force base this morning. on that quarantined plane daisy and her two young daughters ages five and 10 months old. exhausted is relieved the overriding emotion. >> reporter: her husband is waiting for his family to come home to wisconsin. he will have to wait at least two weeks. he spoke to him this afternoon. baby wipes and diapers a little playpen a play mat. it seems like they have really tried to think of everything to make this quarantine as enjoyable as a quarantine can be.>> reporter: what is life like inside of their? can they interact with other people? what did your wife tell you? i don't know. she hasn't told me much. it doesn't sound like she is bound inside. it seems like she is able to go outside. most of the people are wearing masks. i don't know if that is a requirement or voluntary. po: his and daughters were in china visiting family for the outbreak of the virus. they are among the 178 other american citizens staying at the cordoned off westwood in on- base. because of high risk of exposure. they are screened and monitored daily by medical professionals. we have people on the staff who are working to put together activities. we want to maintain some social to redraw the six districts in the three. two councilmembers in each. from a status family member said measure c would dilute votes from minority groups. the people that control the politics would like to have less districts so they can control the city. >> reporter: january 14 he asked the public for tipster leads about who was behind the anonymous calls. even issued a warning about a violation of the city's dark money ordinance. a short time later he said he uncovered evidence implicating putting minors executives. but would not say exactly what he found. we caught jed york and the 49ers meddling in santa clara elections by failing to disclose the opposition of measure c. that is a violation of the ordinance. anybody is free to support or oppose any ballot measure. the only
