a deadly stabbing. it's tied to violent street gangs. ktvu's kraig debro tells us it happened yesterday evening in the usually peaceful gerstle park neighborhood. >> reporter: this is b street next to the san rafael community center. you can see down the street there's a 7 eleven on the street and across the street a safeway. it all started here. from here two groups of men in cars drove up a dead end street. a man got out of one of the vehicles bleeding. he struggled to a neighbor's door and asked for help. but he later died. at a hospital san rafael police have not identified a man but a post report says he's 21 years old. minutes before the knock on the door several people in cars here on the 600 block of b street were seen chasing one another. >> right prior to this call we'd had a couple reports of two cars and some people armed possibly with bats or sticks down on b street and in the gerstle park area. >> triangles. >> reporter: cars the men were riding in ended up on wood street. police believe the lead car didn't know it was a dead end street and that's why he went on wood. the man who would later die either got out on his own or forced out of the vehicle. he went to a nearby hospital where he was pronounced dead. two other people believed to be part of the melee showed up at a hospital to be treated for injuries and police are now questioning them. police say alert neighbors gave them detailed descriptions of both vehicles. one was stopped later. the driver detained and questioned. there's a statewide apb out for the other vehicle. that is described as a white pontiac california license plate 3ulg274. in addition the neighbor on woods street who encountered the man bleeding wanted to talk to people on b street to see what they saw in terms of that chase. reporting live in san rafael, kraig debro, channel 2 news. time now 5:02. today we should find out the names of the three people who died in the shooting at san jose state university. police are investigating this case as a murder-suicide. and some of the students we talked to on campus say they've heard it was a love triangle. the shooting happened wednesday night in the tenth street parking garage. police say the three victims are connected to the school, but they haven't said if they were students as they try to find each of the victims' family. the deaths bring the total number of homicides in san jose to 20 now. that's what the city had for all of last year. san jose mayor chuck reed says san jose is still one of the safest cities despite that spike in homicide rates. more money from washington d.c. is heading to santa cruz county to help in tsunami recovery efforts. the labor department announced it has awarded santa cruz county millions of dollars to hire temporary workers to assist in clean up and repairs. the money will also provide badly needed jobs in a county with a 14% unemployment rate. the announcement came yesterday two months to the day after that destructive tsunami ripped through santa cruz harbor. time now 5:03. pg&e is writing checks. they're reimbursing cities and counties who responded to the san bruno disaster. eight people were killed, 38 homes destroyed in last september's disaster. emergency responders rushed in from all over the bay area to help out. well, according to the examiner 60 applications have been filed by various cities and counties seeking more than $4 million in reimbursements. less than an hour from now top executives from the five biggest oil companies are set to face some tough questions at a hearing on capitol hill. coming up at 5:15 we're going to have a live report from washington d.c. with the outrage among some democrats over subsidizing the oil companies while they take in record profits. time now 5:04. in just a couple hours the white house will announce a plan to beef up cyber security. reportedly the plan calls for better protection for systems that operate very important infrastructure like power plants and the electric grid. federal agencies will also increase their monitoring of their computer networks. also companies would have to tell their customers when there's been a security breach that could possibly lead to identity theft. the giants fan brutally beaten outside dodgers stadium could soon move to a hospital closer to home. bryan stow's family says his condition has stabilized. family members are considering moving him from his los angeles hospital room to the ucsf medical center in san francisco. that move could come as early as next week. now the 43-year-old paramedic from santa cruz is still in a coma six weeks after that attack. time now 5:05. another protest rally by angry teachers is planned for later today right outside the wells fargo bank in downtown oakland. they're demanding that banks pay more taxes. now the tax protest by oakland teachers started yesterday. they say many banks and other large corporations don't pay their fair share. and they say higher taxes on banks would help reduce california's education budget crisis. ac transit bus fares are going up. the hikes were scheduled to start august 1st with a 10-cent increase for adults and 5 cents for youths, seniors and disabled. ac transit says the increase will bring in about $2 million, but that will not be enough to close the agency's $15 million budget gap. as a result [ laughter ] >> besides that. >> second best. >> okay. let's go out and take a look at the traffic. i think i took them by surprise. let's go out and take a look at east shore freeway westbound as you head to the macarthur maze. no major problems here as you head out to the macarthur maze and continue to the bay bridge toll plaza. if you're an early commuter, i think you should like what you see for this early drive to work. a lot of people get up early because they don't want to be in traffic. and right now traffic is doing very nicely. this is a look at 280 northbound in san jose. that traffic looks good all the way up to highway 17 with no major problems. no problems on the 17 coming over the mountains. it's 5:07. let's go to steve. sal, thank you, sir. we have a little bit better weather today but it's still going to be partly sunny, breezy and i'd say still cool for some. but at least we'll get a little bit of a bump up in some of these temps. the system that's moving into the north is stuck. and it's not -- doesn't seem to want to move right now. dropping down which will start to influence us more likely on saturday night into sunday. and then again on monday and tuesday. now it's a slow process but it's on its way. first part of that system came in yesterday. spokes in the wheel keep coming in enhancing our cooling trend here. so fog and sun. i shouldn't say little. it will be a big cooling trend by sunday. slightly warmer today. a ridge out ahead of that warming us slightly. chilly morning especially in the north bay. end up with a lot of 60s. mid-60s, upper 60s and low 70s. but still some 50s and 60s closer to the coast because you many democrats say have to stop. >> reporter: senate democrats say oil companies are making record profits they don't need subsidies from american taxpayers. democrats have introduced a break to eliminate the tax breaks saving americans $21 billion over ten years. >> we're here to say enough already to big oil. you're doing just fine on your own and you don't need the taxpayer giving you an extra handout to help. >> reporter: but oil executives will fight back this morning saying it's unfair to single out their industry from a tax break available to all manufactures. saying they're discriminatory and counterproductive. republicans argue they don't even make economic sense. >> the left always says we want to raise taxes and they somehow think that's going to lower gas price? that nato air strikes again hit libyan leader moammar gadafi's compound in tripoli. it was the second nato attack on tripoli in 48 hours. several sites in the compound were hit as part of nato's effort to weaken the libyan leader's resistance to a 3- month-old rebellion. doctors in the hospital say at least two people were killed in those air strikes. the nato air strikes hit just hours after moammar gadafi appeared on state tv. it was the libyan leader's first public appearance since the nato air strike killed his youngest son and three grandchildren two weeks ago. footage shows him meeting with triable leaders in a hotel. time now 5:14. governor jerry brown is back working at his office again. the governor had been working from home after having his skin cancer removed from his nose later last month. stitches were removed on tuesday but still has to wear a bandage. he was treated for a basil cell carcinoma. highly curable skin cancer but reconstructive surgery was needed because it was aft incident took place. so they're pretty grueling. the other three were taken on the ship and included the burial at sea. >> now members of senate and house committees that deal with intelligence of military matters have been invited to see the photographs at the c.i.a. headquarters in virginia but they're not allowed to take any copies of those photos. oakland police asking for the public's help to identify two possibly suspects in a deadly shooting at an auto zone store. take a look at this surveillance photo. it was taken outside the store on december 19, 2009. one man is believed to be in his 20s. he's 6'" tall with a thin build. the second man is also believed to be in his 20s. he's about 5'8" with a thin build as well. now police say the two men may be tied to the fatal shooting of a 59-year-old security guard. san jose state student has reportedly settled a lawsuit against the city's police department after he accused an officer of excessive force. now the case stems from an incident caught on cell phone video two years ago. that shows an officer striking him while trying to arrest him. the 22-year-old sued for $6 million. the mercury news quoted one source as saying the amount of the settlement is $225,000. your time is now 5:16. a plea of guilty in the case of the man charged with trying to kill his wife as he drove -- sped along with her clinging to the roof of his minivan. 36-year-old christopher carol sentenced to five years in state prison. police say carol's wife stood in front of his van when he tried to drive away after an argument in february. police say carol's wife climbed on to the hood of the car as he sped off. he eventually stopped in pleasanton. carol's wife was treated for hypothermia and scrapes. the bay area is getting some high mark. a new report came out today that looked at which u.s. cities provide commuters with the best access to public transportation. the new brookings institute report says the san jose, santa clara, sunny vale area ranked number two in the nation. that report says 96% of working age residents in the south bay live near a transit stop. now san francisco, oakland, fremont metro area was ranked 16th. number you're thinking on this because we're all thinking the same thing. just be careful as you go to the bay bridge toll plaza you're obviously not going to see bikes there but i'm talking about getting to that fog we had yesterday. partly to mostly sunny today. more clouds to the north though as a weak cold front's coming in. the sea breeze still in place. it's going to be a breezy day and the cooling trend is in full force. we might get a little bump up today into friday but the trend on the weekend is to bring it way down. i mean on sunday we'll be a good 15 or 20 degrees below normal for this time of year. weak cold front slicing through into the northern part of the state has moved light rain up to the northern parts of the city. not a lot just a little bit. the mere fact that it's there keeps us on the cooler side. 40s and 50s. livermore upper 40s. fairfield in there. napa, san rafael, santa rosa, cloudy skies. hayward, redwood city, redwood city usually cooler than this. they're in saturday that will be out of the south. it might be a mild pattern. the coolest day will carry right into sunday where temperatures will be well below average. today some patchy low clouds but sun, overnight in asia much of the same. the biggest loser south korea's fell 2% and japan's nikkei lost half a percent. reports for gasoline here in the u.s. fell by its largest amount in seven weeks. today. san jose based technology company announced plans to cut thousands of jobs as a way to cut costs. part of a financial forecast that is not as good as analysts expected at cisco. yeah. time now new video sparks more allegations of alleged misconduct by san francisco police. public defender released this surveillance footage. he says it shows six plain clothed officers arresting a man for possession of crack cocaine. the witness says the officers searched his room without his consent and took a duffel bag filled with his belongings. >> on december 30, 2010, i had police officers steal items out of my room. >> well, a judge dismissed his drug case last week. police chief sir has launched an investigation. the f.b.i. is investigating eight other san francisco police officers accused
