session for most schools in the baltimore area a week after hurricane irene forced many to close. power was restored to the remaining schools and anne arundel schools reopened as well. tropical storm lee may be gone but as we were saying at the top of the hour not forgotten. it's flooding cities like chattanooga, also spark tornadoes in atlanta. chris turner was watching when the storm siren sounded. he and the dog took shelter in the laundry room. >> heard a big rumble and sound like the house getting ripped in half. >> the storm system is continuing to make its way north bringing more rain to the part of the country already drenched with the aftermath of hurricane irene. many communities are still cleaning up from the record floods last book. there's a potential silver lining. the pressure from the remnants may push the looming hurricane katia further out to sea. hurricane katia has weakened to a category three storm. the national hurricane center says katia's maximum sustained winds have decreased to 125 miles an hour. it's moving to the northeast away from the u.s. but still could affect u.s., bermuda, great ter antilles and parts of the bahamas. repairs are underway at national cathedral in washington. a crane has been removing debris. scaffolding will be built around the damaged spires. safety nets have been installed beneath the creeling to guard -- creeling ceiling to guard against debris. police say 19-year-old teon wallace was shot in the upper body. >> whoever called our dispatch gave us good information. we were able to locate that person right in the local neighborhood, within a block of the scene, took him into custody then. he's being questioned at the station. >> wall last later died at the hospital. according to police wallace was wanted for several warrants including armed robbery with a handgun. >> it began as a winner's takes all and mad came out on top on what we now refer to as brac. the reconcentration of forces will be complete. jeff hager joins us. are they saying the brac has lived up to promise oosh. >> reporter: initially harford harford estimated it could gain jobs and the defense contractors and the private development that would follow. now it appears the spinoff jobs could fall about 10,000 short. >> we still believe they will come but everybody right now is holding their breath on what's going to happen at the national level. we have to see how that works out. >> reporter: 76 defense contractors followed them from fort monmouth, new jersey, but on a much smaller scale. that having being said, reporter: some may need access but the postal service needs cash. the agency is running a $9.2 billion annual deficit and doesn't have the $5 billion needed for retiree health benefits. the post master is posting ideas with an end to saturday deliveries, closing facilities and laying off workers. the law requires delivery on saturdays and union friendly contracts prohibits the agency from laying off workers, but without action some worry the post office could shut down by winter. congress created it in 1775. it survived the telephone, telegraph and tough competitor fedex. ahead on park going through easton. if we get brief flash flooding, primarily, it will be in these counties. still, some of this rain reaching all the way back into anne arundel right now. flood concerns continuing. that flood watch for the western shore, but, again, we could see flooding over on the eastern shore. that will be possible. take a look at our tower cam right now. you can see 63 degrees. humidity high, near 100%. no surprise with that. in the city itself, we're beginning to get something of a break from the rain. winds are northeast at 14. mt. airy, this is sum met ridge. downpours on and off into the afternoon. we continue to see the wet weather coming in into the city through much of the day. it's really soak things. we picked up at least two inches in most places around baltimore. chesapeake beach, basically swallowed up by all the precipitation. here's some of the rainfall totals. 2.75 inches in edge mere, and centerville 1.8. sykesville more than an earn and a half -- inch and a half. cooler air wrapping in out of the north and east. it's a day we didn't get out of the 60s. humidity is high with this much rain around. take a close look. there's three heavy rain bands right now. the first one impacting the eastern shore. we're talking cecilton through centerville, kent island reaching to cambridge and easton, frederick into central virginia. that band may cross through the rest of the overnight. a third band from garrett county to west virginia. three distinctive heavy rain bands. that's going to mean, again that chance for flash flooding and continued flood concerns across the state. you see the circulation. that is what's left of tropical storm lee, the remnants, area of low pressure, wet weather, just tons of moist air ahead of this thing. it adds up to a heavy rain scenario. all the way down into montgomery, alabama, never out of the 60s. their normal highs up close to 90. we were 20 degrees below average because of this wet scenario. more rain tonight and into the day tomorrow. not continuous but to get those downpours it could last an hour or two. we'll she that into the day tomorrow. i wish coy tell you it will be a nice bright sunny day. looks like more showers, maybe less numerous, but even what's left, we'll get a lot of wraparound rain from this system. here's a look at your wednesday forecast, 78 degrees. rain will continue. that flash flood watch is not just for tonight but tomorrow. as we look ahead more wet weather on tap wednesday, thursday, friday. i think this will be a little less numerous in terms of those downpours, and the weekend looks relatively dry. could see a shower saturday but things look like they turn drier. >> that's good at least for sunday if we make this through the week. >> i'm
