Dredging: Important Developments Will Impact Business

For dredging company officials, the first quarter of 2021 was a pretty good start to a new year. In a tough business, challenges and pitfalls are always expected. But from a bigger picture perspective markets, regulations and policies company officials couldn’t be faulted if a bit of optimism infused their worldview.
There are a number of reasons for this. Many are well known and don’t need to be detailed here. Just quickly, though, WRDA 2020 would be at the top of the list. WRDA, passed last December, provides new funding and policies that will expand dredging opportunities. ....

Biden Order Signals Strong Jones Act Support - The Waterways Journal

Washington, D.C. President Joe Biden has signed a “Made in America” executive order reiterating his strong support for the Jones Act, American vessels and U.S. ports.
Echoing a theme from his campaign, the president said he is also  creating a Made in America director to stop agencies from waiving buy-American requirements with impunity.
“We’re setting clear directives and clear explanations,” Biden said, criticizing the previous administration for not taking the waiver matter seriously enough.
“We’re going to require that waivers be publicly posted.”
Describing the order’s timing as unprecedented, The American Waterways Operators (AWO) commended the president for reaffirming his strong support for the Jones Act so early in his administration. ....

President Joe Biden on Monday signed an executive order aiming to use government spending to strengthen domestic manufacturing and create markets for new technologies, in a move widely praised by America s maritime industry.
The executive order, titled Strengthening Buy American Provisions, Ensuring Future of America is Made in America by All of America’s Workers , calls for increasing the amount of U.S. content that must be in a product for it to be considered made in America under existing Buy American requirements. It also makes procurement more transparent, and creates a senior White House role to oversee the process. ....

State Of The Industry: Open Waters Ahead As Barge Industry Stays Course For 2021

There’s no doubt that the barge industry has experienced its share of effects not only from the virus directly, but from the demand drops for various commodities. But as Jennifer Carpenter, CEO of The American Waterways Operators, told
The Waterways Journal, “We largely stayed on track despite COVID.” Large, multi-vessel barge companies are complying with Subchapter M certification deadlines despite difficulties; some smaller, single-vessel companies are a bit behind. “Subchapter M continues to be an important focus of our industry. We are working hard to make sure that all vessels are certificated,” she said.
On mariner credentialing, which has been made slower and more difficult by COVID-19, “The Coast Guard has been very proactive,” Carpenter said, in working with mariners and extending deadlines to ensure that mariners are not penalized or forced to quit working because of COVID-related delays at processing centers. ....
