The cannabis industry took a step toward becoming a normal business sector Monday when the U.S. House of Representatives approved by a lopsided vote the Secure and Fair Enforcement Banking Act. The proposed law would allow banks and financial institutions to avoid federal sanctions or prosecution if they do business with cannabis providers. The measure, approved by a 321-101 vote, now moves on to the Senate, where a previous version stalled in 2019.
The SAFE Banking Act has become one of the industry’s most cherished goals, a measure that would allow cannabis providers to secure financing for new development, property acquisitions and operations, instead of being forced to scrape by on cash reserves. Last week, New York joined more than a dozen other states to legalize recreational marijuana for adults.
After debating it for several years, the state Legislature passed a bill March 30 to decriminalize the possession and use of marijuana. Gov. Andrew M. Cuomo signed the measure the following day.
“The Marijuana Regulation and Taxation Act immediately legalizes possession of the psychoactive drug derived from cannabis and expunges previous marijuana-related convictions from all New Yorkers’ records. The bill creates a number of adult-use cultivator, processor and distributor, nursery and microbusiness licenses, among others. At least 50% of licenses will be issued to social equity applicants involved in the adult-use program. Officials will give extra priority to low-income applicants impacted by the war on drugs who have, or a close relative has, a marijuana-related conviction,” according to a story published March 30 by the Watertown Daily Times. “Of ....

Cannabis legalization or decriminalization (we ll get to the difference in a bit) is one of several issues set to test Democrats slim majority in Congress, along with a $15 minimum wage hike and making Washington, DC, the 51st state. 
At the federal level, cannabis continues to be prohibited across the board, resulting in a legally dubious gray market operating in the 42 states with loosened marijuana laws. In contrast, about a third of all adults in the US have access to recreational marijuana, thanks to a patchwork of state and local regulations that have legalized or decriminalized the substance to some degree.  ....
