>> the president is missing a historic opportunity which is to bridge the gap between the two parallel connections going on right now. on the one happened we have the conversation about the holocaust of homicidal violence afflicting poor neighbors of color. in my city the homicide rate for african-american is 185 per 100,000 compared it 50 for a white person, a dramatic difference and true in city after city after city. >> this is black on black crime? >> correct. >> not white people going in, black on black >> the challenge is the neighbors are aflicked by high are rates of homicidal violence and other crimes and police are trying to do something with them. on the other hand, you have disparities in the criminal justice system and the parallel conscious has to be bridged, you cannot talk about disparities until you talk about disparity in victimization. one person could bridge that gap, so far he has only talked about of a of the equation and i would like to see a change in that.
