coming in from the west. the system we're expecting to roll in by afternoon. we'll see some rain for the next day or so. clouds are thickening and and it's like pulling a blanket over you, the clouds are locking in the warmth right now. it is moving into our direction, we're starting to see the clouds, the heavier rain will not be until overnight. it could bring some thunder and lightning. temperatures around 40 degrees. 36 in elkton and 44 in ocean city. the forecast looks like this. some sun out there away from the clouds moving in. we see some rain tonight. lows down to about 52 degrees lows into the 30s. you'll have your forecast and talk about the warmup in a few. here's what people are talking about, a comcast employee kill on his way to work in baltimore city and his family says good-bye. we report from city police headquarters. >> reporter: about 3 suspects were around carlos williams' truck when he was murdered a week ago. mourners want to see an arrest. >> he helped the people in the community. >> reporter: carlos williams' cousin was overcome by grief. he worked with people who were on drugs on just getting out of jail. >> my husband was a good man and didn't deserve to die the way he did. >> i hope they get the person who did this to my cousin. >> reporter: fellow workers came in their orange hoodies to pay respect to. >> if you know anything about it, please come forward. >> a vigil held thursday and a reward was given. he oversaw housing for people recently released from prison. the motive may have been robbery, but a relative thinks it's because he was working with the cops to help stop drugs many the neighborhood. >> they want to sell drugs and have people like carlos who want to get their homes rid of drugs. >> do you have it is retaliation? >> i don't know. the city is trying to take 300 officers off of the street and wondering, who is going to catch the murder that killed him? >> reporter: police won't say anything if they have learned any motive. >> williams directed an organization called a few good men to get troubled youth off of the street. another funeral, this one for a man who went missed in november. police began searching for her when she failed to show up for dinner. police are searching for the suspect if a deadly shooting that killed a 16-year- old teen this weekend. it happened in the 1400 block, someone shot the teen in the chest. police pronounced them dead at john hopkins. in columbia, howard county police looking into an accident that killed a woman. investigators say the 21-year- old lost control of her vehicle, that's when she swerved to avoid another car and struck a tree. she was pronounced dead at the scene. the investigation is ongoing. long practice of hours behind the wheel is paying off. maryland's teen drivers are some of the best in the nation. >> reporter: the law is not letting teens have all driving privileges at once. >> i think that extending the period of time they have to drive by someone improves their driving. >> she feels maturity is important. >> i waited until he was 18, unlike his friends, he didn't get a ticket or crash his car. he's a good driver. >> they rank maryland's young drivers as fourth best many the country. they need to reduce a couple numbers. they only account for a protect of -- last year, 90 crashes were fatal. how many involved alcohol? 30. 1/3%. now a word to teens about the next temptation. >> prom season is coming, but there's a zero tolerance for alcohol. alcohol and driving don't mix. >> the new law against texting and driving. >> hopefully that will have an effect and reduce crashes. >> when you ask a teen a question and something to the extent of who is repossible as the driver. i am. >> the bottom line, responsibility lies in many places. >> i think it would be good and a lot of it is on the parents to spend time with the kids and really watch that they're doing and maybe restrict some of the driving so they don't have free access to a car all the time. >> maryland statistics show that among young drivers 17- year-olds are most likely to be killed. the most wrecks overall are in baltimore. >> the lights fell dark this weekend. many scenes went black from 8:30 to 9:30 last night including city hall. earth hour created by an earth fund. >> if we do this every day, it makes a difference. when folks are thinking of ways to save money, is this an easy way to save money. >> cities elsewhere showed support. the white house turned down the lights at 8:30. this is the fourth year for earth hour. >> i do that naturally because i'm knocked out by 8:30. >> in the dark. >> gone. i'm telling you. in most households, the tvs stay on because they watching march madness. >> not a bad night to sleep. a lot of rain in the forecast. early this afternoon, we're starting to see the clouds, but late this afternoon into tonight, we're going to see a damp night and tomorrow morning, the rush hour tomorrow could be dicey at times, seeing some sun on the horizon as you look to the east, it's going to be a messy evening into tomorrow morning and that's because of rain in our direction. doppler see a pretty good amount of rain out of this and then a good trend. not much else around it, just this system and then we have a pretty nice stretch. 39 degrees right now at the airport. humidity at 8 2%. there's an east win at 7 miles per hour. we're getting the easterly flow. the barometer will fall soon as the low pressure approaches. 32 in oakland. 44 in ocean city and 40 in hagerstown. d.c. checking in at 40 degrees. down in packs river, the winds coming in from the northeast at 13 miles per hour. we have a 6 miles per hour around the northeast and you're starting to see the development here, casting of clouds towards the region is something we see progression through the afternoon. the rain not expected to arrive until the next few hours or so. early afternoon we see the beginning stages moving across the state and by the evening and overnight hour, some could be heavy. winds could pick up, as the rain moves through, some heavier rain around the rush hour could bring some thundering and lightning and then tapering off in the afternoon and then we see some clearing. the temperatures going up nicely. the sunrise at 6:55. winds will be coming at 10-20 knots. we're going to see the rain through the afternoon. 52 for the daytime high. clouds are locking us in and breezy with rain tomorrow. we get into the low 60s. a little above the normal temperature that is about 58 looking at clouds moving in. you can see a few breaks from the clouds and blue skies, there's more and more cloud cover and rain this afternoon and the rain turning heavy at times tonight into tomorrow. we have a pretty potent storm system moving across the plains and heading into the ohio river valley and seeing a lot of bright bands into the region. some bright yellows and a little thunder and lightning in the system and will be that way until tomorrow until we see some clearing out. the rain is advancing this weekend. dry and chilly air pushing offshore. high pressure is moving on away. we'll see some, a chance for some rain for one day and temperatures going up to around 52 degrees today. 61 tomorrow, near 80 degrees by friday into easter weekend. we'll have your complete firefighters to evacuate 4 buildings. the fire department says no injuries were reported but they're concerned. >> i was just looking for a friend of mine at the train station, it could have been pieces of the building coming down, we wouldn't have had a clue. >> there's a ton of businesses, this is absolutely like ridiculous. >> it's sad, i thought they had it under control. >> this is not the first crane accident in the big apple. two separate collapses killed a total of nine. a college student going up against wal-mart and wins. wal-mart employees falsely accused her of trying to cash fake money orders. she was sent to jail for several days even though the money ors were real. she was awarded $9 million. figure skating in the city is a new program to help middle school students and they're showing off skills. live at patternson park at the ice rink. good morning. >> i didn't bother putting on skates, these girls can out do me, there's 15 participating and the program takes inner- city girls that wouldn't have a chance to figure skate and teaches them how to skate. it's been successful and the lady behind it is natalie, good morning. >> good morning. >> reporter: how did you start this? >> it started, i'm originally from milwaukee, wisconsin and moved here when i was 7 and loved skating and i took it, i didn't take it for granted, it's something everyone can't do. it takes hard work and practice. i started skating up until college and now i'm trying to give back. >> it can be expensive. >> very expensive. but i'm trying to introduce at a low fee or cheap or free. >> reporter: what's been the response? >> it's been overwhelming. the first session there's 15 girls and we have a waiting list that is greater than i thought could happen and hopefully the next session we'll be as book as now. >> reporter: you're hoping to take some of these kids to competition. >> we are definitely working ongoing to competition. >> reporter: if you're interested, you can found dead in druid hill park talks act why he turned in his girlfriend. we have this exclusive. >> at this point, the baby is gone, her life is destroyed and my life is destroyed. >> reporter: the father is anguished over the death of his baby and the mother. she killed the baby and dumped the body in druid druid hill park. >> they were arguing a block from the park when she revealed her dark set. >> did she tell you she buried the baby. >> yes, she took me there and show me and pushed the body down and told me air was coming out of the body as she pushed it. >> reporter: he led police to the corpse. he says he's gotten death threats since going to police. people angry he snitched. >> i'm suffering so much, i feel like i'm in prison. i feel in prison right now. >> reporter: the autopsy shows the baby had a fractured skull. >> do you know why she would have killed the baby? >> i don't know why. why would she bring this tragedy to all of our lives like this. >> reporter: he claims he was bipolar. >> certain instincts that she didn't have that a mother should have, the nurturing thing a mother is supposed to have. especially a newborn. >> she wanted to keep this one. >> the father says because of the fear social services they would take her away, she wouldn't give birth. >> she gave birth at my apartment. >> reporter: he doesn't believe she's a monster telling wjz she needs counseling. >> don't crucify this girl, she made a mistake. maybe she flipped out. i don't know. my life is over. that was my life, that was my future. >> she remains in jail on no bond. . >> the father says police questioned him for ten hours and he was never charged in connection with the case. >> a maryland man pronounced dead when he was alive and an update on the medical mistake the it's to get troubled youth off of the street. a shooting in an apartment complex. someone shot a man, they listed the man in grave condition, police don't have a suspect or a motive. an update on the maryland man pronounced dead when he was alive. it happened friday at a house in prince george's county. two pronounced him dead and no one noticed the mistake until an hour later until he moved. he died at the hospital, it's not known if the mistake had any impact on the condition. after a run in with the law, the guard will be back for another season. the team president says there's no plans to wipe out the contract and he will return to the court next year. the league suspended him after he was charged with breaking d.c. gun laws. he avoided jail time and sentenced to 30-days in a halfway house. sarah palin making an impact and back on the campaign trail. she's hinting she may have a future campaign of her own. >> reporter: back in the spotlight and fueling the health care reform fire, sarah palin. >> there's no better place to kick off. >> reporter: nevada was lit up with thousands of angry tea party activists. >> big debt, the spending spree is over, you're fired. >> reporter: palin has become the face of the opposition. >> we need the business. we're struggling like a lot of places in the country. >> there is the palin factor. >> what sarah palin does better than anybody is bring camera-ready glamour to angrier. >> she's not ruled out running for president in 2012. some worry she's too polarizing. john mccain is trying to utilize the pull to beat her. >> isn't she magnificent? >> reporter: palin has been criticized for calling on those who oppose the health party to fight back. her tea party ends in washington d.c. on april 15th which is tax day. a family spokeswoman for former first lady barbara bush is in the hospital. the 84-year-old went to a hospital in houston after not feeling well for about a week. they suggested she undergo tests but don't suspect anything serious. she underwent heart surgery. state lawmakers worked through weekend to give initial approval to a measure that allows maryland to participate in a national pool making temporary coverage available to the uninsured until it takes effect in 2014. it's passed in washington. baltimore city hall has rows of vegetables outside and it will help to feed the city's hungry. >> reporter: it's safe to say baltimore city hall is not the most likely location for a vegetable garden. >> red cabbage and green cabbage but marking it with this line here to demarcate the three sections and then turnips. >> they have designed the space and planting seeds. >> we're taking the plants started and we're planting them in beds that are going to be dedicated to vegetable production. >> reporter: through the spring and summer, crops grow, nature permitting. >> a lot of it will depend on the weather, if we have a nice rainy season, if the birds get to it first, we had a second planting last year and the birds had a nice salad bar. >> reporter: it goes to our daily bread. they have learned that less is more. from broccoli to peas, they requested less exotic varieties. >> less varieties. they said it didn't work out. they had to feed 500 people. we've all about wanty this -- quantity. >> the harvest time will depend on the weather for the early spring. it's not and we see some heavy rain for periods of time through tonight and into tomorrow. we see a leveling out of the rain before it starts to taper off tomorrow night into tuesday. that's how it plays out. let's show you a forecast, 39 degrees at the airport. 34 the dew point. humidity at 82%. there's an east wind at 7 miles per hour at the airport. and on the bay, temperatures are reflecting a bit of a breeze picking up. small craft advisories lifted because the winds are starting to fluctuate. 40 in hagerstown right now. 44 on the shore. we have an east wind at 7 miles per hour at the airport. 16 miles per hour at packs river. 14 in hagerstown. this system is going to take a while to get here. we're seeing the clouds cast out ahead of it moving into the's, but it is concentrated. it's a large system in the scheme of things with a lot of the clouds being thrown up to the northeast. after it moves by, there's nothing else to it. it's not tapping into moisture, it's not dragging moisture from the south and not really setting up shop with the great lakes or the ocean. we expect to see a pretty rapid clearing. temperatures not cooling down too much. we'll be in the low 50s today but going into the 60s tomorrow and start a warmup to near 80 degrees this time next week. the sunset at 7:27. there's a southeast winds on the bay. forecast looking like this, temperature going up to 52 degrees today, turning cloudy with afternoon rain, tonight 51 degrees, breezy, with rain becoming heavy at times and through tomorrow morning, breezy with the rain heavy at times and could hear some thunder in those systems. 56 on tuesday with the rain tapering off. 64, 72 and 80 degrees on friday. we don't have any other weather systems on the radar yet. heading into next weekend, things looking them under my wing. >> reporter: one is here. tell us, what do you hope to do with the skating? >> i would rather be in olympics. >> reporter: what do you like best about ice skating? >> be on ice
