cuts to education. >> we need to create visibility. a lot of the public, it's a cry wolf thing. they need to realize this is really real. >> reporter: washington high school, one of the largest schools, cutting the budget means cutting basic classes students need to get into class. officials say unless more money comes in this class will be eliminated. that will put college-bound students at a disadvantage because they recommend students have three years of a foreign language. >> we won't be able to offer the courses you will need to compete against the other students that are applying to the universities. >> reporter: washington is cutting $800,000 next year. it is also considering reducing the upper level math and science courses. class sizes will likely increase. >> when you have large class sizes then no one is there, you can't deal with the kids that need the extra support. >> reporter: san francisco schools are bracing for a $12 million cut. >> i don't know what the answer roth, ktvu channel 2 news. the police are looking for a missing three-year-old girl. her mother and her mother's ex- boyfriend. they are missing long with the young daughter. officers were called to the house yesterday to do a welfare check. police say she is the victim of severe child abuse. there are new allegations of san francisco police officers acting inappropriately on the job. they released this surveillance video today. it ainvolves six officers from the mission station, they are accusing from steeling from a suspect. his friends says he witnessed the event. >> searching his room, lifting up the mattress and everything. i asked, what are you doing. >> this afternoon he said he would launch an investigation. six other police officers are being investigated by the fbi for search and seizure violations. san jose state university police are calling a shooting a murder-suicide. police gathered evidence inside the garage where it lapinned. two bodies were found inside a parked car, a third person and a hand gun were found nearby. students say rumors are circulating. >> ex-boyfriend, jealous of ex- girlfriend going out with another guy so he shot her, shot him and shot himself. >> about an hour after the shooting a warning message was sent out followed by a text message to students. some students say it came too late. >> i am sure they did the best they could but it was late. >> the delay -- >> the first alert went out a half hour after the shooting but texts and e-mails weren't sent till an hour later. it was clear the shooting wassizeilated. anome ployee died from legionnaires disease. this is the second time in three years an employee contracted the disease. it thrives in damp environments. the health director says the building will be tested but he believes it is safe. officials issued an all- clear alert following an hazmat spill this afternoon. the wheels of a tanker car carrying waste came off the traction. the spill was cleaned a after 2:00. the city counsel approved a plan to offer a solution for the city's homeless problem. it calls for $800,000 for a loan to a developer to create living places for homeless people with children. animal heard 7-8 shots. one victim was found inside a car, the other in a nearby driveway. boy accused of killing another teen last month pleaded not guilty today. andy zeng's body was found inside a house on april 10. the 15-year-old is accused of shooting him. the teen called three or four people to help dispose of the body. the group tried to burn the body. the boy said the shooting was an accident. it is a street in san francisco that has been plagued by crime. it's not happening fastner. >> reporter: we are just south of market, this is considered a rough area of the city. you can see there are banners highlighting the revitalizization going on but people say it's not enough. inside the cafe you will find the owner, one of the local business owners on 6th street. he wants to change the image but still struggles with crime. he was attacked by a burglar. >> he took a bottle and wacked me over the head. giving me a dozen stitches. >> reporter: he contacted police and they responded by putting a mobile police van across the street from his restaurant. we observed officers on foot patrolling as well. they hope it acts as a deopportunity. >> our attempt is to work with the community, try to make the community safe. >> reporter: business owners say it is common place in the area. >> if this happened anywhere else in san francisco it would not be tolerated. >> police presence is not going to solve crime. they say for it to be successful, liquor stores need to be monitored. >> they will still sell to them. that has to stop. >> reporter: the mayor expressed concern. he asked the state department of education said 37% of students scored at early advanced levels on the california english language test. that's down from last year. he blames the drop on budget cuts. california
