Washington, D.C. President Joe Biden has nominated former Obama administration official Michael Connor of Colorado to be assistant secretary of the Army for civil works.
Currently a partner in the law firm of Wilmer Cutler Pickering Hale & Dorr, Connor served as deputy secretary of the Department of the Interior from 2014 until 2017.
According to the White House, he played a key role in establishing water policies to address an unprecedented western drought, promoting renewable energy development on public lands and the outer continental shelf, developing science-based strategies to support landscape-level management of public lands and improving the federal government’s fulfillment of its trust responsibility to Native Americans. ....

Washington, D.C. President Joe Biden continues to meet with members of Congress as he promotes his $2 trillion-plus infrastructure and jobs proposal, but Republicans sound committed to a much more modest approach limited to traditional infrastructure and paid for without repealing tax cuts they view as a signature issue.
Senate Minority Leader Mitch McConnell (R-Ky.) said members of his party continue to work on a traditional infrastructure proposal that would cover roads, bridges, ports and broadband and a “more credible way to pay for it.”
“This proposal is a Trojan horse to roll back the historic 2017 tax reform plan that helped spur big-time wage growth and the best job market in a generation before COVID-19,” McConnell said of Biden’s proposal. ....

DeFazio: ASCE Report Card Shows Need For Infrastructure Focus

Washington, D.C. A leading House chairman used a group’s influential scorecard on inland waterways, ports and other modes of transportation to again call on Congress to pass a transformational infrastructure measure. 
Rep. Peter DeFazio (D-Ore.), chairman of the House Transportation and Infrastructure Committee, termed the overall C- grade from the American Society of Civil Engineers (ASCE) as unacceptable.
ASCE gave inland waterways a D+, levees a D and ports a B-.
“Recent boosts in federal investment and an increase in user fees have begun to reverse decades of declining lock and dam conditions, with unscheduled lock closures reaching a 20-year low in 2017,” ASCE stated in its overview of the nation’s inland waterways. ....

As work continues on replacing its fleets of outdated ships, the Coast Guard is kicking off the development of two new programs a vessel for Arctic operations and a family of boats that will ply inland waterways.
“We have a lot going on. We’re doing more acquisitions than we’ve done since World War II,” said Rear Adm. Mike J. Johnston, assistant commandant for acquisition at the service.
Progress continues on the Coast Guard’s top shipbuilding priority, the Offshore Patrol Cutter, he said at the Surface Navy Association annual meeting in January. ....
