worried. he's only slashed some prices by 10%. other retailers nervous about slow sales are offering 75% off. but doug believes there's still a lot of winter left that this is just a taste of things to come for the rest of this month, in february, and in march. >> i feel the magic number is three days of cold in a row. and people finally realize oh, my god, winter is here. i need a jacket. i need for sure. the freezing temperatures will be dangerous for the homeless in our area. governor cuomo has a new plan forcing cities to move the homeless in to shelters when temperatures are below freezing. that plan isn't sitting well with everyone. reporter dave evans has more. tom coughlin is stepping down after 12 years as head coach. new at 5:00, we hear from players who cleaned out their lockers today. some of them very emotional. sports anchor rob powers is in the news room with coughlin's leaving. >> bringing an end to his time with the giants and opening up one of the biggest jobs in the nfl. 12 seasons with the giants, 102 wins. five playoff appearances. three division titles. two super bowl titles. the giants haven't made a postseason appearance since they won that last super bowl. three straight losing seasons. this season ended yesterday at the meadowlands, a loss to the eagles, bringing the concern down on another rough one. the curtain comes down with coughlin's time in big blue as well. he wrote i think it's been evident these last 12 years how much pride i take in representing the franchise. gratified and proud we were able to deliver two more lombardi trophies markets. u.s. stocks dropped giving the dow its worst start to a year since 2008. the nasdaq along with s&p over fears of a global slowdown. eyewitness news reporter shirleen allicot in lower manhattan. >> what a way to start a year. definitely a rough ride on the markets. you'll see red all across the board. the dow was down 276 points, ending at 17,148. nasdaq down 104. s&p 500 down 31 points. thankfully this is nothing like the numbers we saw earlier today. >> reporter: at one point the index fell more than 450 points. this followed an equally rough day on the foreign markets. investors spooked when china's shanghai composite index fell. saudi arabia announcing it's severing diplomatic relations with iran, which could threaten oil supplies. analyst ramirez says the year ahead is not gloom and doom. >> the reality is the u.s. economy is kind of chugging along. it's not in as bad shape as what the market indicated the last few days. i think we should focus on fundamentally what's going on in the u.s. economy, and that outlook i think for 2016 is still a very positive one. >> ramirez says in terms of your investments, like your 401k, she says leave them alone. the key is not to panic and make any knee jerk reactions. she also believes oil prices will continue to stabilize even with all the unrest in the middle east. so there is still a silver lining. we're going to keep an eye on it for you. reporting live from lower manhattan, shirleen allicot, channel 7 eyewitness news. police right now searching for the man who stabbed and killed a worker at a mcdonald's restaurant this morning. this happened when the worker asked the man to leave the restaurant. restaurant for eight hours. the restaurant is on 236th street. sandra bookman with more on the investigation. >> just about 15, 20 minutes ago the crime scene van rolled out of here. investigators rolled up the crime scene tape. mcdonald's not quite open but they have wrapped up their they spent most of the day onsite. they were interviewing witnesses, looking for evidence, collecting evidence, and also looking at security camera video. tonight it appears investigators know who they are looking for. >> when i tell my mom, oh, man. oh, my gosh. >> reporter: a heartbreaking loss, the senseless murder of lifelong friend adam garcia. >> a beautiful person with everybody. one of the most >> reporter: garcia was the overnight manager in this mcdonald's in the kingsbridge section of the bronx. at about 4:30 as he was leaving work for the day, garcia asked a man who had been there for hours to lever as well. it was in the parking lot where the fatal confrontation took place. >> a person looked out the window and saw the two arguing. out of the view of the witness, he is stabbed in the back and then stabbed in the chest. >> reporter: garcia managed to make it back in to the restaurant and was rushed to the his assailant, a man described by locals as homeless and a familiar face around here, fled. >> i'm surprised that it led to someone actually dying but as i'm surprised that's the first. >> reporter: this woman did not want us to show her face but said aggressive panhandlers who appear to be homeless as well have long been an intimidating though it sits yards from the 50th precinct. meanwhile, a cousin who answered adam garcia's department described him as a family man, a loving son and father. >> he always worked hard, tried his very best in everything and it's such a loss for the family right now. >> back live now in the kingsbridge section, investigators are not saying exactly what may have led up to that violence. they do tell us tonight that there were officers in the homeless outreach unit that were out today looking for the man in question. they believe they've got surveillance video of him which they say they are hoping to release shortly. live tonight in the kingsbridge section of the bronx, sandra bookman, channel 7 eyewitness news. a 15-year-old girl is now charged with the murder of her mother and her mother's boyfriend in brooklyn. 15-year-old destiny garcia is being charged as an adult. bodies of 39-year-old rose sanchez and her boyfriend were discovered yesterday in an apartment in the sheepshead bay section a week after they were stabbed and shot. investigators say garcia confessed, telling abusive to her. new at 5:00, tonight we're hearing from the young woman from our area who was carjacked her daring escape was caught on camera. she said she knew she had to do something if she wanted to live. >> i felt like the whole world got lifted off my shoulders. >> reporter: it's a feeling brett stevenson will never forget. his daughter rachel calling home minutes after she escaped a carjacking in eastern pennsylvania. this is surveillance video from the service station where she made her getaway. running from the car, seconds before the car jacker takes off. brett will never forget what he told her. >> just that i love her. that she was >> reporter: rachel stevenson was returning from greenpoint, long island to graduate school at suni binghamton. >> she described grabbing her kittens and he grabbed her and told her she was going for the ride with him. >> reporter: rachel told us by phone that she struggled for two hours to keep calm. >> several times i said i can get out right now, i won't call the police, you can keep my phone. i won't say anything. he said no , you're my hostage. they won't shoot a young black kid in the car if there's a pretty white girl in the passenger seat. >> reporter: when they stopped for gas she made a break for it. >> i knew as soon as he let me out of the car i was going to run. >> reporter: he was arrested after a high speed chase. >> it was the worst time of my whole life. two hours of sheer panic because i'm 200 miles away from where she was. >> reporter: happened last >> the thought of getting in my car, even just thinking about it now, it's really hard. if someone had asked me a month ago what i would have done if i was in this sort of situation, i honestly think i would have said that i would be sobbing in the front seat the whole time. >> reporter: in greenport, long island, n.j. burkett, channel 7 eyewitness news. >> what a story. president obama is defending his plan to tighten gun control without going through congress. he met this afternoon with administration officials to discuss executive actions that he can take to curb gun violence. afterwards he offered few details about the recommendations he's received. but he did say that the steps he will take are well within his right. he's expected to order the expansion of background checks. buses vandalized, school canceled. coming up, our first look at the damage left behind and why officials made the decision to call off classes for the day. >> parents from our area their kids when they went to a casino. >> plus, a concert for dogs in times square tonight. we have new video showing you vandals damaging school buses. the damage so bad and involved so many buses, officials canceled school for the day. eyewitness news reporter joe torres has more on the damage and the cleanup. >> reporter: instead of driving kids to and from school, bus company workers spent today repairing windshields and replacing tires. vandals damaged about half of the district's 60 buses and that forced administrators to canceled classes for 3200 students. >> there's also an additional students to private and other schools . it had a big impact. >> reporter: only a handful of administrators reported to schools. they learned about the damage 6:15 this morning. they quickly sent an e-mail alert to parents. >> if i would have been at work today it would have been very 90 to find childcare coverage. >> reporter: the buses haven't been used for quite some time thanks to the winter break, but investigators are confident the vandalism happened last night. about 11:00 last night. how did they know that? cameras. >> right now it's several counts of criminal mischief. obviously will be felony charges based on the amount of damage done to the buses and the cost to repair the buses. >> reporter: today would have been the first day of classes this year. 6th grader jasmine harris just transferred to the district from hartsdale. >> i was so pumped about going here. >> reporter: that's the plan for everyone according to district leaders who say all the repairs should be wrapped up sometime tonight. joe torres, channel 7 eyewitness news. police in the bronx are investigating a deadly car crash. a 31-year-old man was killed when he lost control and slammed in to a row of parked cars. this happened on bronx wood avenue in williamsbridge. a 21-year-old woman who was also in the car was taken to the hospital. she's expected to survive. police have not released the names of the victims. the knicks player who was shot outside of a queens nightclub is out of the hospital, reserve forward today. he was shot in the knee during a robbery last week. the injury does not require surgery but there's no timetable for his return to the court. still though teammate carmelo anthony says early is in good spirits. the mississippi river near st. louis. while the swollen river is receding in some areas, communities along the lower portion of the mississippi are bracing for more high water. home and business owners are using sandbags to protect their property while the national guard is helping to fortify the riverbanks. >> getting colder effect here in new york city that could save commuters hundreds of dollars a year. this morning mayor bill de blasio and senator chuck schumer handed out fliers explaining the commuter benefits law. all employers with 20 or more full-time workers are now required to let employees pay for transit expenses with pre-tax dollars. >> that could mean as much as $800 to a thousand dollars a year for some of our commuters. it basically means they'll be paying less for transportation. they could use that money to make ends meet in so many other ways. >> workers can use up to $255 per month of pre-tax income to pay for qualifying commuter costs. some changes are coming to the newark police department in 2016. today mayor baraka announced he's appointing a civilian attorney to oversee the department's internal affairs division. the mayor said the enforcement and communities. this year the justice department will monitor newark police after an investigation in to reports of civil rights violations raised concerns. the white house and state department are reaching out to saudi arabia and iran over cutting diplomatic ties. both nationerize being asked to show restraint. saudi arabia executed a cleric, setting off a firestorm and protest in iran. the saudi embassy was stormed. diplomats were ordered home. today continued protests in iran that also showed aggression toward the u.s. and israel. strong earthquake rocked a remote region killing at least eight people and injuring more than 100. the 6.7 magnitude quake struck the state before jolting people out of their beds and causing damage to several buildings. the quake caused extensive damage in bangladesh, reportedly killing five people there. gunman wanted for a deadly shooting in tel aviv last week. police are searching for milham. his father recognized him. he was caught on surveillance, pretending to shop in a store before he opened fire. the battle to get homeless people off the streets in the cold is >> if it turns out it's really people from midtown, manhattan, then we're going to have legal problems with it. >> reporter: norman siegel has sued for the homeless people and he says he can do it again. if shelters really are cleaned up and new meantal health and alcohol abuse problems are offered. he said that would be a win for everyone. >> most of the homeless people i know on the street, they'll jump at the opportunity to come off the street. >> the governor today said he would be talking about the homeless issue in his state of the state address. next week in albany, he strongly hinted he will direct more state money to the city's homeless problem program and also perhaps take a greater involvement in the city's shelter system. by the way, the city shelter system every single night, 58,000 men, women, and children stay in those shelters, another 3,000 to community members are coming forward to help authorities catch a man who killed a young man in orange county. the silver lake fire department is offering a reward justin speights. the the department. police say he was killed while trying to break up a fight at a new year's eve new york giants are also paying tribute to out he was a huge giants fan. his favorite player, odell beckham, jr. sent out a tweet honoring the young man. bail was set at a half million dollars for the carolina officer accused of shooting and killing an unarmed black driver. the judge set a trial date for the end of october for michael slager. he shot scott. the prosecutors also working on the charleston church shooting and has an order that protects her from trying any other cases demands issue tonight from armed people who have taken over a federal building in rural oregon. the standoff stretching to a third day at a wildlife refuge building. the fbi says it is monitoring the situation. here's abc's brandi hitt. >> reporter: the fbi is stepping in, hoping for a peaceful ending to the standoff where they've taken over a federal wildlife refuge led by ammon bundy. >> they're coming down in to the state and taking over the land and the resources. >> reporter: the group claims this land does not belong federal government and they're ready to defend themselves should officers mover in. the standoff started saturday after this rally in support of ranchers dwight and steven hammond. the two have been ordered to serve a five-year sentence for an alleged arson >> i'm going to jail for five years for 127? seems like a bit of an overkill. >> reporter: while the hammonds and bundys have many supporters, some feel uneasy. >> i don't like the militia's methods. >> it's sort of frightening. people touting guns . >> reporter: president obama has also been notified. >> the fbi is monitoring the situation. >> reporter: the bundy family was also involved in this confrontation with the government two years ago over grazing rights, but say their actions here will be peaceful. dwight and steven hammond say they don't support the militia's methods and will report to prison peacefully today. a tragic end to the search for a missing country rock star, craig strickland's body was found today. he had disappeared more than a week ago on a duck hunt in oklahoma. severe storms over the weekend got in the way strickland was found near the oklahoma and member of back road anthem was just 29 years old. how he died is still under investigation. vote 2016 republican presidential candidate donald trump may be getting a whole lot of airtime but he's launching his first ad campaign. >> the politicians can pretend it's something else. but donald trump calls it radical islamic terrorism. >> the spot clarifies his position about banning muslims from entering the u.s. it also addresses isis and illegal immigration. the ad will make its debut in the early primary states of iowa and new hampshire. and in new hampshire, democratic candidate hillary clinton is unleashing her not so secret weapon. her husband, bill clinton. today his first solo appearance on her behalf. >> i do not believe in my lifetime anybody has run for this job who was better qualified to do what needs to be >> meanwhile hillary was in iowa today. it seems she is avoiding using the name of frontrunner donald trump. instead she is broadly attacking gop policies. coming up, parents arrested for what they did with their kids while at a casino. chick-fil-a reveals why it waited days to close its manhattan location. and the new miss universe finally talks about the controversy on why she was crowned and whether two women could share the title. >> i'm meteorologist lee goldberg. all bundled up on the west side. a lot of folks opting for the subway and the bus rather than the sidewalk. we've got clear skies. our temperature at 23 right now. but the feels-like reading is at 12 and there are a couple snowflakes on the east end of the island. could we have our chick-fil-a's restaurant in manhattan remains closed following an inspection that reveals 59 health code violations. the restaurant in herald square waited six days to voluntarily shut its doors. they said the time was needed to get the right resources in place and the restaurant will remain closed until it feels everything exceeds standards. new york city mayor de blasio is honoring some quick thinking police officers who used cpr to help save a man's life. over the weekend a cab driver flagged down the officers in midtown because his passenger, a tourist from scotland, became unresponsive. they jumped in to action using cpr in a defibrillator. the mayor praising their quick action at a press conference today. he says the tourist is alive and well. the justice department is suing volkswagon for cheating federal emissions standards. the lawsuit claims the german automaker installed illegal software. allegedly helps the car's diesel injnss pass federal emissions standards then switches off to boost performance in real world driving conditions. an automaker is teaming up with a ridesharing company. general motors is investing $500 million in lyft. as part of the big investment gm will work to develop an autonomous ondemand network. it will set up hubs all across the u.s. gm's president will also become a lift board member. 2016's miss universe officially begins her reign today and she's opening up about the controversy surrounding her crowning. you may remember pageant host steve harvey mistakenly crowned miss colombia the winner instead of miss philippines. she's sympathetic to the situation but does not think sharing the crown is a good solution. bit difficult for two girls to share a crown, but i have high hopes that this will give great opportunities for me and miss colombia. >> she's spoken with miss colombia and they're on good terms. the concert in times square tonight and it's just for dogs. but what humans have to do to hear it . >> so you survived the holidays and you may be shopped out but if you sit on the sidelines in january, you're going to be missing out on great deals. what to buy and not to buy this month. >> the armed militia paralyzing an american town. schools closed. they say they're prepared to use force and we're there. the confrontation at starbucks. the mom who returns after her credit card number was she finds the clerk. this price can't be right... that's the right price! it's that low. what other things on this list can't be right?" looks like a list of can't be right's." seriously?
