response to the outages all summer, or company has unveiled a new strategy to keep the lights running. stephen tschida has the details from northwest and what customers are. saying. >> pepco responded in a big way to all the complaints, but so far today the response from customers is kind of mixed reviews. after a summer of aggravating power outages, pepco customers are fed up and what the utility's manager and to know it. >> i think they could step to the plate a little more. i am sure they are doing what they can. >> and lack of good communication with customers has to change. the company announced a five- year, $256 million plan. >> to have to rebuild our system three times in two and a half weeks is a source of frustration. >> it calls for more aggressive tree trimming, fixing the worst performing feeders, expanding the system without spending money, hi-tech automation that would speed up restoring service, replacing underground cable, and $15 million a year to bury select lines underground and upgrade substations. >> trees are very important. they allow shade and they do other beneficial things to our valuable water stream. >> through a region where there were chronic outages in the past 10 years, residents would often say to us, when are they going to put the power lines underground pools $15 million for the problem areas, those lines will be put underground. a lot of people wondering whether those will be in their neighborhoods. stephen tschida reporting live. pepco officials will be facing another state panel, this time at the heart of the problem. maryland's public service commission has scuttled a second reliability hearing on monday, august 30 in rockville. it will be open to the public. a funeral mass will be held today for one of the victims of the alaska plane crash. montgomery county attorney bill phillips. four others were killed, including former senator ted stevens. mike conneen tells us how phillips is being remembered. >> montgomery county resident bill phillips was a lobbyist and lawyer who served on ted stevens staff five years. last week he died in the alaska plane crashed. >> a really nice guy. ashamed to hear that. it is terrible. >> 5 died in the crash, four survived. his son, a 13-year-old willie phillips, was one of the survivors, the only one who was mobile after the crash and tried to help the others as they waited for help. >> it is terrible the way they were killed. >> family and friends will try not to dwell on the crash. they will remember bill phillips mostly as a good father. >> he brought the kids up the way that they should be and they are good people. i am sure that he did that. >> our lady of mercy catholic church in potomac at 11:00 for the funeral mass. instead of flowers, the stanford athletics emergency fund will accept donations. three of his sons played division juan football. a candlelight vigil is set for tonight for a teenager shot and killed this week in southeast d.c. 16-year-old anthony barnes was shot wednesday along fairlawn avenue. a vigil is at 7:00. today the fenty administration will announce the temporary home of wilson high school. students will attend classes in building 525 on the campus of the university of the district of columbia. a repeat of last year's scheduling confusion is not expected interest george's county schools. last year 8000 students had no schedule when fall classes began, because of a computer glitch. some students i've waited days with no class schedule. school officials say that no major problems are expected when school begins next week's. a developing story from arizona. an escaped inmate and his fiancee have been captured after weeks on the run. john mccluskey and casslyn welch were arrested in an arizona campground after a forest ranger spotted their stolen vehicle. two inmates who escaped with him in july have already been captured. authorities are trying to a identify remains found in lorton last month discovered along furnace road. the medical examiner says the remains belong to a man murdered. he was in his mid 30's or early 40's, five feet, 3 inches tall, he was wearing a t-shirt with a classic hot-rod and pajama pants with a skiing design. police raided the home yesterday in the 4600 block of 6th street and found seven pit bulldogs, some of them just puppies. they found materials and items commonly used for dog fighting. no one has been arrested so far. the dogs are being treated for injuries. more now on the massive aid recall. a salmonella outbreak linked to the tainted eggs of is expected to grow. the cdc says illness is occurring after the middle of july have not been reported yet. about 2000 cases were reported between may and july. if the outbreak is blamed on eggs
