berkeley. not much. just a tiny bit. that's what we're getting today. tomorrow clearing. the wind will pick up. warmer weather on the way. the breeze will be with us thursday and friday. light cloud cover. not much in the way of rain but there will be some. most is going into nevada and the four corners. that will fire up a ridge of high pressure tomorrow. that will scatter the cloud cover out of here and give us cloudy to mostly cloudy conditions. it will be a cloudy mostly cloudy kind of cool day with the temperatures in the 60s for many. by tonight, we will clear it out as there are signs of a pattern change. we have to deal with light precipitation for one more day. 60s on the temps. 7:01. the traffic is doing what? >> it is acting according to plan. >> good. >> so if you -- if you're used to slowdowns, it is a little slower because of the wet weather. as you heard steve say, it is not heavy rain but it is nuisance rain. that means that things will be slower. let's go out to the macarthur maze and show you that traffic is going to be slow. we had rain reported at a nearby bart station. just light rain. it will slow traffic down a little bit as you drive to the maze and our camera lens is wet. it has woken up the spider. if you aren't looking and want to see a spider, come to the tv right now. the toll plaza is backed up for 25 minutes. no major problems getting on to the bridge. heavy traffic on highway 4 as usual. if you are driving through pittsburgh. it is stop and go traffic out to bay point. 680 is throw from 224 to 24. and 880 is slowing into union city. south bay commute, most of the freeways are filling in. 101, 237, normal traffic getting out to the valley. back to the desk. >> today president trump is unveiling his tax plan. >> both business and individual tax rates would be cut under the proposal. doug luzader is joining us from washington. you have the numbers. what do you know? >> reporter: we have some of them. >> yeah. >> reporter: later today, they will unveil more of them. one number we're getting this morning would be a larger standard deduction. that's what you write down at the top of your 1040 form and figure out married, single, how many kids. a family of four would get a larger standardized deduction of $24,000. that is a significant increase. it would effectively by itself lower taxes for a lot of folks. and we know for instance corporate income tax rates will be cut as well. some of the details though will come out later today. can president trump crack the tax code? he will take a switching at it today. it could mean big savings for businesses, individuals. the corporate rate is expected to be slashed from 35% to 15%. >> if you look at the corporate side, we have become uncompetitive because of our rates. >> reporter: it has already been good on market growth. yeah the markets have liked this idea of the possibility of significant tax reform. getting it done is something else. and the president will present or his treasury secretary will present a broad outline what they would like to see, rates and so on. the trick is coming up with a way to pay for it because obviously if you cut tax rates, the government loses revenue. will that be tacked on to the deficit? the administration will probably make an argument this will boost economic growth and it could cause a substantial increase in tax receipts. probably not enough to offset the significant rate cuts they're talking about. the other thing to keep in mind is whatever the white house unveils today, it's very likely just a starting point in the negotiations. these things get dicey. republicans and democrats alike agree that something needs to be done with the tax system. it is far too complicated. getting into the details, that's where things get tough. any change that you make winds up with winners and losers and the lobbying on this will be fierce. dave and gasia. >> thank you, doug. >> thank you, doug. president trump is vowing to fight a san francisco federal judge's ruling that blocks withholding of funding from sanctuary cities. >> this is why san francisco had to stand up on behalf of people everywhere. be they immigrants or native born. >> san francisco joined santa clara county in the legal challenge against the executive order. the temporary injunction applies to all sanctuary cities nationwide. >> there are a lot of communities across the country who are frightened of the administration and don't have the resources to fight them. this really is a national movement to protect the constitution. constitution. >> the president's executive order would have blocked federal funding to cities that don't cooperate with federal immigration authorities. in santa clara accounty alone, $1.7 billion in federal funds was at stake. this morning president trump tweeted about the ruling saying, quote, first the 9th circuit rules against the ban and now it hits again on sanctuary cities. both ridiculous rulings. see you in court. although it was the 9th circuit that ruled against the travel ban, the judgment yesterday was made out of the district court in san francisco. a full scale terror drill will be held around the d.c. area. it involves a simulated coordinated attack at six locations in d.c. and the suburbs in virginia and maryland. hundreds of police and emergency personnel will take part. of. while the timing may be coincidental this comes as they address the concerns about north korea's missile capabilities. in a rare and unique occasion, all 100 senators will be briefed at the white house about north korea and its arsenal. in the meantime the united states test fired an unarmed ballistic missile this morning at vandenberg air force base in southern california. the missile launches are essential to know the effectiveness, the accuracy and the readiness of the u.s. defense system and also demonstrate nuclear capabilities. however a peace group is criticizing the test. it only inflames tensions between the u.s. and north korea. that group now says that time -- the time is now for diplomacy, not military provocation. a terrible attack just steps from the san jose state campus. a woman was beaten and left bloodied in the street. police may be looking for a group of women responsible for the attack? >> reporter: yeah. that's exactly right. we just got information e- mailed to the station about four minutes ago that san jose police confirm that they are looking for four to six latino female hispanic females in their mid-20s. this attack taking place at 1:20 in the morning. we are getting more detail about it. all of it unfolding on the street corner near this jack in the box. and then ending down at the corner where the victim wound up bloodied after that attack. officers say they were summoned to the scene around 1:20. the woman had a serious head injury. the victim will been beaten up. that assault started in front of the jack in the box. the victim stumbled to the end of the block, leaving a bloody trail. we spoke with one witness who did not want to appear on camera. it was in fact a group of women who were assaulting the victim. we heard that a bottle was used in the attack. san jose state university police and san jose police responded to the scene. san jose pd are the lead on the investigation. again, the new information just into our news room is that police are in fact confirming that this was an attack conducted by four to six hispanic females and that a bottle was used in the attack. if you take a look, we're in front of la victoria, a landmark in front of the san jose state university. there are surveillance cameras on the side of the building there. we are just about to go inside. la victoria just opened and we are hoping to speak with a manager to see what their surveillance video captured because it does appear that their cameras may well have been aimed right in the area where the assault took place. >> are you able to get an early sense of whether or not this was a targeted attack? >> reporter: at this point, we don't know. that's the question. we just got this information confirmed from san jose pd. so no word if this was a targeted attack. no word from san jose police if the attackers knew the victim. no word about what may have provoked the attack. there are a lot of outstanding questions in the investigation. >> thank you. the time is 7:10, conflicting information on when commentator ann coulter will speak tomorrow at uc berkeley. the berkeley college republicans told ktvu she will speak at 2:00 p.m. tomorrow afternoon at sproud please a coulter tweeted out she hasn't talked to berkeley students about a time or location because she was waiting to hear from the school. the "washington post" reports it received an e-mail from ann coulter saying she planned to arrive at berkeley after 6:00 tomorrow morning and hopes the university will provide an appropriate room for the event. the concern is over possible violence. berkeley police have been criticized for not doing enough to intervene. >> there will always be someone who thinks you should have used more force and those who thought you used to much. we're focused on specifically targeting those people who are up to no good. >> uc berkeley police were criticized back in february for allowing a demonstration against a planned speech by conservative commentator milo yiannopoulos to get out of control. berkeley police officers were accused of standing on the side lines as the protesters fought one enough during dualing rallies earlier this month in down town berkeley. another group that invited al coulter at cal is dropping out because of security concerns. young america's foundation released a statement citing, quote, a lack of assurances for protections from foreseeable violence from unrestrained agitators. a berkeley city councilman will be here to talk about the security for ann coulter's appearance. in regard to ann coulter's planned speech tomorrow afternoon, here is the question of the day for you. are you going? yes, to her hear speak. yes, to protest. no, steering clear. >> let us know what you think by voting on our twitter page or ktvu.com. we also love reading your comments on the ktvu facebook page. >> okay, gasia. the time is 7:12. after a rough week, more trouble for bart. the incident involving a group of teenagers just last night shines a light on a very expensive problem. a potential trade war with canada over lumber and milk. the tariff imposed by the u.s. and how it could lead to higher prices. good morning. we have wet weather on some of the commutes. that be affecting your drive to work. this is a look at the macarthur maze. it is wet in emryville and oakland. cloudy to mostly cloudy skies. light rain moving through, thick fog in spots. change is on the way. ♪ hey, bud. you need some help? about bart today. security and fare evasion are big concerns this morning. there was another fare evasion problem last night that caught the attention of the bart station agent. what happened? >> reporter: yes. we're going to explain what happened in just a second. but this issue of fare evasion and some of the security risks involved have led bart board members to recommend changing the fare gates. the concern is that the existing gates are too low, too open for people to pass through without paying and it not only costs bart money but can cause crime. this will be front and center at the board meeting tomorrow. they are expected to suspect a saturday night robbery at the bart station. 30 to 40 juveniles swarmed a bart car and robbed passengers inside of their phones, wallets and laptops. that may have prompted bart police station here at lake merritt to take extra precautions when they see people hopping the gates. according to the east bay times here at the bart station an agent around 7:30 noticed a small group of teens wearing hooded sweatshirts pass through without paying and head down to the platform. we're ed this could be another robbery like the flash mob robbery friday night, the agent alefted police and told trains not to stop as a precaution. now, the teens apparently turned around and ran out of the station before police could stop them. in light of these recent incidents though many of the bart riders we talked to this morning think changing the fare gates to make them more difficult for fare cheatsis a good idea. >> as long as it doesn't impede people's commutes. that would be a bigger problem than that one incident. as long as it keeps the slower traffic through the bart stations, i think it is a good idea. >> i have seen people jump the stiles. >> reporter: now, some bart board members say the low-rise gates are not only a security risk but they cost the system money. bart estimates they lose $25 million in revenue every year from
