Consumers are clamoring for hemp products, but federal regulators have been slow to mainstream the plant. That may soon change, as Congress loses patience with bureaucratic recalcitrance.
In this instance, two liberal Democrats have joined hands with a conservative Republican, showing once again that efforts to legalize marijuana and hemp are creating strange political bedfellows.
The Hemp Access and Consumer Safety Act, introduced on May 19 by Sens. Ron Wyden (D-OR), Rand Paul (R-KY) and Jeff Merkley (D-OR), would exempt “hemp, hemp-derived cannabidiol, or a substance containing any other ingredient derived from hemp” from certain restrictions that have prevented the emergence of legal consumable hemp products. ....

Federal HEMP Act introduced to change hemp definition to 1% THC


The Hemp Economic Mobilization Plan (HEMP) Act of 2021 was introduced by Sen. Rand Paul (R-KY), its goal to address problems that have plagued hemp CBD for years and would make life easier for farmers and processors hemmed in by drug warrioring regulators.
“For years, I’ve led the fight in Washington to restore one of Kentucky’s most historically vital crops by legalizing industrial hemp,” said Paul. “My legislation will help this growing industry reach its full economic potential.”
The biggest of four major provisions in the HEMP Act would change the definition of hemp from 0.3% THC to an even 1%. That alone would solve problems with farmers seeking to boost CBD content and still not have the plant go “hot” or rise above 0.3%. ....
