SPE names new Chief Global Events Officer

SPE names new Chief Global Events Officer
RICHARDSON, February 14, 2021
Mark Rubin, SPE CEO and Executive Vice President, has announced that Michelle Boyd has been promoted to the position of Chief Global Events Officer.

Boyd has been with SPE since 2011 and has most recently served as Director, Middle East, Africa, and South Asia Events. In her new role, Boyd will have responsibility for oversight of SPE events globally. She will remain based in SPE’s Dubai office.

This position was created to fill the vacancy left by the planned retirement of Stephen Graham in mid-April. Graham, Chief Operating Officer, has been responsible for SPE’s global event portfolio.

Between a Republic and an Emirate: The Future of Afghanistan

ORF Special Report No. 125, December 2020, Observer Research Foundation.

This special report was written before the 2020 United States presidential elections. Under the incoming Biden administration, the US military withdrawal from Afghanistan is likely to be more gradual and “responsible”, despite the President-elect being in favour of American troops exiting the war-weary country soon. In retrospect, Donald Trump’s insistence on pulling out all US troops from Afghanistan by Christmas 2020 was not misguided, since there is little that such military presence can achieve at this stage of the war. The situation is sealed by some neighbouring nations acting as spoilers in the peace process, impeding American efforts to help bring stability to Afghanistan.
