, union carpenter apprentice said. "After getting into a nationally recognized building trades program, I fell in love with carpentry. And it turns out, I'm really good at it."
