but still 10:s on the coast and bay. here is sal. we are looking at a commute where traffic is doing pretty well. starting off with the south bay 280 northbound looks good through downtown san jose. there goes cal train. cal train is doing well. the train that continues to move up toward san francisco and the other way around with no major delays. also looking at the commute on 580 westbound, you will see slow traffic coming in already over the altamont pass. a lot of that is the heavy truck traffic getting into the livermore valley. when you get to the toll plaza, it is light with no major delays. best go back to the desk. we are following breaking news from richmond. fire crews are mopping up after a fire broke out at the chevron refinery early this morning. we just got off the phone with the richmond fire department. they told us it started around 2:00 a.m.. it took an hour to control the blaze but crews are still out there right now trying to control the source of that leak. the fire department says no one was hurt and that no shelter in place warning was issued for the surrounding area. we put a call in to the chevron refinery. we are trying to find out if any dangerous smoke was released by this fire. ktvu news has a crew on the way to the scene we'll bring you am live report with more details as soon as they get there. an investigation is under way in menlo park after a nine- year-old girl appears to have accidentally drowned in an apartment complex swimming pool. yesterday around 5:00 p.m. police and fire crews rushed to the complex on sharon park drive. when they got there the little girl was unconscious and not breathing. they did perform cpr and rushed her to stanford medical center but they couldn't save her. the name of the little girl has not been released. the richmond city council has voted to move forward with the proposal to curb disruptive behavior at council meetings. richmond city council meetings is have become increasingly contentious and some members of the public have made racist and antigay comments. it was beckles who offered the proposal directing the city attorney to look into the destructive speech at the meetings. >> they have a constitutional right. even though it's wrong, they shouldn't do that, but you can't take the first amendment away from people. >> in the end the majority of the city council approved the proposal. city staff is expected to draft a proposal and bring it back to the council outlining ways the council can try to bring some order to its meeting. time is 5:04. we are new information about a body found in a fire scene seven days ago. the partially burned body was discovered by fire crews. it was determined to be the victim of a homicide. investigators need help i'veing the man. the solano county sheriffs department released this photo of a tattoo on the man's back. it shows a dog smoking. if you recognize this tattoo, call the solano county sheriffs department. oakland is considering joining a radio emergency network currently used by cities and police departments throughout the east bay. for years oakland police have complained their radios are prone to fail. it even happened during a visit from president obama two years ago. both the police and firefighters union support switching over to the radio system which consists of 40 government assistance. oakland police also clearing up an inaccuracy involving their investigation into mayor jean quan's recent car crash. this was shot seconds before the suv collided with another car. last friday a statement issued by the city claim police investigators found neither driver was using their cell phone at the time of the crash. now they say that investigation was inconclusive. police also say they have not been able to determine which vehicle caused the crash but one of them did run a red light. time is 5:05. san francisco police still searching far woman who robbed an eight-year-old girl as she was selling candy on the street for a school fundraiser. it happened monday afternoon. surveillance footage just moments before the robbery shows the woman inside a nearby store. the store's owner tells us the woman didn't have enough money to buy beer and kept watching three little girls who went up to the counter to sell their candy. investigators say the woman waited until one of the girls was by herself to go up to the child and ask her for change so she could catch a bus. >> and ended up grabbing the child's arm twisting until she let go of the bag of much and took the bag of money and fled on the muni 24 lane. >> police say the eight-year- old girl was not seriously hurt. transit officials are working with police to see if bus surveillance video will cop tape clues leading to -- contain clues leading to that woman. oakland unified school district -- this is after five workers reported their identities or financial counties had been compromised. the problem may have stemmed from unsecured documents left inside of a former administration building. remaining files are expected to be transferred by friday and no student records were compromised. the preliminary cost estimate is $150,000 for two years of coverage. an important hearing is scheduled this morning that could effect the future of city college of san francisco. the acredding commission is asking a judge to throw out a lawsuit filed by the city in an attempt to keep the school from closing. that hearing is set for 9:00 this morning at san francisco superior court. last month under pressure from state lawmakers the commission gave the school two more years to resolve its financial and administrative problems or risk losing its accreditation. fire fighting team from san quentin prison alcohol includes ten inmates are -- which includes ten inmates are being hailed heros. 4,000 gallons of gasoline poured over a the big rig and a rush of gasoline three inches deep was heading toward the prison, employee housing complex and san francisco bay. that fire fighting team quickly dumped dirt blocking the flowing gas and keep it from reaching that residential area or the bay. the fire chief says the response of the prison fire fighting team was perfect. intellect a bay area woman who nearly lost her life four months ago has just met her rescuers for the first time. >> thank you. >> on march 18th, kathryn fell 60 feet off eagle rock. rescuers had to repel down a cliff and transport her by helicopter to save her life. news chopper s2 got these pictures of the daring air and ground operations. >> for her to be out here. we got a chance to see her stand up and smile and talk to her. she is in great spirits. and we are just thankful that she is alive and doing well. >> san jose urban search and rescue team, the chp and employees from the parks department were all recognized. back now to the breaking news from richmond we first told you about at the top of the hour. fire crews are mopping up after a fire broke out at the chevron refinery early this morning. alex savidge just arrived. alex, what do you know? what is the latest? >> reporter: firefighters are telling us first and foremost that no one was hurt at the chevron refinery this morning as a result of this fire. it started just after 2:00 this morning here at the facility in richmond. you can see this is what things look like here at the main entrance. let me show you what they look like a short time ago. this is a photo given to us by the richmond fire department. this fire started with a leak in a processing line. that leak in turn led to a fire. firefighters were called out here. they spent an hour controlling that fire and crews are now working to find the source of the leak. the fire department says there was no shell never place order. the richmond police department says the same thing there was no shelter in place in order. firefighters are telling us this fire does not pose a threat to the surrounding area in any way. we have put in calls to chevron looking for more information on what took place this morning in regards to this fire. we are still waiting to hear back. if trying to find the man responsible for attacking a woman in her 80s during a home invasion robbery. it happened on saturday afternoon at 1:45 at a home on jackson street. police say the suspect threw the woman to the ground and covered her mouth as he went through her belongings. they say he took some cash and then ran away. the woman suffered a bone fracture and minor scrapes and bruises. mountain view police are look for the man accused of sexually assaulting a 20-year- old woman. that happened on sunday night just before 11:00 near pioneer park on church street. police say the woman was walking home when a man grabbed her from behind and groped her. after a brief struggle the man ran off through the park. anyone who may have witnessed this incident is asked to call the mountain view police department. a well known immigration activist and journalist detained by u.s. border agents has been released. jose antonio vargas traveled to texas to start a vigil for the immigrants. vargas who is from the philippines has lived and worked in the u.s. illegally for more than 20 years including working as a journalist for the washington post. he's now been ordered to go before an immigration judge at later date. in an interview with the new york times after he was released vargas said quote i was released today because i'm a low priority and not considered a threat. i would argue that the 11 million undocumented immigrants in this country are not a threat either. san francisco supervisor david com pose is calling on -- campos is calling on city leaders to help the children that are coming into the u.s.. campos joined immigration advocates on the steps of city hall. he introduced a resolution asking the city for financial aid for the children. the head coach of the 49ers is lending his name to raise awareness about the fight to stop human trafficking. his audience included silicon valley tech executives who paid $250 each to raise money for the nonprofit group california against slavery. harbaugh who has six children himself says adults need to step up and do what they can to help the exploitation of children. >> that is a cause that anybody should get behind. that would want to get behind. it's fundamental about anything i know protecting our kids. >> organizers say 60% if of traffic children came from foster care and that the average age is is 12-14 years old. supporters hope to raise $20,000 which will be used in part for education, prevention, and recruitment of foster parents. animal rights groups hoping to shut down plans for a bull running event set to take place next week in pleasanton. it's called the great bull one. a week from saturday people can pay for a chance to test their courage. however the animal rights group peta has sued to stop several of these events. and petition on change.org has 1700 signatures asking officials in pleasanton to stop this bull run. the petition claims cruelty to animals. however the one of the bay area's biggest commutes. it is about a 17 minute drive between the carquinez bridge and mccarthur maze. your average speed is about up there near the speed limit. just make sure you are watching yourself so you don't go a little faster than that. this is a look at the bay bridge toll plaza. traffic is also looking good. about an eight minute drive between the oakland toll plaza and san francisco once you cross the bridge. the morning commute looks good in san jose. 580 westbound. let's go to there. 580 westbound coming up from 205 some stop and go traffic over the livermore area but it's not that bad after that. if you are driving into the dublin area it still looks good. it is a nice drive to castro valley and the hayward area. it's official. many of you are cranky with this humidity. did pick up a .01. the tropical clouds continue to feed off from the east, southeast. they are lifting a little bit. underneath that though we get a rather strong sea breeze and also an increase in the clouds and low fog. there is a lot of 60s. calistoga 69. lake port 68. we will get some breaks today. i think we are leaning on third and rounding home. there is a sea breeze in place that will win out and give us a much cooler pattern. the delta breeze has been picking up but now nationally it has been raining torrentially in parts of the northeast and also into new york. a buddy of mine texted me and said everything is unbelievably slow because there is so much rain trying to get home and stretches down to the deep south. here in lies a much cooler forecast. come on. you will get there. look at the current temperatures here. chicago is 57. 57. it's cooler in chicago than it is here. minneapolis 58. and tomorrow morning mobile, alabama may set a record low of 64. if you have ever been in the gulf coast in july, that is a pipe dream to get that low. but that is how cool it is there. high pressure has built in. that is why the west coast is warm. tropical clouds for those that are to the north, you will get more of those. to the south they will start to lift out. fog i say fair because there are some clouds. but they are moving out. drizzle, light showers. 80s. the inland temps are coming down. yesterday the inland temps came down. the coast and bay stayed warm. it will continue to lean on a cooler pattern. the fog bank it will be a june gloom here in july. and blood. >> withstanding an earthquake. a completely different way to build a bridge. time is 5:24. typhoon ram son now heading to south china after it blasted the philippines. at least ten people were killed as the typhoon hit the northern part of the philippines. thousands of homes have been damaged. landslide forced evacuations. the winds were clocked at 124 miles an hour. chinese authorities have issued early warnings. researchers at the university of nevada reno are testing a new bridge design that could be much safer during an earthquake. the test is based on how the earth moved during the north ridge earthquake that killed 57 people. the section being tested simulates a 70-foot bridge. what makes this different is it has steel cables inside the beams. that helps the bridge return to the original position after the quake. >> so we can use the time for shutting down the bridge. >> the design is possible because pieces of the bridge are not built at their final destination. instead they are built somewhere else and assembled where the bridge is needed. that makes the bridge not only safer but faster to build. plans to build an early warning system for earthquakes on the west coast is getting a boost. they are recommending the federal government put up $5 million for the project. that money would be used for hiring staff and install sensors. and notify people by television, radio, and phones. it's expected to take five years and a total of $38 million to build. apple and ibm are teaming up to sell more iphones and ipads to the corporate world. they will develop business apps that will combine ibm big data capabilities with apples user friendly devices. the two ceo's say they will develop more than 100 business related apps that will be for specific industries. one of the apps is expected to help airline pilots save fuel. better keep an eye on intel stock today when the markets open in a little more than an hour from now. intel announced after yesterday's closing bell it beat earnings forecast. it's now raising its forecast for the third quarter. right now shares are set to open up about three quarters of a percent. time is 5:26. the two as you drive on to the bridge about an eight to ten minute drive into san francisco. if quo are driving on the senator mccain -- if you are driving on the san mateo bridge, it's okay. south bay santa clara valley all the major freeways looking good. 85, 17, 101 off to a good start. you may want to take advantage. let's go back to the desk. a family on the peninsula is mourning after a nine-year- old girl drowned in a menlo park swimming pool. christien kafton is live. >> reporter: that drowning happened at 5:00 yesterday afternoon at a menlo park apartment complex. police were called here after reports the nine-year-old girl was under water and unconscious and not breathing. it happened at an apartment complex pool. emergency crews immediately began cpr once they arrived on scene. and they rushed her to stanford medical center where they continued to work on their life saving efforts. those efforts failed and the girl was pronounced dead. an investigation is still under way. so far police are not releasing that girl's name while they notify the rest of the family members about that tragedy. this morning we will try to speak with folks that may have been around at the time of that tragic drowning to see what kind of security measures there are at that pool and find out a little bit more about this girl that is the victim of this aimportant accidental drowning. live christien kafton ktvu channel 2 news. we're also following developing news out of richmond. fire crews are cleaning up after a fire at the chevron refinery early this morning. the richmond fire department says that fire started at 2:00 a.m. when fluid from a leaking processing line caught fire. it took about an hour to control that fire and the fire department says no one was hurt and no shelter in place warning was issued for the surrounding area. ktvu has a crew on the scene. they will bring us the live report with more details coming up at 6:00. time is 5:33. happening today a woman suspected in the drug overdose death of a google executive is due to be arraigned this morning in santa cruz. alex tickleman is accused of meeting forest hayes on his yacht, injecting him with heroin, and leaving him to die. tickleman who is a high price call girl was arrested in a sting. a man is recovering from life threatening injuries after being attacked on a walking trail. this happened around 12:15. police say security officers from a nearby business were the first to get there and respond to the injured man. they found him on the trail with several deep cuts. so far no suspects have been identified in this case. anyone caught wasting water could be fined. now the board made the move after determining that voluntary conservation measures have so far failed. a recent study has found that water use has increased 1% over the past three years. while the bay area and sacramento are using less water. >> there are communities on the verge of running out of water all over the state. there are people -- there are folks getting water trucks delivered to them.  >> the restrictions begin on august 1st. people face fines up to $500 a day for a variety of actions including watering lawns to the point of creating runoff. washing cars without a shut off valve. and using drinkable water to hose off surfaces. local law enforcement and water agencies will be in charge of enforcing the new rules and villar tours will receive warnings first. the drought has already cost california $2.2 billion. researches say -- and it cost 14,000 part time farm jobs. agricultural is a $40 billion year business. billionaire landowner vanad put a gate on a road that leads to martin's beach. the only way to get to that beach is from the ocean. the surf rider foundation sued to have that road reopened. the judges decision is not expected for several weeks. whoever loses is expected to file an appeal. this morning two last ditch plans to keep doctors medical center in san pablo from closing down they are being considered. the west contra costa health care board heard the options. one plan is to downsize the hospital to only 15 beds and an emergency department. the other plan make it a free standing emergency department where patients would be stabilized and then transported to the other hospitals. the medical center is losing money. right now it's operating on a loan that will only keep it afloat through october. oakland city council is expected to vote on a coliseum lease extension through the oakland a's. the ten year deal must be approved by the city council. last week most of oakland city council was against that extension. alameda county supervisors are about to vote on the issue in two weeks. francisco lopez and anthony rutger pled not guilty to assault and battery charges. a judge would not allow their faces to be shown. investigators say the fight began when someone thought rutger's daughter was video taping one of them vomiting on the sidewalk. defense attorneys say rutger was rushed by a group of people and defending himself and his daughter when he threw a punch. >> i think when all is said and done, it will not look nearly as seriously. >> generally speaking any time that video it really helps the prosecution in this case. it really hopes in presenting the case to a judge and jury. >> rutger is on probation for selling marijuana. lopez for firing a gun. emotions at a murder arraignment from the courthouse to the steps of the county jail. pretty big fight started yesterday between the families of the 20-year-old victim and the two murder suspects. a witness in court says a relative of one of the departments was laughing during the hurt hering. a group of protestors will gather this morning. they are trying to block the eviction of a san francisco community recycle already center. a protest will be at 6:00. according to the recycling center -- so far they have refused to do it. it's now up to thes it's 5:39. an eight-year-old girl robbed of her cash in in 25 minutes the brazen attack and odd getaway of a suspect who needed money to buy beer. >> we are looking at a commute that is
