constitution. >> and that changes the relationship of the government to the individual. >> the federal government is not supposed to be a government that has all powers. it's supposed to be a government of limited powers, and that is what all of this questioning is about. >> the court's liberals rush to the law's defense, saying congress passes laws on all sorts of behave are and that like car insurance, no one can say when they'll need healthcare. >> reporter: the majority majority of people have never gotten into an accident where they injury others and we pay for it doubtfully every year on the possibility that at some point we might get into that accident. >> the people who don't participate in this market are making it much more expensive for the people who doll. a number of them will get services that they can't afford at the time when they need them and everyone's premiums get razeed. >> reporter: they reject comparisons between healthcare and car insurance. >> and once you decide to get a car, they can tell you how fast you drive. they can't tell you to buy a car. >> reporter: backers of the law say even if the court strikes down the mandate, the president's healthcare law could live on as a voluntary insurance marketplace. >> and there would be a big impact on the law. >> reporter: the court takes up the final two rounds of hearings on wednesday, giving up an unprecedented three days and six hours of hearings. >> the one thing nobody done does know is when the justices will issue their decision on the healthcare cases and what we do know is given all of the justices, it's a sure bet whatever this decision s it will probably not be unanimous. >> and very few are. tom fitzgerald tonight. another big story, the trayvon martin case drawing attention on capitol hill. a group of congressional democrats is lashing out at sanford, florida, police, claiming they bungled the trayvon martin shooting investigation. the lawmakers on the house committee wrapped up a two-hour briefing racial frofiling -- profiling and hate crimes. martin's parents are on capitol hill meeting with the members. karen gray heist hop onhas more. >> reporter: the briefing ended a few minutes ago and examining the role of the federal government. this comes because of the shooting of a black kid by another has struck a racial nerve. martin's mother made remarks during the briefing earlier and that briefing chairman noted that it captured the attention of the nation and the president spoke out about it. he said it's vital for the federal government to investigate and prosecute any time violentaks are taken and the motivation is raised. florida congresswoman frederico wilson vowed to go on the house floor every day and -- every day until the perpetrator is arrested. trayvon martin's parents did make remarks during the briefing. the father thanking people who supported their cause and so that their son didn't die in vain. the lawmakers are outside talking to reporters and trayvon's mother. she made the few remarks. >> i would just like to say of course my heart is broken. it breaks more to know that we have not gotten justice yet, and that this man has no shooti killing my son. >> meanwhile, the orlando sentinel is report handwriting that martin and neighborhood watch captain george zimmerman exchanged words before the teenager punched zimmerman in the nose and banked his head on the ground and that he acted in self-defense. >> a phrase you used in that story caught my attention, i never heard before. what is a white hispanic? >> that is coming from a number of people. some hispanic people call themselves hiss panic and don't consider themselves white. there is a lot of confusion about whether this should be a racial issue if the hispanic person is a person of color, but there are hispanic people who consider themselves to be white, so some people are labeling zimmerman white and hispanic. and that is coming from a number of places. and a man found dead inside a suv with his 13-year-old daughter are a former sergeant. they were found this morning in the driveway of an annandale home. and neighbors are not sure what happened until they left the house this morning. >> i called the boys and that wanted me to tell you and said that i was safe. >> what do you make of this? >> i don't. i don't try. this is just unbelievable. >> the principal at alexis' school declined to comment today. what led to the violence is unclear and court records show jackson and his wife cindy had a troubled marriage. they were still living together and just living a part. and to the news edge on d.c. no new taxes. if you break traffic laws in d.c., the mayor wants to catch you and fine you in all kinds of locations. the mayor said he would like to see the entire city covered with traffic enforcement cameras. and matt ackland has more on. that. >> reporter: the mayor's defending his position on speed and red light cameras saying he needs to do all possible to protect residents of d.c. and that he wants millions of dollars in the next budget to pay for cameras. today, he got pushback. d.c. is making huge money when it comes to the fines it's giving out. aaa estimates from parking enforcement, the district is generating approximately $165 million a year. >> and i think we have just gone overboard with this. >> reporter: the council member expressed her concern as the mayor presented his next budget. >> and when our residents see a $30 million expectation of fines, they become increasingly upset, too. >> reporter: the mayor is asking for $6 million for new automated traffic enforcement. and the end goal may come as a surprise to many. >> eventually, i would anticipate to have the whole city covered. >> reporter: mayor gray made no apologies for the toys, telling us it's about keeping the d.c. streets safe. and that the fines are not intended to generate a budget gap. >> and this goal is to make people safe as they can be. >> and we may consider lowering the first-time fines and i think woreceiving -- reaching a point where people had enough tickets. >> reporter: the mayor got resistance to the plan to extend the hours that alcohol can be sold. the council member jim graham would oppose it, even if it brought in a projected $3 million a year. >> i hope that we do not have to find to close the budget gap on the basis of increased alcohol hours and in our neighborhoods and areas nearby. >> reporter: the mayor was praised on many things and adding more police officers to make improvements to the school and the mayor plans to hold a number of town meetings in the future to discuss the issues. just ahead here, the police in howard county make an arrest following this fight that went viral on the internet last week. sue. and we had a cool start as predicted. i will let you know if it's going to be that cold tonight and did you see crazy contrails this morning? i will explain what you were looking at. we'll talk about the five-day. and dave feldman, not an ordinary hockey game tonight. >> it's not. all kinds of play-offs, permiaitations. they battle the ties for the last play-off spot. a major push goes to the winner tonight. a live report and we'll hear from the coach as the news edge at 6 on a hockey play-off night sort of continues.  . howard police arrested a man in a fight with a student and you might remember the video. and this is the man in the video. he came on to school property last week and hit a 16-year-old student in the face. that student retaliated and knocking him out. vanison is charged with second- degree assault and disorderly conduct. students taking the s.a.t. exam will notice security upgrades. officials say students will have to upload or mail in a photograph of themselves when is they register for the a.c.t. or s.a.t. the photo will be printed on the student's admission ticket, the test site roster and attached to score sheets. they will check student i.d.'s more frequently and perform spot checks during the exam. this is after 20 new york students were arrested for an alleged cheating plan. still ahead, a new plan may bring relief to the pump. when we expect an oil pipeline to be complete. . >> thought it was bad here, the spike in gas prices and other major cities across the country meet put things in perspective. on average, drivers in milwaukee are paying $4.60 a gallon and there mean hope on the horizon as well. two oil companies are getting in on the pipeline business. tracy burns explains. >> reporter: the gas price spike continues. for every american family, paying more at the pump puts a huge strain on the family budgie. according to aaa, the national average of a gallon of gas is $3.89. that is up a fractions of a penny overnight. at more than 20 cents from a month ago, in places like chicago and milwaukee, the gas is at record highs, well above $4. and just one week after president obama said he endorsed construction of a portion of the keystone pipeline, two other oil companies announced plans to build a competing pipeline that wouldn't need state department approval. enterprise products partners and enbridge incorporated plan to make new pipelines by 2014. witness complete, they would move 850,000 barrels per day to u.s. refineries and ports. >> tracy burns reporting. last year, the obama administration delayed any decision on the northern section of the keystone pipeline after pressure from the environmental groups. the latest project would need the approve bal because the taps exist across border locations. as gas prices continue to rise, this is what drivers can expect to pay. the current average, $4.13 a gallon, maryland drivers, paying $3.93 and in virginia, $3.83. compare the local average to the national, and most people in d.c. are paying more than the rest of the country and last year's average, $4.33 the all-time high is $4.35. and week reach that by the time summer arrives. and wait a few more hours. >> okay. >> and the wind shifted and we'll probably be about 70 degrees tomorrow. >> sounds good. >> i found this refreshing and the nice bright sun today was energy boosting, wasn't it? a lot of you do. i don't know how you do that. you may have seen a picture like this or in the sky early this morning. these were rocket contrails and -- a lot of people were kind of taken aback by them. wolfops launched -- wollops launched five this morning and released this milky white tracer in space. they doing this to study upper level winds, about 60, 65 miles above earth. it looked like the sky was splitting this morning. they were contrails released on purpose. it's the first one that launched at 4:58 and there were four more every 80 secs and they were seen here in d.c., north to buffalo, new york, south to wilmington, carolina, and west to charleston, west virginia. a lot of people talking about the rocket contrails earlier today. mission accomplished, nasa. good work. the temperatures last night, very cold as expected. and not a hard froze everywhere, but certainly was for hagerstown and frederick. gaithersburg to 27; d.c. dropped to 34; quantico got a break at 38 degrees and annapolis, 39 and a cold night. we recovered to 55 degrees and which is average, below average. the average is 60 degrees. good news, it won't be as cold tonight, although the air is still very dry, and minus the big winds. we may see temperatures fallling into the mid-30s in some spots. the three-day planner, though, it's too cold story you?
