Should the City of Edmonds move from a one-year to a two-year budget cycle? How can the city better engage citizens in the budget process? What should the city prioritize and de-emphasize in the 2022 budget? Those were among the topics discussed during the Edmonds City Council’s budget retreat Saturday afternoon via Zoom.
The meeting facilitator was consultant Mike Bailey, a former finance director for the cities of Redmond, Renton and Lynnwood, who also ran a similar budget retreat for the council in 2020. ....

City launching major biosolids project

The 2.1-acre wastewater treatment lagoon known as Pond One will be the site of a biosolids removal project next month. After being dredged from the pond, the biosolids will be treated and spread as fertilizer on the City’s 50 acres of the Lazy Z Ranch where orchard grass will be grown and harvested.

The Sisters City Council last week awarded a public-improvement contract in the amount of $153,092 to Clear Harbors Environmental Services of California for the Biosolid Removal Project at the City’s wastewater treatment plant. ....

• Robinson & Owen Heavy Construction, LLC, secured a public improvement contract in the amount of $73,496.36 for the 2021 Locust-Cedar alley waterline replacement project. The project is part of the 2017 Water Capital Facilities Plan to upgrade old undersized lines within the distribution system.
The project entails replacement of four four-inch steel lines, believed to have been installed around the 1940s, with new six-inch C900 PVC lines in alleys south of Washington and Jefferson between Cedar and Locust.
The project also includes the replacement of the existing affected service lines with new three-quarter-inch copper lines with lead-free brass fittings. The project will begin late February and take about 90 days to complete. Property owners will be notified prior to start of construction. ....
