well. the windchills just in the teens this morning. in fact, in the teens in southern maryland,orthern neck, eastern shore as well for windchills. these are the latest wind gusts. peak gusts 30 miles per hour out of the north and west. and it's frid in the mountains of western maryland and west virginia. right now it's just in the low teens. their windchills ar down into the single digi and they're getting snow. they could get 5 to 10 inches of additional snow in western maryland, highlands of west virgin virginia. highs only reaching the mid-30s. sunrise, 7:13. sunset, 4:46. 270 southbound, route 80 in urbana, we are looking at delays. those delays past 109. by clarksburg, back up to speed. as you travel the cital beltway, overturn at new hampshire. that proved to be nothing too substantial. it was cleared to the shoulder. along the 95 head northbound, not too bad leavinghe pkway through newington, capital beltway. an earlier accident along the 66 trip headed in the eastbound direction approaching route 50. that has been cleared. but here's what's left in its wake. you have congestion. heavy from 70 past 123, 123 to the beltway you're back up to speed. joe, back hour. and that, of course, is bringing windchill factors way down into the teens. a very, very chilly, chilly morning. you'll want to bundle up the kids before you send them out for school this morning. you'll want the hats, the gloves, the heavy coat, the whole shebang. we're not going to get much of a break today. we're talking to folks already out and about this morng. this cold weather has taken some by surprise. i notice you're hide anything your car while you pump the gas. >> yeah. this is really, really cold. i just moved here from oland, california, and never gets this cold country. lake effect storm are dumping snow on michigan, indiana and ohio and two feet or more on parts of western pennsylvia an as far south as florida where farmers are concerned a strong freeze could ruin straw better and citrus crops. big changes are coming at the top in prince george's county today. baker is expected to officially name a new interim police chief. although we have known for quite some time there will be a shakeup at the top, the official announcement take place today. baker will meet with members of the prince george's county police force to talk about them. he will understand, we understand, replace the fire chief. this morning grief counselors will be back on campus after a sixth grader collapsed and died at a prince george's cat county elementary school. they admintered cpr, but the girl died at the hospital. it is not clear what caused her death. a developing story this morning. president obama has reacd an agreement with republicans on extending the bush-era tax cuts. now the white house must sell that plan to congressional democrats. >> everyone will find something in this compromise that they don't like. in fact, there are things in here that i don't like. >> the agreement calls for tax cut exteions for all americans, and that includes an extension for the wealthy, something a lot ofemocrats are against. in exchange for that concession, unemployment benefits would be extended for 13 additional months. and there will be a 2% reduction in the payroll tax. the estate tax will ao be reinstated but at a lower rate, 35% for inheritances over $5 million. well, good news for tax payers. citigroup willpay back the government's bailout and then some. the treasury department reached a deal to sell remaining shares of citigroup stock and make a $12 billion profit. after the federal bailout, citigroup received $45 billion from taxpayers. strengt hope and patience. doctors gave her grim news about her cancer condition. the wife of former senator and presidential candidate john edwards battle said breast cancer since 2004. doctors told her the disease has spread to her liver and further treatment would be unproductive. she is at home in chapel hill, north carolina with friends and family by her side including her estranged husband john edwards. the days i do have are made all the more meaningful and precious. our time is now confirmed to nbc newshat wikileaks founder julian assange has been arrested on a swedish warrant. he turned himself over to police at 4:30 eastern time. assange is wanted on suspicion of rape and sexual molestation. interpol placed assange on its most wanted list last week after he went into hiding. assange has denied the criminal charges. he's due to appear in court later today. his legal troubles have not kept wikileaks from releasing more classified information. some say it's the most sensitive information released so far. it includesetails of undersea communication lines, food and medicine suppliers, and weapons manufacturers. u.s. officials say the release cod be used as a terrorist hit stf places otherwise not seen as vulnerable. a five-alarm fire in baltimore is now under conol. firefighters spent the night putting out hot spots. the massive fire sent smoke bill lowing across downtown baltimore, a few blocksrom the inner harbor. the fire broke out on the block, the city's historic adult entertainment district. it started into a three-story building and spread quickly to five buildings. several witnesses say it was chaotic. >> there were just a bunch of girls running outside, getting dressed. all these people were evacuating the building. >> it was crazy. >> i mean, i didn't think it was going to turn into nothing like it did. >> within minutes the thing was in flames. i mean, black smoke everywhere. you couldn't see nothing. >> next thing you know the flames are coming at the roof. and you couldn't see through any of it. it was chaos. it was chaos. >> more than 100 firefighters, paramedics, command and support staff battle thad fire. the cause of the fire remains under investigation. twu.s. marbles are in the hospital this morning after a man set himself on fire as the marshalls were trying to serve an arrest warrant. it happenedt a row home on 12th and n streets in northwest d.c. they were serving a warrant to a man who was a suspect in a sexual assault case. policeay the man doused himself with gas and setimself on fire. he is in serious condition. and the u.s. marshall is not releasing the identity of the two marshalls or the status of their condition. family and friends will gather later today to remember one of two college students from the wasngton area who died in a fire. investigators say an overheated pipe from a wood stove started that fire. flames trapped alissa salazar and even coleburg upstairs. alissa salazar will be remembered as woods memorial presbyterian church at 1:00 this afternoon. colbert's family said they are finaling plans this ekend. a new iconic tourist attraction right along the waterfront. plans are in the works to spruce up the seafood market on the waterfront. the d.c. government and private developers are looking for ways to improve the market by adding more food choices and places to actually sit down and eat. sit part of a $2 million makeover of the southwest waterfront area. montgomery residents are weighing in on a proposal that wod allow them to bring their own wine to restaurants. brian feldman introduced the bring your own bottle bill. a public hearing was held in rockville last night to debate the issue. the proposal will help montgomery county restaurants stay competitive and allow people to save ney. >> doinggone it. yes, out of control dog is being blamed for forcing an emergency landing. a 12-pound dog got loose in the passenger cabin and apparently bit a passenger and flight attendant. it also ran up and down the aisles barking. it had to land in pittsburgh. the dog's owner is an 89-yr-old woman. she will not face any charges in the incident and the dog refused to have a picture taken of its face or any other part of its bo. first, albert haynesworth compined of headaches. now it seems he is becoming one. he was deactived for sunday's game against the giants because coacs say he didn't practice well because of illness and was late. but
