crash, he saw the bogus bus driver. when the suspect tried to escape, he helped the cop chase him down. >> bizarre. i had no idea he was a criminalism thought he was a bus driver. i knew he was young and i thought he's going to lose his job. when he ran for it, i said, okay, he's going to get locked up now. >> reporter: the suspect has been identified as 19-year-old william jackson. he is charged with unauthorized use of a vehicle. he is released on personal bond on the condition that he stay away from metro bus yards. metro said tonight, it is tightening security at all its facilities. back to you. >> thanks, pat. right now, prince george's county police are involved in a stand-off with the robbery suspect who has barricade himself inside a school bus. it is happening in the temple hills area near allentown road. police say the suspect tried to force a woman to withdraw cash from a nearby bank. when police showed up, the man ran into the school bus. we're told he is the only person on board that bus and that no one has been injured. we have some severe storms rolling through. it is dry here as we take live look outside. other areas are dealing with rain and thunderstorms this afternoon. veronica is tracking it. >> some severe weather already today. we've had a handful have warnings up and anne arundel county, prince george's county, right now we don't have any but that still could change. we've been on the cool side with temperature for the afternoon in the 70s. overcast skies. holding down the mercury. you know what? if we talk about the possibility of some thunderstorms, we could see some high winds and some downpours. we'll take some of the downpours considering our deficit is nearly sick inches for the year. a chance to turn our lawns from brown to green. here's what it's doing right now south of the area, western charlie county. that's where you're seeing all the lightning. that's the one cluft per i'm watching right now. it is pushing northeast at about 25 to 30 miles per hour. so eventually it will be making its way into spots like franconia and further into south western prince george's county. could be some high winds as well as some hail with those. 72 in clinton, 77 in la plata during the overnight. we'll see the mercury drop down to the low 70s. could be more thunderstorm coming our way. again, isolated thunder. needed rain through tuesday. through tomorrow. not as hot this week. and more rain coming this week after we get through tuesday. we'll take a look at the seven-day forecast in a few minutes. >> thanks. we're following a developing story out of albuquerque. in this hour. police say domestic dispute has ended in a deadly office shooting there. a gunman opened fire at this fiberoptics company. police reported the gunman injured five people and killing four others before turning the gun on himself but the police chief just revised the number of dead to three. police stay man was a foernl employee and it appears one of the victims was either his ex-wife or his girlfriend. it is not clear whether she is among the dead. teams are moving closer to containing the oil spill in the gulf of mexico. the intricate task of installing that new tighter fitting cap over this busted well. crews are using undersea robots to do this work. there is hope the new cap will be able to capture this leaking oil. it will take nearly two days of testing to see if the new cap will withstand the added pressure. and independent bipartisan commission -- >> i think we'll know substantially more than we have in the entire event to date once we get that cap on. we'll do the well integrity test and where that takes us remains to be seen. we'll ang lot more by tomorrow. >> an independent bipartisan commission held its first public hearing in new orleans. the panel will look at the root causes of the spill, the response and the impact. those hearings are expected to go on for months. two explosions rocked world ku watch parties in uganda on sunday. 74 people were killed including a man from delaware. >> among those injured, a teenager from maryland. john joins us live from our newsroom to tell us about this. >> reporter: somalia's terrorist group which has linked to al qaeda is now claiming responsibility for the bombing that's current spain's world cup triumph into tragedy. this is the aftermath of the blast that went off in the capital city of kampala. one of the bombs was set off here where hundreds gathered for a viewing party for the final game of the world cup. among 74 people dead, nate, a former use of delaware student. the organization invisible children said the 25-year-old was in uganda helping them with aid work. the other blast went off at a nearby ethiopian restaurant. a family friend of emily said the 16-year-old was there having dinner with her church missionary group when the bomb went off. no word on the extent of her injuries but the family friend sa offer can set thor is being medivacked off. >> she was so happy to be there. she didn't want to leave. she extended the trip a week and just had a great time. and unfortunately, it is coming to an end like this. and it is just awful. >> reporter: at least two other americans were injured in sunday's blast. today president obama spoke with uganda's president offering condolences. closer to home, d.c. firefighters were busy fighting a rare brush fire along the potomac river near canal in northwest. not too far from fletcher's boat house. it took about an hour to put out the fire. no word yet on how it started. a volunteer firefighter in spotsylvania county now charges with inappropriately touching a 17-year-old volunteer. the victim says steven tyler perry drenched her with a hose. then carried her into a shower stall and tried to inappropriately touch her there. nine volunteer firefighters have been fired as part of the investigation. it has been two weeks since the fairfax county teenager was found murdered in her car. as the search for vanessa pham's killer continue, they are hoping for something that will help with the investigation. >> reporter: fairfax county police are having a hard time generating more leads in this high profile case. they have decided to go international. they have created four fliers in four different languages. and they are hoping that it will jog someone's memory. an international appeal for help in the shopping center where murder victim vanessa pham was last seen alive. fliers are now up in spanish, vietnamese and korean as fairfax police try to engage foreign language speakers. >> our main goal is to identify and apprehend the suspect as quickly as possible. bring him to justice. please don't let your immigration status prohibit you from contacting us. >> reporter: this native spanish speaker breeds the murder mystery for the first zpim how vanessa was stabbed to death ten minutes after leaving this nail salon on june 27th. she asked to deep flier. >> oh, my god. >> reporter: a cambodian shopper was also unaware of the violent death until she saw the flier. >> oh, yeah. it is scary. we come down here. we don't know about that. >> reporter: last week, police released security camera video showing the toyota driving into the fairfax plaza the day of her death. the video also showed pham's car waiting to exit on to the road. there police say something unusual happened. the car makes no move for 40 long seconds, allowing three cars to back up behind it before finally turning right. the time was 3:24. at 3:34 in the afternoon, pham was found stabbed to death behind the wheel of her car. just one half mile away. shoppers stay senseless killing only heightens awareness of their surroundings. >> i have my keys out biff walk out the door. and i'm, i will look under the car. i feel if something is not right, i will look around before i get in the car. >> reporter: 6,000 fliers have now been handed out in four still could be looking at some lightning come through the area, as well as in downpours. i think the high winds are done with our area now. 75 is the temperature. the wind out of the south at 12 miles per hour. boy, it is plenty sticky and humid. the dew point temperature is at 70 degrees. relative humidity at 83%. a few storms for the overnight. 9:00, 11:00, 7:00. once they drop to the low 70s, i think we will start at 73 to 74 degrees. all right. you can see that in one area to the south. still some lightning. just not quite as intense or all over the place as it was earlier. showers in a few thunderstorms, still pushing through the area. that's where the wet weather is right now. stafford koirngt charles, prince george's, and anne arundel county. this is the one little area right now that could be producing some heavy rain and maybe producing some high winds. that one coming across areas like clinton, and other areas within the next several minutes. psych that's thought line associated with the cold front pressing eastward. it is approaching our area. it will be making its way through late tomorrow. charlottesville, virginia, getting .79 of an inch of rain. cold front to the west through northern illinois and southern iowa. until late tomorrow, it will be making its way through. we've got a chance of rain until tomorrow evening. and with the time per that long, and with with some of the soakers, we could get anywhere from an inch to an inch and a half across the area. especially just to the west of d.c. spots like loudoun county. futurecast, 48 hours. some of the heaviest rain coming up early. mid morning. all the way through the early afternoon. then the cold front passes through the area on wednesday. but there still may be a lingering shower coming our way for wednesday during afternoon. cloudy, rain like when i some isolated thunder. will be dropping off from the low 80s to the upper 70s. then some showers and thunderstorms possible. we'll be in that range between 70 and 74 degrees and it will be plenty humid. in any spots where it is not raining, there could be some fog. mostly cloudy with more rain and thunderstorm during afternoon tomorrow. we'll get to about 84 to 87 degrees for a high temperature on your tuesday. as in 93 for wednesday. there is a little bit of heat coming for mid-week in the lower part of the week a high temperature of 95 is escalating over development plans in loudoun county. the board of supervisors is voting on whether to begin new home and businesses. it is near intersection of route 7 and 28. some say the new construction could bring too much traffic to an already congested area. julie is live this evening in loudoun county. >> we're standing along route 7. if you head out, hook a left on route 28. that's roughly where the project in question is located. today they must decide if the benefit it produces will be worth the added traffic. >> right now, it a forest near the town center wedged between busy route 28, route 7 and a sewage treatment plant. this is what they envision. the village. it will feature office and retail space, a performing arts center. 1,400 apartments all around a new minor league baseball stadium. the development company hopes the board of supervisors will sign off on it tonight. >> it gives a plan that doesn't exist today in loudoun county. there are proposed develop many was turned down once before and some supervisors remain skeptical. the developer has put a lot of things into this development that make it very sexy. if you don't look at the problem that it will cause for the taxpayers, and for loudoun's commuters. >> reporter: the supervisor says roads around the area are already traffic choked. she is convinced this will make it worse. >> we don't need to put 1,400 units here and offices. it will put our roads into grid lock. >> reporter: the developer has recently tried sweeten the deal by offering to pay $32 million to fully extend gloucester parkway to pacific boulevard, giving ashburn residents a new way out. >> the road commitments we've made will get the rest of the infrastructure and without taxpayer dollars. so i think it is a move for the county to encourage economic growth of the tax base. keep loudoun county competitive with other jurisdictions. >> reporter: coming up, i'll let you know how residents view the prospect of this
