good morning, thanks for joining us. i'm carolyn tyler. developing news in san francisco's financial district. this morning, police in riot gear have arrested 55 occupy protestors for camping in front of the federal reserve. an estimated hundred officers showed up around 4:00 and begin moving people out of the area at market and drum street. they closed down market street and brought in public work crews to clear out protestors' belongings. they closed down justin herman plaza last week. >> there is growing opposition for labor groups for occupy protestors to shut down 11 ports tomorrow. even some occupy protestors are opposed. labor groups that supported the general strike tell the san francisco chronicle this they are not on board with tomorrow's planned action. their primary concern shutting down the port of oakland hurts workers who is part of the working class, the 99%. some leaders say they were not consulted and can't support action without input from members. even occupy groups say the port blockade is too extreme. san francisco's tenderloin, arson investigators search for the cause of a high-rise fire that sent seven residents to the hospital. others had to be rescued by firefighters. some people say they did not hear the alarm until it was almost too late. >> reporter: on the fifth floor, leon patiently waits as fire crews line up ladder to a window. he is one of three that was rescued. he says he did not hear a fire alarm on his floor and only heard fire crews when they arrived. >> i just heard fire and smoke and everything. >> reporter: no fire alarm. that is what we heard from several residents. >> we didn't hear no alarm go off on our floor. i looked out the window and there was big fire. i went to the back. >> some of the people said they didn't hear an alarm? >> no. there is no sprinkler system. our smoke detectors didn't even beep. >> they were one of eight that were rushed to local hospitals. >> i don't know the extent of the injuries. smoke inhad a litigation and one guy with significant burns. >> reporter: crews attacked the blaze, some people remained in their apartment. this is had you been housing building that included many residents that are elderly or disabled and the san francisco housing authority is trying to figure out how many of the 102 tenants will need to be relocated. >> until we know the full extent of the damage and we can determine how many people could stay in place, there is definitely going to be temporary displacement. >> i asked the people and housing authority from reports of residents there were no alarms in this particular fire. she tells me they are waiting for investigators with the fire department to give them any reports of possible problems with the alarm system. investigators are looking into the cause of a fire that burned a victorian house near san francisco general hospital. firefighters battled the flames for two hours last night starting around 9:00. no one was injured but the victorian at utah and 26th streets has a lot of damage. firefighters were very concerned about the homes being so close together as they often are in san francisco. they feared the whole block might burn. >> the company made a very aggressive interior attack. contained the fire at this point. there are no injuries that have been reported. we before 20 companies on the scene and 100 firefighters that are involved in the fire fight. >> there is going to be some number unknown. >> traffic on highway 101 was affected for a while when thick smoke drifted across the highway. >> oakland police have determined that a drive-by shooting that killed a father of four yesterday was not a random shooting. 46-year-old man was shot while sleeping in his house early in the morning. he was killed by a bullet that went through a wall. his daughter says it's the third time the house has been targeted >> we've been here one year. it randomly happens. >> what happens? >> like a drive-bys. >> violence comes close to home. to remind you there are people get into life that way. >> they say it was not random. this is 105th homicide of year in oakland. >> homicide investigators will be looking for more clues in the murder of an 18-year-old man in san francisco's bayview. police were called to carr street in the evenings. the victim was shot multiple times and pronounced dead at the scene. police have not released any more information about descriptions about the suspects. >> san jose police are looking for a person that shot a parolee sitting in a car last night. they were called to monterey road around 8:00 last night. they arrived to find a 34-year-old san jose man shot in the face. police say the victim was waiting in a left-turn lane when another car pulled up beside him and fired into his car. witnesses say the shooter then drove south on monterey drive. the wounded man is expected to survive. he was wanted on a no bail warrant for a parole violation. >> it can have lasting and sometimes deadly effects. in campbell a vigil was held for a young woman who tried to kill herself three years ago. tomas ramon spoke to a teenager and the mother who have been victims of bullying. >> she thought death was better than living than being bullying. >> gossip. the rumors, the drama. >> she dropped out of school. she is studying to be a paramedic. 12-year-old jacob is now a target at his school. >> three kids coming after me. >> both attended a candlelight vigil for amanda brunel. she is confined to a wheelchair. it's all due to an attempted suicide in the cafeteria when she was 16. >> if i would have known i could have done something different. >> she was in the marching band. she received some 3500 harassment texts in a one month period. >> they were saying she was a lesbian and bisexual and she had aids and was spreading it. >> her attempted suicide in 2008 her mother has been leading an education campaign called the amanda network to prevent teen suicide and bullying. >> for every one suicide that the kid dies, there is hundred kids that attempt. >> it about hundred parents and children attended the candlelight vigil at the candlelight methodist church. they received writes bands, purple, they donated to the anti-bullying campaign and took a pledge to stop bullying when they see it. >> this is the third candlelight vigil for amanda. when i asked her how long she was going to keep it up, she said as long as it takes to stop bullying and stop the suicide. coming up next, huge target on the back of newt gingrich during last night's republican presidential debate. was anybody able to steal the spotlight in iowa? it's going to be a cutoff low offshore. that is where it's going to remain. best chance of rain will be san francisco, hollister and southern california later on throughout the afternoon. overnight hours into monday. here is a look at our computer animation. notice all the moisture offshore by the overnight hours, we'll pick up a few areas of light shower activity by 10:00 tomorrow. we'll see more of the system slide south. high pressure builds in for a dry two or three days. 55 in sacramento with partly to cloudy skies. clouds will invade later on this afternoon. chance of showers comes in towards the evening hours. only about 20% chance, but the further south you go, about 30% chance for santa cruz and morgan hill. look ahead calls for a little more sun, few degrees warmer. that is the trend then for tuesday and wednesday. then another weak system with maybe a couple hundredths by thursday. then it looks like we're dry friday and saturday. things are getting a little more active. >> what is the big change? nannette miranda reports. i didn't think it could happen. >> a state that gave birth to technology. there are still many instances where california government is behind the times. take the welfare program known as cal work. recipients get their benefits electronically transferred into an ebt card that used by a debit card to withdraw crash. the account number can be stolen. it happened to evelyn, $720 gone. >> i was in shock. because i knew it wasn't me who took the money out. >> reporter: turns out her bt card was skimmed. they got her information with an add-on device. to make matters worse, california department doesn't recognize electronic theft. if her card had been taken she would get her money back in days. reimbursement in this case took two years. >> nobody was taking responsibility to who was going to put the money back into the ebt. >> reporter: two people have filed lawsuits mandating that updates its practices especially since employment benefits are also delivered electronically. >> they really need to pay more attention to this and move into the 21st century. >> the state says it has yet to be served the legal documents. that the time it would be premature to discuss any issues surrounding the action. >> it shouldn't happen to families. we depend on this money. i depended on it. >> because it doesn't recognize electronic theft, the state doesn't know how bad the problem is but lawyers suspect it occurs at the same rate as debit and credit card theft. two of pg&e high gas pressure lines were declared safe even though records show the company doesn't know what grade of pooh pipe was used in the lines. today san francisco chronicle has details in the latest in a series of reports since the san bruno pipeline explosion. one of the pipelines twa tha was declared safe runs through brent wod and eastern contra costa. second once from kettleman city to the central coast. >> this morning, lucille packard children's hospital is getting back to normal after sliding on the ground floor. it happened after 3:00 yesterday afternoon. officials say it's likely related to construction in the area. water was tested. there is no concern about contamination. nine patients were relocated to other parts of the hospital. >> cleanup crews are cleaning up downtown redwood city where a suspected drunk driver created a 40-foot water fountain last night. it was quite a spectacular at broadway just before midnight. when fire crews were first called out. the driver of a jeep cherokee took out a fire hydrant caused the gusher. me mowed down a parking meter before his suv finally came to a stop. the condition of the driver is not known but he was taken to a local hospital. first responders have been dealing with car crashes for years but new technology on the road means new training programs are needed to teach people what can happen in case of an emergency. karina rusk reports. >> reporter: they are just not admiring the design. they are learning the high voltage system has built in safety features. >> the battery packs are encased in aluminum that you really have no sense of leak go materials that could be hazardous. >> their counters parts have automatic triggers to cut off power after a crash. still what is under the hood and what is not is new to first responders. >> they are buy very differently than they were built before which is challenging us with the types of equipment we have. the types of training that we have. >> that is one reason the department of energy supports classes like this. national (a) fuels training consortium is teachings people across the country how to bring first responders on the later technology. >> we teach them how to disable the vehicle and safely get the occupants out. >> one of the first lessons is the industry standard for high voltage cables is orange. >> first responders going mainstream in the form of a free app and early next year it will be available on android devices. >> it's called quick reference guide. there is list of manufacturers and color coded diagrams that highlight where first responders will find the battery, high voltage cables and air bags. >> what it helps them do is add this information to their toolbox of skills. >> reporter: the people that god hands-on training are on
