republican leadership within the country in terms of congress et cetera. the rnc is trying to think about how to save a certain congressional seats. explain to us in greater detail about the interpreting of rule number nine. what does it entail exactly? >> reporter: basically it's a mechanism that if you really wanted to get in the weeds, if there was absolutely unanimous decision inside the rnc, inside the 168 rnc members to try and force somebody off the ticket. that is a mechanism that does in fact exist. and i think it's something people have been pointing to off and on for months at a time when donald trump has said or done something inflammatory. it's never gained ground. part of the reason is it's too late. it's been too late for weeks, if not months. if you talk to rnc officials, even those who are very wary of trump's candidacy and have been for a long period of time.
